Minutes and Actions from CEC Governance Meeting, January 20, 2012, 3:30-4:30 p.m.

Quorum calculation: 106 tenured/tenure track faculty in CEC, counting upper administration. Less Amiridis and Curtis (Provost’s office), less 3 faculty on sabbatical, leaving 101 eligible voters. Mike Matthews counted 54 in attendance (excluding Drs. Perkins and Waugh).

Mike Matthews, Associate Dean for Academic Affairs, chaired the meeting.

The agenda presented was as follows:

Scholastic Standards and Petitions Committee, Mike Perkins, Chair

  1. Recommendation to change the College of Engineering and Computing’s Grade Point Average Calculation (Mike Perkins)
  2. Recommendation to change the College of Engineering and Computing’s Repetition of Coursework Policy. (Mike Perkins)

CEC Curriculum Committee, John Bowles, chair

  1. Proposed new course, ENCP 498, “Fundamentals of Engineering Preparation” (Steve McNeill)

Proposals from faculty

  1. Proposed new UG course ENCP 202, “Exploring the Engineering Workplace (1 credit)” (John Weidner)
  2. Proposed new Grad course ENCP 789 “Special Topics (3 credits)” (Mike Matthews)

Actions

1. Proposal 1 above was approved as submitted.

2. Proposal 2 above was approved as submitted.

3. Proposal 3 was amended by faculty vote to change the name of the course to “Preparation for the FE Exam.” The new course, ENCP 498, was then approved.

4. The proposed course ENCP 202 generated discussion, leading to the following:

  1. A motion was made by Dr. Jed Lyons from the floor. The motion was that information regarding new ENCP course proposals be put on the standard USC “New Course” and “Course Justification” forms, and that the college undergraduate curriculum committee review the course before it is submitted to the CEC faculty for a vote. This motion passed. This vote applied to the ENCP 202 course proposal.
  2. A motion from the floor was made that the request for new course approval of ENCP 202, when forthcoming from the undergraduate committee, be distributed electronically to the faculty and that the vote on whether to approve the course be conducted electronically. This motion passed.

5. The proposed new course ENCP 789 was seconded from the floor. The proposal generated two amendments:

  1. The number of credit hours will be changed from “3 credit hours (fixed)” to “0-3 credit hours (variable).” This amendment passed.
  2. The field indicating “number of times the course can be taken” will be left blank. This amendment passed.

The new course ENCP 789 was then approved as amended.

6. Professor Dougal made a motion from the floor, to direct the college administration to consider and implement ways to conduct CEC governance meetings in a way that reflects technology and realities of the 21st century. This motion passed.
