MINIMUM SPECIFICATIONS

Furnish and Deliver one (1) Boat, Patrol, 21' Hardtop with Trailer as per specifications herein below, to the State of Hawaii Department of Land and Natural Resources, Division of Conservation and Resources Enforcement, Hawaii Branch (DLNR/DOCARE)

INTENT OF THE SPECIFICATIONS.

It shall be the intent of these specifications to cover the furnishing and delivery of a complete patrol boat with trailer equipped as hereinafter specified. These specifications shall cover the general requirements as to the type of construction and test of which the patrol boat shall conform, together with certain details as to the finish, equipment and appliances with which the successful vendor shall conform.

Minor details of construction and materials, which are not otherwise specified, shall be left to the discretion of the Contractor, who shall be solely responsible for the design and construction of all features, but subject to final approval of the authorized DLNR/DOCARE personnel.

GENERAL REQUIREMENTS.

The patrol boat shall be a 21' fiberglass mono-hull powered by twin counter-rotating 115 HP outboard motors for nearshore and offshore use in and around the Hawaiian Island chain. The trailer shall be aluminum, 5,800 lb capacity, double-axle with brakes and side guides. The boat selected shall be a proven design from a manufacturer with a minimum of ten years experience building fiberglass boats for this type of use. References for similar vessels are required. The usage will include extremely rough water conditions, so the boat must be a variable deep vee design of very rugged construction. Each bidder shall comply with all the construction specifications. Deviation will be cause for rejection.

DETAILED SPECIFICATIONS.

Patrol Boat

Hull:Fiberglass Hull shall be new, of 2016 or later production of hardtop and cuddy cabin. configuration.

Length: Maximum 21 feet, 4 inches

Beam: Maximum 8feet, 4 inches

Shape: Variable deep V design with flared bow

Storage: a.Minimum 75 cubic feet of covered deck-storage space constructed to buyer'sspecifications during pre-construction phase

b. Shall include forward anchor storage with drainage

Power:Hull shall be designed to allow for twin outboard motors installed on transom motor bracket. Motor bracket shall conform to hull shape. Outboard motors shall be 2016 or later model F115 counter rotating.

Top:Shall include a hardtop with adequate headroom for operator to stand at the helm.

Cuddy Minimum 90 cubic feet of cuddy cabin storage space. Cuddy cabin storage space Cabin: to include port side hand-laid fiberglass shelf space for miscellaneous items.

Deck: Deck floors to be constructed of marine plywood supported by appropriate

stringers.

Construction: a.Shall be reinforced fiberglass with appropriate resin per industry specifications.

b.Shall include watertight bulkheads.

c. Hardware shall be stainless steel, chrome on bronze, bronze marine, aluminum, or brass dependant on intended use.

d.Cleats shall be 8 or 10 inch heavy duty type on both port and starboard side: two bow cleats, two midshipcleats, and two stern cleats.

e.Stern cleat mounting to be reinforced with fiberglass material and backed with stainless steel plate to allow for towing of disabled boats.

f. Appropriate reinforced construction on furthestmost sternstoragearea to allow for removable tow bar base.

g. Tow bar to consist of stainless steel material.

h. Hull to include aluminum rub rail. .

Electrical: a.Wiring shall be of marine grade material with heat shrink electrical connectors.

b.All wiring shall be run under gunnels along interior deck of hull to designated power panel. Wiring to be secured with wire loom and wrapping.

c.Lighting shall include flood lighting on port and starboard side, under bridge lighting, and three 12v power receptacles.

d.All electrical lighting and equipment devices shall be powered from master switch panel with illuminated rocker type on-off switches.

e.Navigational running lights must comply with U.S. Coast Guard

international requirements for class and size of the patrol boat specified.

Propulsion: a. Twin 2016, 115hp 4 stroke outboard motor system: Model# F115 shall be provided by vendor. Engines shall be of counter-rotating type.

b.Shall include stainless steel propellers for twin outboards. Propeller pitch shall be determined at time of sea trials and agreed by DLNR/DOCARE.

c. All working hardware shall consist of stainless steel, chrome on brass, bronze, of appropriate materials as required by U.S. Coast Guard.

d.Engine controls shall include two single handle outboard throttle controls, hydraulic steering, and stainless steel steering wheel.

e.Instrument and gauges shall include two tachometers, two trim indicators, and two engine hour meters. Audible alarm system to be included per each engine toindicate no oil, high water temperature, low oil pressure, and check engine warning.

f.Two batteries shall be heavy-duty marine type OptimaSC34DM with individual vented storage boxes, in accordance with outboard

manufacturer specifications.

g. Battery switches shall be of separate selector type with power settings for individual and both batteries combined. Battery switches shall be mounted in battery box or water tight compartment.

Fuel System: Fuel system to consist of two 35 gallon tanks of plastic material, in

accordance with U.S. Coast Guard requirements.

a.Each fuel tank to be dedicated to one engine with separate fuel delivery system.

  1. Fuel tanks to be located on port and starboard side of deck-centered storage compartments.

c. Fuel tanks to be secured in under deck drop in box configuration with appropriate drainage.

Electronics:Electronics shall be manufactured by Garmin to include a GPS/Chartplotter/Sonar/Radar and VHF Radio, all networked together.

  1. GPS/Chartplotter/Sonar/Radar Display shall be Garmin

GPSMAP7410xsv,10”MultiTouch display.

b.Radar Radome shall be Garmin GMR 18xHD.

c.Communication VHF Radio shall be Garmin VHF 200.

Trailer:Aluminum, 5,800 lbs. capacity, double-axle with brakes and side guides.

Warranty:Five year warranty for any structural and/or manufacturing defects on hull and cabin. Standard manufacturer’s warranty for propulsion and navigational accessories.

Paint Scheme: To be determined at time of building

PRECONSTRUCTION MEETINGS ANP PRELIMINARY INSPECTION MEETINGS.

The Contractor shall make all arrangements and shall be responsible for all costs for all necessary communication and meetings as described below for the patrol boat and trailer.

Hull Inspection Meeting

Upon completion of hull and prior to installation of the decking, a hull inspection meeting at the site of boat construction shall be arranged by the Contractor, at no additional cost to the State. .

The hull inspection meeting shall be scheduled for a minimum of two (2) days and a maximum of three (3) days, for three (3) representatives designated by DLNR/DOCARE.

The time frame for the hull inspection meeting, as well as all transportation, lodging, meals, etc. expenses, shall be included in the bid price.

During the Hull Inspection Meeting, all discrepancies shall be corrected to the satisfaction' of the authorized DLNR/DOCARE representatives. In the event the discrepancies cannot be corrected to the satisfaction of the authorized DLNR/DOCARE representatives within three (3) calendar days or as designated in the time requested by DLNR/DOCARE, the Contractor shall be responsible for any additional expenses connected with resolving the discrepancies or any other means of resolution, as mutually agreed upon.

Pre-Sea Trial Meeting

Upon completion of the patrol boat, a pre-sea trial meeting at the site of boat construction shall be arranged by the Contractor, at no additional cost to the DLNR/DOCARE. The pre-sea trial meeting for the equipment specified herein shall be scheduled for a minimum 'of two (2) days and a maximum of three (3) days for three (3) representatives authorized by DLNR/DOCARE.

The time frame for the pre-sea trial meeting, as well as any transportation, lodging, meals, etc. expenses, shall be included in the bid price. However, should any variation to this provision for the pre-sea trial meeting, it is the responsibility of the DLNR/DOCARE personnel to get the necessary approval(s) from authorized DLNR/DOCARE representatives, at no additional cost to the DLNR/DOCARE.

During the pre-sea trial meeting, all discrepancies shall be corrected to the satisfaction of the authorized DLNR/DOCARE representatives. In the event the discrepancies cannot be corrected to the satisfaction of the authorized DLNR/DOCARE representatives within three (3) calendar days or as designated in the time requested by DLNR/DOCARE, the Contractor shall be responsible for any additional expenses connected with resolving the discrepancies or any other means of resolution, as mutually agreed upon.

Sea Trial Meeting

Prior to acceptance, the completed patrol boat shall perform a standard open ocean sea trial at a harbor near the site of boat construction shall be arranged by the Contractor, at no additional cost to the DLNR/DOCARE. The Contractor shall be responsible for all costs and arrangements needed to coordinate sea trials. The Contractor shall make any necessary corrections to the patrol boat prior to acceptance by the DLNR/DOCARE at no additional cost to the DLNR/DOCARE.

OTHER EQUIPMENT.

Any and all other standard items of equipment and accessories listed in the manufacturers

Specifications, and/or manuals or brochures necessary to complete the system, whether specified or not,shall be included.

SAFETY REQUIREMENTS

The items offered shall comply with all applicable Federal, Hawaii State and DLNR/DOCARE safety requirements.

DELIVERY

The equipment as specified herein shall be delivered within one hundred fifty (150) calendar days from the purchase order date. The equipment as specified herein shall be delivered, completely assembled, ready for operation to the following location: State of Hawaii, DLNR/DOCARE, 35Holomua Street, Hilo, HI 96720.

SERVICE AND REPAIR FACILITIES

A bidder shall have an established place of business on Hawaii Island with reasonable inventory of replacement parts and shop facilities for the servicing and repairing of the equipment offered. In the event a bidder does not have a service and repair shop on Hawaii Island to service and repair the equipment offered, the bidder shall designate a service and repair shop on Hawaii Island with shop facilities to service and repair the equipment offered and shall denote the name and address of the service and repair shop in the spaces provided for in the Questionnaire herein.

Should the bidder designate a service and repair shop other than the bidder's own, such bidder shall furnish, within five (5) calendar days from the date of DLNR/DOCARE's request, a working agreement indicating said service and repair shop shall protect the equipment offered under the manufacturer's standard warranty against factory defects at no cost to DLNR/DOCARE.

DLNR/DOCARE reserves the right to inspect the bidder's service and repair shop or compliance hereunder.

CERTIFICATES OF COMPLIANCE.

In accordance with HRS Section 1010-310(c), amended by ACT 190, all bidders, upon award of contract, shall comply with all laws governing entities doing business in the State, including chapters 237 (tax clearance), 383 (unemployment Insurance), 386 (workers' compensation), 392 (temporary disability insurance), and 393 (prepaid health care). Bidder shall produce documents to demonstrate compliance with this subsection.

DLNR/DOCARE reserves the right to award to the next lowest bidder if all certificates and other required documentation are not submitted within five (5) calendar days of DLNR/DOCARE's request.
