MINUTES

The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, March 14, 2016 at 5:00 P.M. with Mayor Carroll Breauxpresiding.

PRESENT:D. Nicole Frazier,Dennis Smith,Ross Fleming,Adam Harrisand Ronnie Dees, Aldermen.

ABSENT:None.

Mike Dunaway, Public Works Directoropened the meeting with prayer.

Ronnie Dees, Alderman, led the Pledge of Allegiance.

MOTION was made by D. Nicole Frazier, seconded by Dennis Smith, to approve the minutes of the last regular meeting held on February 8, 2016, and the special call meeting held on February 22, 2016.

MOTION CARRIED.

PUBLIC COMMENT: None.

OLD BUSINESS: None.

Stuart McMahen, City Attorney, opened the floor for bidding on the municipal property located at 129 South Main Street (the former Citizens National Bank Building) declared as no longer needed for public use with the City having the right to refuse any and all bids. There was no minimum reserve bid set.

Daniel Duck of The Corner Drug Store, gave an opening bid of $5,000.00.

There were no other bids at this time.

City Attorney, Stuart McMahen, closed the auction for bidding and turned the auction bid price back over to the City Council for a decision.

MOTION was made by Ross Fleming, seconded by Adam Harris, to reject the bid of $5,000.00.

MOTION CARRIED.

A brief discussion ensued with the Council being asked the question as to what they would consider a minimum starting bid for the auction of the property. City Attorney Stuart McMahen was consulted on the matter and he decided that the auction could be reopened for bids as long as there was a motion considered on the matter.

MOTION was made by Ronnie Dees, seconded by D. Nicole Frazier, to reopen the auction bidding with a starting bid of $50,000.00

MOTION CARRIED.

The bidding started with a bid from Chris McIntyre for $50,000.00. Baine Smith countered the bid with $51,000.00. Chris McIntyre bid $52,000.00. Baine Smith bid $53,000.00. Daniel Duck bid $55,000.00. Baine Smith countered with $56,000.00. No more bids were received.

Stuart McMahen, City Attorney ceased the auction bidding and turned it back over to the Council for their approval.

MOTION was made by D. Nicole Frazier, seconded by Adam Harris to accept the auction bid of $56,000.00 from Baine Smith.

MOTION CARRIED.

Kristyn Childers with Millage Management, LLC was not able to be present to discuss the roll forward process for the 2016 property taxes due to the extreme flooding that was happening throughout the State of Louisiana so Mayor Breaux said that he would meet with her at a later date to obtain information for this process.

MOTION was made by Ronnie Dees, seconded by Dennis Smith, to adopt a MWPP Resolution (Municipal Water Pollution Prevention) for 2016.

MOTION CARRIED.

MOTION was made by Ronnie Dees, seconded by Adam Harris, to adopt a Resolution entitled “Resolution No. 314 of 2016” A Resolution granting preliminary approval for the consent and authority for the City of Springhill, State of Louisiana to issue, sell, and deliver not exceeding six hundred thousand and no/100 dollars ($600,000) sales tax revenue bonds, in one or more series, for the purpose of financing the project (as defined herein); making application to the State Bond Commission for approval; providing for the employment of bond counsel and other professionals; and providing for other matters in connection therewith.

MOTION CARRIED.

MOTION was made by D. Nicole Frazier, seconded by Adam Harris, to authorize the Mayor to advertise for quotes for the cutting of the hay at the Springhill Airport.

MOTION CARRIED.

MOTION was made by Ross Fleming, seconded by D. Nicole Frazier, to authorize the Mayor to advertise for RFP’s (Request for Proposals) for the garbage collection service.

MOTION CARRIED.

MOTION was made by Adam Harris, seconded by D. Nicole Frazier, to approve the beer license for SARNAJ, Inc. for the business located at 1010 N. Arkansas Street.

MOTION CARRIED.

MOTION was made by Dennis Smith, seconded by Adam Harris, to pay the bills for February 2016 totaling $64,423.96.

MOTION CARRIED.

There being no further business, the meeting was adjourned.
