The Milton Township Trustees met at the Township Hall at the Sterling Fire Station on Monday, May 9, 2016, to conduct business of the township.
Roll Call & Call to Order
The meeting was called to order at 7:00 p.m. by President Dennis Hartzler. Trustees present were Dennis Hartzler, Rex Gasser and Greg Piatt.
Minutes
Rex made a motion to approve minutes of the April 11, 2016, meeting; Motion was seconded by Greg.
Roll Call: Dennis, yes; Rex, yes; Greg, yes. Motion carried 3-0.
Warrants
Greg made a motion to approve the attached list of warrants totaling $24,524.25.
Motion was seconded by Rex.

Financial Reports
The Fiscal Officer reviewed fund balances, pointing out the cash available amount is especially important to consider when making purchases.
Fire Department Report – Josh Glessner, Chief
· Sterling Fire District March 2016 Report:
Fire Calls: 3 EMS: 8 Public Service: 2 TOTAL CALLS: 13
· Further information is needed about electronic software for EMS reporting. This will be reviewed at a future meeting.
· Grass truck purchase options are being reviewed.
· Potential new member, Shelby Hartzler, is in the process of application and might be enrolled in the next fire class.
· Reminder of Safety Day on Saturday, May 21st from 10am to 2pm.
· ISO has been visiting local departments and might be coming to do an evaluation of Sterling Fire District in the near future.
· A discussion was held regarding information requested by VFIS for the insurance review. Replacement values vs cost of purchase were considered. Chief Glessner will be reviewing further with Coffey Insurance. It is possible our insurance expense will be increasing if values of equipment are increased.
· A meeting will be scheduled with Ohio Billing to discuss changes in our EMS billing.
· Reminder that Sterling will host the WCFRA meeting on Monday, May 16th. Trustees are invited to attend.
Road Department Report – Doug Rupp, Superintendent
· A discussion was held regarding trees and vegetation in the Right of Way at the Gary Carter residence. It was suggested that the trustees pursue a survey to show exactly where property lines are before removing the trees.
· The roller that puts down hot mix has a broken hydraulic pump and options are being reviewed. Dennis made a motion to authorize up to $500 towards the fix or replacement; Motion was seconded by Rex.

· A complaint regarding water drainage on Eby Road was resolved by doing a drainage reading and removing rocks that were hampering drainage. Greg called the homeowner to see if the issue was resolved, but they did not return the call.
· Doug is still checking into solutions for the water drainage problem on Kauffman Ave by Sterling Farm Equipment.
Correspondence
· Letter from WC Commissioners regarding a new time capsule to go in the renovated Courthouse. A dedication ceremony is scheduled for July 4th.
· The Trustees noted the email received from the WC Prosecutor regarding doing public business via email correspondence.
· Letter from Ohio Department of Transportation regarding Winter Salt contract for Winter, 2017. Rex made a motion for the Trustees to make a Resolution authorizing participation; Motion was seconded by Dennis.

Old Business
Depot at County Line Trail
· Rex has been in contact with the WC Prosecutor’s Office and is working on obtaining a deed to the building. Matter continued.
Sterling School Park
· Rex has also been discussing the Park with the WC Prosecutor’s Office. He is still checking on this issue.
· The Work Day was held May 7th at the Park. Several work projects were completed: mulch, moving picnic tables, painting and cleaning.
· The trustees will ask for a schedule of when the ball fields are being used by area teams.
· A discussion was held about the Gazebo rental / use.
· A letter from John and Jodi Conrow was given to the trustees.
Crown Hill Cemetery
· A lot was sold recently. The trustees set up a work session at the cemetery to re-set headstones and clean up debris on Tuesday, May 17th at 3:30 pm (for about 2 hours).

New Business
Ambulance Sale Sealed Bids
· There were no sealed bids received on the sale of the 1999 ambulance. The starting bid was $10,000 so the ambulance is available to be sold at that price if a buyer is interested.
· New American flags are needed for the Park, Fire Station and Hoover Cemetery. Dennis made motion to have Dick Glessner purchase & pick up the flags; Motion was seconded by Greg.
Roll Call: Dennis, yes; Rex, yes; Greg, yes. Motion carried 3-0.
· Greg reported a complaint about a resident at 6515 Third Street burning solid wastes at their residence. After consulting with the WC Health Department, Greg will contact the homeowner (Ross Cochrell) to inform him that his renter might face a possible nuisance complaint for burning solid wastes.
Executive Session
Rex made a motion for the Trustees to go into Executive Session to discuss a contract and personnel matters; the motion was seconded by Dennis.
Roll Call: Dennis, yes; Rex, yes; Greg, yes. Motion carried 3-0.
The trustees went into Executive Session at 8:52 pm.
At 9:07 pm, the Trustees requested Fire Chief Josh Glessner to enter Executive Session.
At 9:35 pm, the Trustees returned from Executive Session upon the motion made by Greg; Rex seconded the motion.
Roll Call: Dennis, yes; Rex, yes; Greg, yes. Motion carried 3-0.
· The trustees authorized Chief Glessner to draft a proposal on their behalf to The City of Rittman Council. The proposal will set a pricing model for the current Fire & EMS contract with the City. A 10% reduction in the current contract will be requested upon the Sterling Fire District moving the primary dispatch services to 8500 (note: the contract area dispatching will remain under the City dispatching services). An option will be presented to renew the current contract to a new 3-year contract at a price of $20,000 for year one and an annual 2.5% increase. The new contract will not include dispatching services.
· Once the proposal is finalized, it will be put on Milton Township letterhead and then given to Rittman Council.
