Mayor B. Smith, on behalf of City Council, welcomed Grade 6 students from St. Charles Catholic Elementary School and their teacher, Ms. S. Mangieri.

L. BYLAWS
L.1 FIRST, SECOND AND THIRD READING BYLAWS
L.1.a. Bylaw 13210 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone, (RPL) Planned Lot Residential Zone and (PU) Public Utility Zone, located east of 91 Street SW and north of Ellerslie Road (9 Avenue SW), Ellerslie. Ø
PURPOSE
To accommodate a range of low density residential uses and a portion of a storm water management facility.
There were no persons present to speak to the passing of Bylaw 13210.
L.1.b. Bylaw 13223 – To close a portion of 199 Street south of 62 Avenue, The Hamptons. Ø
PURPOSE
To close a portion of 199 Street south of 62 Avenue. Once closed, the area will be consolidated with the adjacent land to the west.
R. Noce, Duncan & Craig, was in attendance to answer questions in favour of the passing of Bylaw 13223.
L.1.c. Bylaw 13247 – To amend the Zoning Bylaw from (CNC) Neighbourhood Convenience Commercial Zone to (DC2) Site Specific Development Control Provision; located at 850 – 119 Street SW, MacEwan. Ø
PURPOSE
To amend the Zoning Bylaw as it applies to this site from CNC to DC2. The proposed DC2 provision is based on the existing CNC zone and includes Minor Alcohol Sales.
J. Wacko, Stantec Consulting, was in attendance to answer questions in favour of the passing of Bylaw 13247.
L.1.d. Bylaw 13248 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone and (PU) Public Utility Zone; located west of Hudson Bend and south of Cumberland Road, Hudson. Ø
PURPOSE
To allow for both single detached dwellings and public utility development.
M. Pankiw, IBI Group; and G. Cantalini, Beaverbrook, were in attendance to answer questions in favour of the passing of Bylaw 13248.
L.1.e. Bylaw 13249 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone; located east of Lewis Estates Boulevard on 87 Avenue, Suder Greens. Ø
PURPOSE
To amend the Zoning Bylaw as it applies to this site from AG to RSL. The proposed use is single detached residential development.
There were no persons present to speak to the passing of Bylaw 13249.
L.1.f. Bylaw 13250 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone; located east of Winterburn Road (215 Street) at approximately 87 Avenue, Suder Greens. Ø
PURPOSE
The proposed use is single detached residential development.
There were no persons present to speak to the passing of Bylaw 13250.
L.1.g. Bylaw 13251 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RF1) Single Detached Residential Zone and (PU) Public Utility Zone; located southeast of 66 Street and 167 Avenue, Matt Berry. Ø
PURPOSE
To amend the Zoning Bylaws as it applies to this site from AG to RF1 and PU. The proposed use is single detached residential development. The AltaLink power right-of-way is also appropriately rezoned.
J. Andrew, Scheffer Andrew Ltd., was in attendance to answer questions in favour of the passing of Bylaw 13251.
L.1.h. Bylaw 13252 – To amend the Zoning Bylaw from (AG) Agricultural Zone and (TTSLR) Terwillegar Towne Small Lot Residential Zone to (TTMU) Terwillegar Towne Mixed Use Zone and (RF5*) Terwillegar Towne Row Housing Zone; located south of 23 Avenue and east of 156 Street, Terwillegar Towne. Ø
PURPOSE
To facilitate the development of a pedestrian oriented mix of commercial, residential, and community related land uses in the neighbourhood’s Towne Square.
R. Thompson was in attendance to speak in opposition to the passing of Bylaw 13252.
L.1.i. Bylaw 13259 – To amend the Text of Bylaw 12800, as amended, being the Edmonton Zoning Bylaw. Ø
PURPOSE
To amend the text of the Zoning Bylaw regarding regulations of the (RF4) Semi-detached Residential Zone.
There were no persons present to speak to the passing of Bylaw 13259.
L.1.j. Bylaw 13261 – To amend the Zoning Bylaw from (RA7) Low Rise Apartment Zone to (DC2) Site Specific Development Control Provision; located north of 23 Avenue and east of Rabbit Hill Road, Hodgson. Ø
PURPOSE
To amend the Zoning Bylaw as it applies to this site from RA7 to DC2. The proposed DC2 provision is based on the RA7 Zone with an increased floor area ratio.
There were no persons present to speak to the passing of Bylaw 13261.
L.1.k. Bylaw 13253 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone and (PU) Public Utility Zone; located south of 167 Avenue and east of 50 Street, Brintnell. Ø
PURPOSE
To amend the Zoning Bylaw as it applies to this iste from AG to RSL and PU. The proposed uses are single detached residential development and the AltaLink right-of-way.
