PRIME MINISTER’S MERIT SCHOLARSHIP SCHEME

1. Introduction

To encourage higher technical and professional education for the wards of widows and ex-servicemen of Armed Forces, Prime Minister’s Scholarship Scheme has been introduced from the Academic year 2006-07.

2. Number of Candidates to be Awarded Scholarship

A total number of 4000 scholarship will be allotted each year under the scheme.

3. ELIGIBILITY

3.1 Students eligible for the scholarship.

(a)  Wards of ex-servicemen and their widows (below officer rank only)

(b) Wards/widows of ex-servicemen who died in harness due to causes attributed to military service, irrespective of the rank.

Note: For wards of widows and widows of personnel died in harness due to causes attributable as at (b), there will be no rank restriction.

3.2 PRIORITY for Grant of Scholarship.

Order of preference for allotment of scholarships will be as under:-

Category 1 Wards/ widows of defence personnel killed in action.

Category 2 Wards of ex-servicemen disabled in action and boarded out of service with disability attributable to military service.

Category 3 Wards/widows of defence personnel who died while in service for causes attributable to military service.

Category 4 Wards/widows of Defence personnel disabled in service with disability attributable to military service.

Category 5 Wards of ex-servicemen in receipt of gallantry awards.

Category 6 Wards of ex-servicemen (PBOR).

3.3 Courses eligible for the Scholarship.

First professional degree programme in engineering, medicine, dental, veterinary, MBA, MCA, B.Ed, etc. duly recognized by the respective government regulatory bodies, such as All India Council for Technical Education, Medical Council of India, UGC etc. The scheme is open for courses mentioned above in recognized institutions (in India only).

3.4 Minimum Eligible Marks in 10+2 or Graduation

(Minimum Educational Qualification for Entry) should be 60%.

At least 60% marks in10+2/MEQ (Minimum Entry Qualification) level for the initial sanction of scholarship.

4. Duration of the Scholarship/Course

Two to five years as approved by the concerned regulatory body.

5. Amount of Scholarship

a) The amount of scholarship would be as follows:

(i) Rs. 1250/- per month for boys Paid annually

(ii) Rs. 1500/- per month for girls

6. RENEWAL OF SCHOLARSHIP

Once the scholarship is awarded, the candidate is required to apply for renewal of scholarship for the subsequent year in the prescribed proforma, (attached with brochure) along with a certificate from the College/Institute indicating that the candidate continues to study in the subject course and Statement of Marks indicating the minimum percentage of 50%, which is mandatory for the renewal.

GENERAL INSTRUCTIONS

Note: No mail at any stage sent by courier/Speed Post/Registered Post will be accepted.

(a) PM SCHOLARSHIP SCHEME is to be written in superscript on top of the Envelope and letter for any correspondence. For all subsequent queries/receipt etc. envelopes should have mentioned as shown at para 2 of Pre-Receipt.

(b) Checklist is to be attached on the top of the application duly tick marked.

(c) Applications alongwith relevant documents & certificates are to be dispatched to your respective Rajya Sainik Board Latest by 31st December 2008 by normal post only. Incomplete application, in any form is liable to be rejected. Registered post and courier will not be accepted. The application will be received by the RSB and acknowledge with a seal and date of receipt.

(d) All applications received after the due date will NOT be considered. Avoid overwriting.

(e) List of selected candidates will be forwarded to RSBs after the merit list is finalized.

(f) Four stamped (Rs. 5 each) blank envelopes of 27x12 cms are to be attached with each application so as to facilitate correspondence with the candidate by KSB/RSB (Two each).

(g) The scholarship is admissible for only two children per family. Therefore, particulars of all children should be indicated in appropriate column. This should be in uniformity with the discharge certificate of the ESM.

(h) If any applicant is granted scholarship on the basis of statement made in the application, found to have made false statement in any respect at any subsequent date will forfeit the scholarship, in addition, the scholarship already granted would also be recovered.

(i) The attached photocopies of the supporting documents should be duly attested by any gazetted officer. In case of legally adopted son/daughter or child born after retirement, the certificates are to be attached with the application form duly attested by Secretary, RSB / ZSB.

(j) If the marks in the qualifying examination are expressed in grades only, then equivalent percentage (100 point scale) duly certified by the concerned Board must be furnished.

(k) All wards receiving scholarship will open individual bank accounts in the nearest SBI branch or Punjab National Bank which has “electronic clearance system”/Core Banking, to facilitate transfer of the scholarship amount and enhance accountability.

(l) The candidates should have secured a minimum of 60% marks at 10+2/MEQ level or equivalent and continue to secure minimum of 50% marks uninterrupted for continuation of scholarship in every year for the duration of course up to a maximum period of 2 to 5 years as prescribed for that programme of study. A person granted scholarship for one programme would not be entitled for scholarship for another programme.

(m) Scholarship is meant for Medical, Dental, Veterinary, Engineering/MCA, MBA and other professional programme recognized by the concerned government

regulatory body for that programme such as AICTE, UGC & Medical Council of India only.

(n) The subsequent scholarship will be granted after the successful completion of each academic year, as per the percentages mentioned in ‘Criteria for eligibility’.

(o) In case of change of any address, it is to be intimated immediately to Kendriya Sainik Board & Rajya Sainik Board in writing. Always mention selection serial number for any correspondence with KSB & RSB after getting selected for the scholarship.

(p) The Ministry of Defence, Government of India can suitably modify these instructions to remove anomalies, if any, for successful implementation of the scheme, as may be necessary from time to time.

(q) Ex-servicemen entitlement will be governed as per the existing definition of ex-servicemen, as amended from time to time. The definition is available in the guide book available with the RSB/ZSB or in the net.

(r) The application form should be downloaded from the official website of DGR, i.e. www.dgrindia.com . The application form should be submitted to the respective Rajya Sainik Board, (List of RSBs is attached along with the brochure) duly completed along with a Demand Draft (Repeat) Demand Draft only for Rs.30/- in favour of Secretary, Kendriya Sainik Board, payable at New Delhi. In case of a difficulty in obtaining the form, the same can be obtained from the Secretary, Kendriya Sainik Board Office, West Block-IV, Wing-V, R K Puram, New Delhi-110066, by sending a request with a self addressed stamped (Rs. 35) envelope of size 30x25 cms. This can also be obtained from the office of Respective Rajya Sainik Board in each state/UT.

(s) While filling the application form, leave 1 (one) box blank between 2 (Two) words.

(vii)  Column – 7. Category as per para 3.2 be indicated as shown. Category 1 (One).

(xviii) All students should invariably open an account which SBI/PNB only having Electronic Clearing facility for transfer of the scholarship amount. The cheque will be issued only for those students studying in an area where there are no banks with ECS facility. Any wrong information in this aspect may amount to disqualification. Submit the attested photocopy of passbook and a cancelled leaflet of cheque.
