INVITATION FOR BIDS

Directorate of Electronic Media & Publications invites sealed bids from well known Sales Tax and Income Tax registered suppliers and firms, having at least five year sales record and bank statement of last Two Financial Years, for the supply of UPS (20 KVA along with 32 batteries) and 4 LED’s 50”. Tenders in sealed envelopes((one step two envelops procedure)) should reach the office of the undersigned on or before Wednesday , January 31, 2018 at 2:00 pm. Tenders/Bids will be opened on the same day at 2:30 pm in the presence of representatives of bidders. Detail tender Documents can be obtained in person from office of the undersigned during office hours. Tender documents are available on PPRA website www.ppra.org.pk and can also be downloaded from DEMP’s website www.demp.gov.pk.

General Terms & Conditions

1. Description of bidder’s own (at least one local) repair & maintenance set-up with the location / addresses of workshops, mobile workshops (if any).

2. Technical brochures of equipment quoted mentioning its specifications and manufacture’s model, product numbers, country of origin and other technical data.

3. A certificate from the bidder that all spare parts of the items to be supplied are easily available in Pakistan in the local market or from company owned outlets along with certificate from the dealer that the brand to be supplied is in use in Pakistan at least for the last Five Years. In case any item or part of item is found sub-standard at any stage, the supplier will be responsible to exchange the sub-standard items at his own cost.

4. Under PPRA Rule 25, firms should submit a bank draft/pay order of 3% of the bid as earnest money in favour of Directorate of Electronic Media & Publications, Islamabad along with bid.

5. Attested affidavit from Oath Commissioner should accompany the bid, stating that the firm has never been blacklisted or declared disqualified by any government organization during fulfilment of its responsibilities in any contract and is not in the process of litigation with any government organization.

6. Under PPRA Rule 33, DEMP reserves the right to reject any or all tenders after assigning valid reasons.

1)  Instructions to Bidders:

INTRODUCTION

Directorate of Electronic Media and Publications (DEMP) is responsible for monitoring of TV channels, tracking of TV commercials, editing & recording of important TV programs, and generation of news alerts and building of archival record.

SCOPE OF WORK

DEMP has established a fully equipped ‘Electronic Media Monitoring and Tracking Center” at its head office Islamabad for which UPS & 4 LED’s 50 inch are required to be supplied and installed.

QUALIFICATION CRITERIA

1.  All the bidders are instructed to submit their sealed bids addressed to Director General Directorate of Electronic Media and Publications Benevolent Fund Building, zero point, Islamabad.

2.  The Bid shall remain valid for four calendar months from the date of opening of the tender.

3.  The tenders should reach this office by 2:30pm on January 31, 2018 as per tender notice.

4.  Bidders would not be permitted to alter or modify their bids after expiry of the deadline for receipt of Bids.

5.  A copy of terms and conditions duly signed & stamped by the tenderer, as a token of acceptance of the same should be attached along-with the tenders.

6.  Bidders shall indicate complete technical specifications and all features of the quoted items and also submit its literature/brochures with the technical bid.

7.  The tendering firm will also submit a certificate that the product offered is as per technical specifications of the tender.

11.  Attested affidavit from Oath Commissioner should accompany the bid, stating that the firm has never been blacklisted or declared disqualified by any government organization during fulfilment of its responsibilities in any contract and is not in the process of litigation with any government organization. The tender will be rejected straightway without assigning any reasons if the firm declared black listed by any Govt. /Semi govt. department/agencies etc.

12.  The successful bidder will have to supply and install (free of charges) the ordered goods within Two week..

13.  Taxes will be deducted as per GOP Rules.

2) Delivery Modalities

1)  Delivery Schedule: Not more than 15 days after issuance of the supply order

2)  Place of installation : Directorate of Electronic Media and Publications Benevolent Fund Building Zero Point Islamabad

3) Inspections & Tests

Inspection and tests prior to delivery of Equipment and at final acceptance are:-

1) For being Brand New (Certificate from supplier for being brand new, bearing relevant reference numbers of the equipment)

2) For conformance to specifications (Through a comparative statement of comparison of specifications)

3) For the Country of Origin as quoted by the Supplier (Certificate from manufacturer for Country of Origin)

4) For Physical Fitness having NO Damages (Visual Inspection)

5) Online verification of various parts and components of the supplied goods.

6) For successful operation, at site, in accordance with performance parameters after complete installation, testing and commissioning of the equipment (Test Run for 10 hours in a week’s time: for Final Acceptance Only).

4) Terms of Payment

Payment shall be made in Pak. Rupees. 50% payment will be made after final acceptance of goods issued after assuring good working condition of items supplied. Remaining 50% will be paid after two months of installation and successful operation. No advance payment will be made under any circumstances and no sub-standard material will be accepted.

5) Liquidated Damages/compensation for delay

In case the successful bidder(s) fails/fail to supply the ordered goods within one week, his purchase order will supposed to be cancelled; earnest money will be confiscated and the order will be placed to the next lowest bidder(s) immediately. For civil work in case the successful bidder fails to complete the work the bidder is responsible to pay 10% of the estimated cost of the work and the whole of bid security may be forfeited if the bidder rescinds the contract, change the agreed plan of work and further sublets the contract. The contractor shall be responsible for the damage done to other infrastructure of the building.

6) Conditions of the Tender

1)  If the performance of any individual equipment or System fails to meet the contract specifications then the same shall be replaced by the Supplier free of cost during the term of the warranty/guarantee period.

2)  The maintenance services shall be free of cost during the warranty/ guarantee period.

3)  During the term of warranty/guarantee the service/repair calls will have to be attended by the Supplier within forty eight hours from the time of such calls. The defective item/ equipment should be repaired the same day at Purchaser’s location. In case of major defects requiring the defective item/equipment to be taken to the Supplier’s workshop, it should be returned within a week duly repaired and an immediate substitute item/equipment will be provided by the Supplier for the smooth operation of the System. The to and fro transportation of item/equipment will be the responsibility of Supplier.

4)  Apart from the service/repair calls, the service engineer/Technician deputed by the Supplier will visit the site once every month to assess the serviceability of the System and once in every 03 months to carry out the Preventive Maintenance and diagnostics of the system during the Warranty Period.

5)  If the supply is found inferior to the sample approved the consignment will be rejected. The supplier will have to take back the consignment at his own cost and replace it as per approved samples within 15 days.

7) Settlement of the Dispute

For settlement of the dispute arising out of any part of the work, material (rates etc) and designs the decision of the grievance redressal committee will be final.

8) Final Certificate

On completion of the work the contractor shall be furnished with a certificate by the directorate of such completion and completion should be made by all means that is removal of scaffolding rubbish and surplus material etc.

9) Work Execution

Work to be executed in accordance with the specifications and drawing and authorization of alteration lies only with the directorate.
