ASSIGNMENT DESCRIPTION
The purpose of the independent evaluation is to assess the progress towards achieving its strategic objectives of the FY12-16 FIAS Strategy Managing for Impact. The mid-term evaluation also aims to, where appropriate, recommend ways in which its efficiency and effectiveness could be enhanced during the remaining years of the strategic cycle, in order to strengthen the impact of the program. Where appropriate, the initial strategy may also be questioned and adjustment suggested to achieve higher impact. The exercise should look back at the first half of the cycle to inform how best to implement the second half and should thus be forward looking, too.
The specific objective of the evaluation is to assess the performance of FIAS program delivered from July 1, 2011 to around mid-FY14 (December/January 2013/14 (the mid-point of the current five-year strategy cycle), its strengths, weaknesses, and opportunities to adjust during the second half of the cycle.
The consultant will be a firm.

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the «Energy Efficiency Facility for Industrial Enterprises Project», and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include development and implementation of an information strategy to improve the energy efficiency of industrial enterprises, which will allow the Government of Uzbekistan to effectively implement, systematically and efficiently scale and extend the work in this direction.
Consultant (company) develops the information strategy including detailed work plan (hereinafter-IS) and implements it. IS should be coordinated with the Ministry of Economy of the Republic of Uzbekistan and implemented in accordance with the agreed timetable. IS must include a number of measures to achieve the objectives.
The Ministry of Economy now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
*Experience in the development and successful implementation of information campaigns (strategies) not less than 3 years;
*Experience and reviews in the organization of workshops, seminars, conferences, round tables;
*Experience in the preparation of information materials and publications in the mass media;
*Knowledge of national policies and programs in the field of energy efficiency and energy saving.
The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers "Guidelines: Procurement under IBRD Loans and IDA Credits" published by the Bank in May 2004 and revised October 2006, ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest and eligibility.
Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or subconsultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the QCBS - Quality Cost Based Selection method set out in the Consultant Guidelines.

Description
The proposed Project will increase supply of renewable energy to national and regional power systems. The Project will refurbish electric and mechanical equipment for power generation at Golovnaya Hydropower Plant (HPP) in Tajikistan. This will increase availability of year-round clean power for domestic sales and for export to Afghanistan. The Project will increase the generation capacity and operational efficiency of the power plant. The total installed generation capacity of Tajikistan is 5,055 MW. A large share of hydro generation (98%) is impacted by hydrology fluctuation and results in summer surplus and winter deficit. The power assets in Tajikistan have aged beyond their economic life. The maintenance has been kept at insufficient level due to non availability of spare parts and lack of funding at the vertically integrated state power utility Barki Tojik. The power sector regional master plan, prepared in 2012 under the Central Asian Regional Economic Cooperation (CAREC), identified that nearly 80% of all generation and transmission assets in the country need to be replaced in order to meet the demand and eliminate winter deficit. The master plan identified rehabilitation of Golovnaya HPP as a priority generation project. ADB Country Partnership Strategy 2010-2014 defines the rehabilitation of existing hydro power plants as one of the key areas for intervention. The reliable and secured operation of the large generation plant and high voltage transmission network is equally important for reliability of interconnected neighboring grid and is a prerequisite for power trade The impact of the Project will be increased supply of renewable energy to national and regional power systems from 743 GWh in 2012 to 1,130 GWh in 2026. The Project outcome will be increased weighted average generation efficiency of the power plant from maximum 83.8% to 89.2%.10. The Project output will be rehabilitated Golovnaya HPP with generation capacity increased from 240 MW to 252 MW.

The project fully supports government s priority of improving Tashkent s SWM system through an investment package to accelerate waste minimization and recycling initiatives, upgrade and rehabilitate the city s MSW collection and transfer systems, and develop a new sanitary landfill (SLF) to potentially serve the city until at least the year 2060. Concurrently, it will assist government to develop a national SWM strategy and investment program in order to guide national SWM sector improvements over the medium term. The project also supports government s recent proposals to progressively increase private sector involvement in SWM provision, reduce carbon emissions and improve air quality.

Description
The current sewerage system in Fergana and Margilan is also used by Tashlak and nearby districts. There is one treatment plant covering these cities which was built in the 1970s and because of the aging infrastructure and inadequate maintenance the sewage treatment facility is only operating at 20% of its designed capacity. The treated sewage has high levels of pollutants. Sewage is discharged into the nearby river when the sewage treatment facility is non-operational. Due to frequent sewer breakage, the surrounding streets and land are highly polluted. Where expansion has occurred in the cities, these areas have not been covered by the sewerage system. The government has decentralized many WSS services to devolve greater ownership and responsibility to local level, but the success at the level of local water enterprises is limited, with little accountability and incentives to improve services. Vodokanal staff have had limited opportunities for upgrading their skills. Consumption of electricity is high. Improvements are required in O&M procedures, system maintenance, customer relations, collection rate, performance monitoring, and benchmarking systems. On 11 February 2013, the government submitted a periodic financing request (PFR) to ADB for Tranche 4, to finance rehabilitation and expansion of the sewerage system in Fergana and Margilan cities, and capacity development and project implementation support.

Description
The proposed Samarkand Solar Power Project (the Project) aims to increase renewable energy generation and reduce greenhouse gas emissions (GHG) in Uzbekistan. The Project has two main components: (i) construction of a 100 megawatt (MW) grid-connected crystalline photovoltaic (PV) power plant with single axis tracking system; (ii) institutional capacity building on solar energy and grid integration, and (iii) project management and supervision. Uzbekistan has among the highest energy and carbon intensities in the world, both over six times the world average, calling for drastic increases in energy efficiency and renewable energy to reduce GHG emissions. Despite the huge potential, renewable energy supplies less than 11% of the country s power demand, and only hydro resources are being tapped. Over 89% of Uzbekistan s 12.6 gigawatts (GW) of installed capacity are conventional thermal power plants fueled by natural gas (76%), fuel oil (7%), and coal (6%). Half of this fossil-based energy is generated in power plants built before 1982, with only 10% generated in power plants built after 1997. Moreover, total grid losses is about 20%, due in part to long distance transmission and distribution. While Uzbekistan is almost 100% electrified, the demand supply gap leaves many provinces, including Samarkand, with intermittent power. In addition, the domestic consumption of gas equals lost export revenues, estimated at over $900 million for 2012 alone. The Project s impact is improved sustainability of the energy supply in Uzbekistan, and the outcome is increased renewable energy generation in Uzbekistan. The Project has two main outputs: (i) construction of a 100 MW on-grid crystalline PV power plant, transmission and support facilities; and (ii) capacity building, project management and supervision support for Uzbekenergo.
