Minor League Rules 2016

(9U & 10U Kid Pitch Division)

OFFICIAL RULES:

Unless listed or noted below, PONY Mustang Rules will govern Minor League play.

Rules related to safety, good sportsmanship and the proper teaching of fundamental baseball skills should receive the highest priority.

Where applicable, for inter-league play with other baseball organizations, upon approval of the commissioner, after consulting with the Board, may modify the rules below to accommodate the rule differences between the multiple organizations, so the teams are all playing by the same rules.

The Mars Baseball Association Board reserves the right to modify the rules at any point during the season.

A copy of these rules shall be posted on the Mars Baseball Association website and shall remain posted on the website throughout the season.

LEAGUE FORMAT:

To enhance the overall baseball experience and to promote player development, the Mars Baseball Minor League (9U&10U) considers supporting two in-house leagues if the registration numbers allow. The league descriptions are provided below. If there will only be one league, it will play by Minor National rules listed throughout this document.

Minor - National

This is a competitive league playing Mars Minor League rules. Focus is player development with an emphasis on competitiveness. Mars Minor League, player rotation and pitching rules apply. The pitching distance will be 46 feet. There will be three (3) outfielders. Games and practices typically will be scheduled on Mondays through Fridays.


Minor - American

This is a recreational league playing Mars Minor League rules. Focus is primarily player development. Mars Minor League, player rotation and pitching rules apply. Pitching distance will be 44 feet. There will be four (4) outfielders. Games and practices typically will be scheduled on Wednesdays, Fridays, Saturdays or Sundays.

Player evaluations will be conducted at Lakevue Athletic Club in March. The purpose of the evaluations will be to achieve a competitive balance among the teams within each league. Teams are expected to be posted on the website by the end of March.

TEAM COMPOSITION:

1)  Team rosters shall be determined by the league commissioner(s) with head coaches present to discuss and/or draft teams. In selecting teams, every effort shall be made to assure that the teams are as evenly balanced as possible.

2)  Only players registered or approved to play in the Mars Baseball Association are permitted to play in a league game or participate in a practice. This is for insurance purposes.

3)  All players shall be of league age 9 or 10. League age is the age of the player on April 30, 2016. (Younger players may participate in the Minor League, if their Petition to Play-up is approved by the MBA Board.)

4)  Each team will be assigned a manager. The manager for each team shall be appointed by the commissioner with approval of the MBA Board.

5)  Nine (9) players may play in the field in the Minor National League. The use of ten (10) players is allowed if both teams have enough players and coaches agree. Ten (10) players may play in the field in the Minor American League. The use of loaner outfielders from the other team is permitted during the regular season only.

6)  All players on a team’s roster and present at the game shall be placed in the batting order. Every player at the game will bat in order.

7)  In the event that fewer than the maximum number of fielders will be present at a game, the manager may utilize call-ups to supplement the team’s roster for the game. Teams in the Minor National League shall ONLY call-up players from the Minor American League from the same team color (i.e Gold National Calls up from Gold American). Teams in the Minor American League shall call up players from the Farm National 8 League. During years in which there is only one league, all call up players will come from the Farm National 8 League. Guidelines for call up players are as follows:

a)  The commissioner shall distribute a list of players on the call-up list to all managers prior to the beginning of the season.

b)  When using players on the call-up list, managers shall rotate those players who are asked to play-up so that the opportunity to play up is extended to as many players as possible.

c)  When using call-up players, the manager shall not utilize more call-up players than necessary to have nine (9) or ten (10) players present at the game (as determined by the number of permissible fielders in the league). No member of the team shall be required to sit an inning in the field because of excessive call-up players.

d)  Call-up players shall bat last in the batting order. Call-up players shall participate in the normal fielding rotation as set forth below.

8)  A scorekeeper or parent must remain in the bench area at all times to control the bench area.

9)  Only players, managers, coaches, and scorekeeper/control parent, are permitted to be on the bench or dug-out area.

10) All players are encouraged to remain in the bench area at all times.

PLAYER PARTICIPATION:

11) A continuous batting order shall be used and all rostered players will bat in order regardless of their position in the field. Players who show up after the start of the game will be placed at the end of the line-up. All players shall bat in the same order for the entire game.

12) A team can start play if they have at least eight (8) players. If only seven (7) or fewer players can be fielded, the game is a forfeit. If the game is played with eight (8) players, the ninth batting position is NOT an automatic out.

13) Each player must play defense at least four (4) out of the six (6) total innings. Each player must play a minimum of two (2) innings in the infield (1B, 2B, 3B, SS, P or C) during each game. A player may play the catcher position a maximum of three (3) innings per game. A player may play any other position a maximum of two (2) innings per game. (NOTE: In order to protect our players’ arms it is strongly recommended that a catcher not play three (3) innings at catcher and pitch in the same game; a catcher should play maximum of two (2) innings at the catcher position if he is going to pitch in the same game).

14) A fielder assigned to a position must play that position the entire inning. The only exception will be due to injury or a pitching change. There is free player substitution on defense between innings (players may be removed and reenter the game freely).

15) Players should have the opportunity to experience every position multiple times during the season.

FIELD AND EQUIPMENT:

16) The home team, as designated by the schedule, shall be responsible for preparing the field prior to each game (dragging field, lining field, preparing batters boxes, setting bases, preparing surface as needed). The “visiting” team is responsible for field tear down (dragging field, putting equipment away, and any field repairs). Each team will be responsible for making sure it’s bench area is clean of all garbage after the game.

17) Bases shall be set at a distance of 60 feet.

18) Second base to the tip of home plate will be 84 feet and 10 inches.

19) Pitching distance

a)  Minor National: The pitching distance shall be 46 feet as measured from the back point of home plate to the pitching rubber.

b)  Minor American: The pitching distance shall be 44 feet as measured from the back point of home plate to the pitching rubber.

20) A.D. Starr 100 baseballs, or equivalent, shall be the standard baseball for the Minor League.

21) Only 2¼” barrel non-wood bats which are manufactured to achieve a Bat Performance Factor (BPF) of 1.15 or less through the life of the bat are approved for play in this league.

22) Wooden bats in compliance with the PONY regulations are permitted with except the barrel size cannot exceed 2-1/4”

23) Each player will be equipped with a MBA jersey and hat. Players will provide their own pants and socks. These must be worn during each and every game. All jerseys must be tucked in during play.

24) All male players are encouraged to wear protective cups while playing. Protective cups are REQUIRED for catchers.

25) Batting helmets and full catcher’s equipment will be provided by MBA.

26) Batting helmets must be worn by all batters and base runners.

27) Batting helmets with masks are permitted, but are not required.

28) Catchers must wear shin guards, chest protector, face mask/head protector, and a protective cup during play. The catcher must use a catcher’s glove as well. Fielding gloves are not permitted to be used by the catcher.

GAME PLAY:

29) Each game shall consist of six (6) innings. An official game shall consist of at least four (4) innings, 3 ½ innings if the home team is ahead.

30) Weekday games start at 6:30 PM. Teams should be asked to arrive by 6:00 PM as each team gets to practice on the field for 15 minutes prior to game start. New innings will not start after 8:15 PM on school night games regardless of when the game actually starts.

31) There is a 2 hour time limit for weekend games that have scheduled games following. If the time limit applies, no new inning shall begin after 1 hour and 45 minutes has passed from the scheduled start of the game.

32) The team managers may cancel a game for weather or field conditions upon mutual agreement. If they do not agree, the league commissioner will determine whether fields are playable.

33) All coaches are encouraged to re-schedule games canceled due to bad weather. All rescheduled games MUST go through the commissioner for field assignment. The commissioner must be notified of a cancellation.

34) A team may only score five (5) runs per inning for the first five (5) innings. After the 5th run has scored, that team’s at-bat is over. The half inning is over when the 5th run has scored. If time permits, the final at bat should be completed, even if the home team is ahead. Three outs or five runs conclude a team’s at-bat.

35) During the sixth inning, there will be no limit on the number of runs scored. The fielding team must get three (3) outs to end the half-inning.

36) A game becomes official after four (4) full innings are completed, or three and one half (3 ½) innings if the home team is ahead. Once a game is started, it must be played to completion unless it is stopped because of weather or darkness. If a game is stopped before it becomes official, the game shall be resumed from the point at which it was stopped. All pitching limitations and fielding participation will be in effect.

37) If a lead of ten (10) runs of more is established after three and one half (3 ½) innings by the home team, or after four full innings by the visiting team, the official game is terminated and the leading team is declared the winner. The remainder of the game can be finished, but the outcome will not change.

38) During the regular season games can end in a tie and will be called as such due to darkness or time limitations.

39) During the playoffs or an end of season tournament, a game that is tied will go to extra innings if daylight permits. Tie breaker rules are as follows:

a)  Starting in the 7th inning, the last batters due up that inning will be placed on 2nd and 3rd and there will be (1) one out the start the inning.

b)  Play will continue that way in subsequent innings until a winner is determined or daylight does not allow the game to continue.

c)  If no winner can be determined due to daylight or time limitations that prevent the game from continuing, the game will be continued before the next playoff game on the schedule which involves one of these two teams.

d)  If after going through steps a, b and c, and no winner has been determined, a coin flip will determine the winner in all games except the championship.

e)  In the case of a championship game being tied and not being allowed to be finished due to daylight or time limitations, the game will be suspended and will be completed on a future date decided between the coaches and the commissioner.

OFFENSIVE TEAM:

40) All players present at the start of the game will bat in rotation (including those on the bench). Players arriving late will be added to the end of the batting order.

41) At their own risk, runners may advance a total of one (1) bag on overthrows from the infield at any base. They may not advance on subsequent overthrows that take place during the play. Play is live on overthrows from the outfield until infield possession has occurred. Once infield possession takes place, runners may continue towards the bag that they were approaching and will be awarded that bag if they make it there safely. At that point, if a throw is made from the infield and results in an overthrow, runners may not advance to the next bag. Runners are still live until they have returned to the bag they just made safely, at which point the play will be called dead.

42) Any player throwing a bat will be called out (each team will receive one warning per game).

43) A runner will be called out if a base coach grabs the runner (for purposes of stopping or starting forward progress) during live play. (One team warning per game).
