Action: Approve minutes from 11/5/2015

2. Regular Agenda Items:

1. Updated UWG Procedure 1.2.1 (new Institutional Policy Writing Process for Proposals Governed by Faculty Senate). The Rules committee voted to approve the updated UWG Procedure Number 1.2.1, Formatting Policies and Procedures document.
2. UWG Institutional Procedures, Section 2. Academic Affairs subcommittees’ reports. From our 9/24/15 Rules committee minutes, Rules committee members will revise/reformat the UWG Procedures within each area of Section 2.0 within sub-committees.
3. Sub-committee members Mary Bishop, Yvonne Fuentes, Rong Guo, and Henry Zot will work on the following procedures: Leave and Compensation for Faculty (Annual Leave-111.01, Professional Leave (Awards)- 112.0102, Summer School Compensation-113, Outside Employment-114).
4. Sub-committee members Susan Welch, John Sewell, and Yun-Jo An will work on the following procedures: Service and Professional Responsibilities (Advisement- 301 was Susan, Convocation and Commencement Services- 306 was John, and Research- 401 was Yun-Jo).

Further discussion regarding the Faculty Handbook and University of West Georgia Institutional Policies took place. The Annual Leave-111.01 policy will be referred to Rodney Byrd (Director of Human Resources Operations) for alignment and clarification with BOR 8.2.7.1 Vacation/Annual Leave policy (Task: Jane Simpson). The Professional Leave (Awards)- 112.0102 and Outside Employment-114 policies will be referred to Faculty Development standing committee for alignment and clarification with BOR 8.2.7.4 Educational and Professional Leave and BOR 8.2.7.7 Miscellaneous Leave, Education Support Leave polcicies (Task: Susan Welch).

For the 3/10/16 Rules committee meeting, sub-committee members will continue to work on their previous sub-committee assignments and assist the Presidential Task Force with changing current policies from the Faculty Handbook into the “new format” for procedures. Each newly formatted procedure should include a summary of the procedure as well as a weblink to BOR policies or University policies if applicable.

1. UWG Policies and Procedures section 2E, item 1. Course release for executive secretary per year (new wording for executive secretary in UWG Policies and Procedures section 2, E which offers one course release per year in exchange for service). The Rules committee voted to approve the UWG Policies and Procedures section 2E, item 1.

3. Unfinished business from 2014-15 Rules Committee:

1. XIDS review process (Recommended modification and clarification regarding XIDS review process submitted by Michael Hester to the Rules committee on December 2, 2014). Defer update until next meeting.

C. Rules Committee purpose per UWG Policy and Procedures:

o Rules Committee. Purpose: to review and make recommendations to the Faculty Senate regarding the structures, composition and organizational aspects of the Faculty Senate and its committees and the rules under which they operate; to resolve disputes between Senate committees; to recommend clear, transparent, efficient and effective rules for faculty participation in shared university governance; to consider appeals for cases of alleged violations to the rules; to recommend and to coordinate revisions and updates to the UWG Faculty Handbook, Statutes, Bylaws, Policies and Procedures, and any operating protocols the Senate establishes. Membership: three senators; seven faculty, one elected from each of the following academic units: The five colleges (COSM, COSS, COAH, RCOB, COE), the School of Nursing, and the Library; two administrators: the University General Counsel; and one appointed by the Provost.
