Board of Commissioners
Regular Meeting April 23, 2015
Present: Alma Elder (Chair), Mark Gribko (Vice Chair), Barbara Schiffert (Treasurer), Fred Vincent (Resident Commissioner), Peter Sibley (Executive Director).
The meeting was called to order at 3:03 p.m. by Alma Elder, Chair.
Approval of Agenda
The agenda was approved with a motion from Mark Gribko, seconded by Barbara Schiffert, motion carried.
Approval of Minutes
Following a motion by Mark, seconded by Barbara, the minutes of the March 26, 2015 meeting were approved.
Correspondence—Resident Memos
Copies were sent out to the commissioners with the meeting package.
Public Session/Comments
Several residents commented how nice the complex looks, and how much they enjoy the exercise classes and blood pressure brunches. One resident mentioned that someone had left their clothes in the laundry machines and she had to move the clothes in order to do her laundry. Mark suggested that Pete post a memo. Alma questioned the residents to see if they were using the existing clotheslines located at each building. Ann Tuthill confirmed that she uses hers regularly, and it would be an inconvenience to use the ones behind the community building.
Executive Director’s Report
a) Financial Report: Pete reviewed the financial report, answering questions and discussing comments.
b) Waiting List: There are 36 applicants on the waiting list.
c) The proposed budget for FY 2015-2016 was reviewed. Pete pointed out the major differences between the current budget and proposed budget.
d) Pete commented on the recently completed energy audit and the upcoming lighting audit. The blower door tests revealed that the apartments performed better than industry standards for air infiltration, with the window mounted air conditioners being the weakest link.
Maintenance Report
a) General Operations: Operations running smoothly.
b) Buildings: Gary Mason has been concentrating on replacing rotting wood on the exteriors of the buildings in preparation for exterior painting. Jose Flores is in the process of repainting the exterior of building one, and is doing an excellent job.
c) Grounds: Shoreline Hardscapes has completed the spring clean-up including sand pick-up from the driveways and parking lots as well as leaves, branches and litter throughout the site that has accumulated over the winter.
d) Water System: All testing is complete through April. The State of Connecticut Department of Public Health will be performing an inspection of the water system on April 30, 2015. Lee Vito, our certified water system operator will accompany them on the inspection.
New Business
No new business to report.
Old Business
a) Storage Building: Six (6) cubicles are under contract, one (1) is being used by the painting contractor, and one (1) resident who wants one has been ill. The guard shed will be ready for rent by May 1, 2015. There are currently four (4) people on the waiting list for storage cubicles, and two (2) that want more space than they already have rented.

b) Rehab Grant: RFQ for Architects is in process.
c) Solar Electric Panels: The engineering inspection to be performed by Ross Solar Group is scheduled for May 15, 2015. d) Exterior Painting: Building one is in process.
e) Fresnel Group: Application is pending.
There being no further business, the meeting adjourned at 3:40 p.m.
