Mayor B. Smith called the meeting to order at 1:32 p.m.

L.BYLAWS

L.1.FIRST, SECOND AND THIRD READING BYLAWS

L.1.a.Bylaw 13001 – To amend the Zoning Bylaw from (IM) Medium Industrial Zone to (IB) Industrial Business Zone; located at 111 Avenue and 174 Street, McNamara Industrial.

PURPOSE

To allow for a range of commercial, industrial and business uses on the site.

K. MacKenzie, MacKenzie Associates, was in attendance to answer questions in favour of the passing of Bylaw 13001.

L.1.b.Bylaw 13002 – To amend the Zoning Bylaw from (AGI) Industrial Reserve Zone to (IM) Medium Industrial Zone and (IB) Industrial Business Zone; located west of 186 Street at 111 Avenue, White Industrial.

PURPOSE

To allow for a range of light and medium industrial uses on the site.

There were no persons present to speak to the passing of Bylaw 13002.

L.1.c.Bylaw 12999 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone; located west of 128A Street and north of 160 Avenue, Oxford.

PURPOSE

To accommodate single detached residential development.

B. Usenik was in attendance to answer questions in favour of the passing of Bylaw 12999.

L.1.d.Bylaw 12997 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone and (RF5) Row Housing Zone; located at 167 Avenue and 115 Street, Canossa.

PURPOSE

To facilitate single detached residential and row housing development in the southern portion of the Canossa neighbourhood.

There were no persons present to speak to the passing of Bylaw 12997.

L.1.e.Bylaw 12998 - To amend the Zoning Bylaw from (AG) Agricultural Zone, (RF1)Single Detached Residential Zone and (PU) Public Utility Zone to (RF1) Single Detached Residential Zone, (RPL) Planned Lot Residential Zone, (RSL) Residential Small Lot Zone, (RF4) Semi-detached Residential Zone and (PU) Public Utility Zone; located north of 155Avenue and east of 142Street, Carlton.

PURPOSE

To facilitate the development of a range of low density residential uses and realign the zoning boundary of the stormwater facility in the southern portion of the Carlton neighbourhood.

C. Chopko Beck, IBI Group; and G. Cantallini, Beaverbrook Developments, were in attendance to answer questions in favour of the passing of Bylaw 12998.

L.1.f.Bylaw 13000 – To amend the Zoning Bylaw from (AG) Agricultural Zone and (RF1) Single Detached Residential Zone to (RSL) Residential Small Lot Zone, (RF1) Single Detached Residential Zone, (RF5) Row Housing Zone, (RA7) Low Rise Apartment Zone and (PU) Public Utility Zone; located east of 112 Street and south of the Transportation/Utility Corridor, Chambery and Elsinore.

PURPOSE

To accommodate a range of low density and medium density housing uses and a public utility use.

There were no persons present to speak to the passing of Bylaw 13000.

L.1.g.Bylaw 12979 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (US) Urban Services Zone; located at 2215 – 17 Street, The Meadows.

PURPOSE

The existing religious assembly structure on the affected lands is currently a legal non-conforming use under the Zoning Bylaw. The amendment would eliminate this non-conformity by applying zoning to accommodate the existing religious assembly and provide an opportunity for a future expansion to the existing religious assembly use.

Paster Tillotson and J. Walters were in attendance to answer questions in favour of the passing of Bylaw 12979.

L.1.h.Bylaw 12995 – To amend the Zoning Bylaw from (IM) Medium Industrial Zone to (IB) Industrial Business Zone; located on 90 Avenue, east of 50 Street, Lambton Industrial.

PURPOSE

To allow for a range of industrial business uses.

There were no persons present to speak to the passing of Bylaw 12995.

Councillor E. Gibbons entered the meeting.

L.1.a.Bylaw 13001 – To amend the Zoning Bylaw from (IM) Medium Industrial Zone to (IB) Industrial Business Zone; located at 111 Avenue and 174 Street, McNamara Industrial.

D. H. Edey, City Clerk, asked whether there were any persons present to speak to the following Bylaws:

L.1.i.Bylaw 12954 – To amend the Zoning Bylaw from (RR) Rural Residential Zone and (A) Metropolitan Recreation Zone to (AP) Public Parks Zone and (RF1) Single Detached Residential Zone; located south of 45 Avenue and west of Donsdale Crescent,
Donsdale. 

PURPOSE

The proposed use is a neighbourhood park site and single detached residential development.

R. Noce, Duncan and Craig, was in attendance to speak to the postponement of Bylaw 12954.

MOVED M. Phair – D. Thiele:

That Bylaw 12954 be referred back to the Administration to be brought back to a future Public Hearing at the applicant’s initiative and that the applicant be responsible for the cost of public notification and advertising of the new date for the Public Hearing. / Planning & Dev.
