DETAILS OF MEETING
  1. Minutes of the previous meeting

It was raised by Corrine Wagstaff of Evergreens Badminton Club that that her request for additional rearrangement weeks to be included within the 2015/16 fixtures during the school half term holidays had been omitted from the minutes. League Secretary, Sam Gorrell, agreed to amend the minutes of the previous meeting to reflect this.
Otherwise the minutes of the last meeting were approved.

  1. Match Secretary (Paul Eastham)
I would like to congratulate David Lloydon winning the division 1 championship for the fifth year running. The runners-up were Cross Feathers in their second season within our league.
In division 2, the winners for the third year in a row were MGS C and the runners-up spot was taken by SpringfieldsA.
Division 3’s title was won by Evergreens A who only lost one match to the runners-up, Hawks E.
Division 4 was won by Clayton Crusaders E and the runners-up were St. Andrews C.
The Division 5 shield was taken by Penwortham B, who bounced back from relegation last season, and Evergreens C claimed the runners-up spot.
Once again, it’s been a very quiet season, with only 2 minor rule violations all season.
Thank you to all the captains who have sent in match cards promptly, which has allowed me to produce live tables and reports, with a massive 98% of cards arriving by email or Whatsapp.
I would like to thank all the officers on your behalf for all the hard work they put in over the entire season. Without these dedicated people, our league simply would not function.
  1. Registration Secretary (Janet Rance)
The number of registered players for the season was way below the 2014/2015 season; only 430 compared to a previous 462. There were 220 male players and 210 female, including 19 juniors. And there must be a few senior citizens in there somewhere.
Four clubs remain in credit with their registration payments and I shall remind them of the amount when I write to their secretaries later in the year regarding the new season.
I am pleased to report that the season has passed by without any problems. But it is only with everyone’s co-operation that things are able to run smoothly, so I would like to thank you all very much.

  1. Inter-League Secretary (Dave Burridge)
Fourth Team
Having finished second last year, there was hope that the team would go one better and win the division. But it was not to be. Although we finished third out of five, we only won one match following a series of narrow defeats. The general standard in that division seems to have been raised, but there’s always next season!

No such problems for the third team who romped away with Division 3 securing maximum points in all their matches. Congratulations to all those who played and a big thank you to captain Carolyn Grimbaldeston.

Second Team
On paper, our second team are very strong, but unfortunately we were unable to field a full team for the first match against a very capable Liverpool line up and duly lost. All of our other matches were won and we finished second. Thanks go to team manager Jaqui Gibson for organising the team.

No surprise here. Our first team won for the sixth successive season securing maximum points in all their matches. Congratulations to all those who contributed to another successful season and thanks go to captain, Nicki McGrath.

Summary
As usual we experienced the perennial problem of getting the teams out. On one occasion,we unfortunately turned up to a match two players short. Several Saturdays and even Sunday mornings were spent trying to field teams. On one occasion, I was stretching my dodgy hamstring two hours before a match but fortunately we avoided the embarrassment of my town team debut! But a special thanks to those who have turned out, particularly those who came at short notice to fill the gaps.
This season we used 41 different players including 6 first timers.
Once again it’s been a successful season securing overall victory for the sixth consecutive time, the second team finished second, the third team won their division and the fourth team finished third. It just goes to demonstrate the overall strength of Mid Lancs.
  1. Tournament Secretary (Mark Pallet)
As with previous years, the mixed tournament was held in November and the level doubles in February. The singles tournament took place last week. For all of the tournaments, the entry numbers were similar to last season.
I’m not proposing to take up time by reading out a list of the winners, as these will be announced at the presentation do.
Thanks go to the people who entered and the club secretaries for drumming up support. I also wish to thank the handicap committee. I always say that it’s a devil’s job sorting out the handicapping for the tournaments and there’s always room for more representatives. Thanks also to those people who helped out on the day – needlessto say, these tournaments can’t be done on my own.
  1. Cup Secretary (Matt Norris)
The respective finalists of each of the cup tournaments this season were:
Cunningham Cup – Clayton Crusaders A and Hawks B, with Hawks B the winners;
Wrennall Cup – Clitheroe A and MGS E, with MGS E the winners;
Philips Cup – Clayton Crusaders F and Whittle D, with Clayton Crusaders F the winners.
A reminder to people that there’s the opportunity to join us on the handicapping committee and would just like to say well done to all of the winners.
  1. Publicity Secretary (YunusSuleman)
A couple of days ago, I received an email about a church hall on Ribbleton Lane (near Gamull Lane) which is available for hire. It’s a one court hall, which is looking to raise some additional income. If any clubs are interested, please feel free to contact me for details.
Also, a notification to say that the age groups for Badminton England will be changing from 01 July 2016. Under the new rules, players will move up one age group, for example an under 16 player will become and under 18 player next season, rather than an under 17 player.

4.Treasurer’s Report and Recommendations

A copy of the Balance Sheet for the 2015/2016 distributed to those in attendance is attached.

TOTAL ASSETS £6,494.78
The accounts are showing a loss for the year, but that is owing to the fact that they are more up-to-date than usual for this stage of the year. When compared with the accounting for previous years, the league made a £600 profit.
Recommendations
The Treasurer’s recommendation would be not to increase registration fees.

5.Election of Officers

The vote for the re-election of all Officers was passed without any dissenting voices.

6.Proposed Changes to Rules

Rule Change 1 proposed by Cross Feathers Badminton Club
Amend existing rule 15 (b) (to include the words underlined)
Subject to rule 15(d) below, the games from a maximum of 3 players who have or intend to represent another league in the current season in the LCBA Inter League will count towards the match result. Best returns from the 4th and/or subsequent ineligible player or players will be discounted and games won transferred to the opposition. Best returns from the 4th and/or subsequent ineligible player or players will be adjudged on when they were registered within the league and if 1 or more players were registered at the start of the season it is the best performing player in any match or matches they have played in.
and
Add new rule 15 (d)
A player who has played ten or more matches in the League during the previous season and represents another league in the current season in the LCBA Inter League shall not be marked with an asterisk on the match card and that player’s games will therefore not be discounted in a match where three other ineligible players are playing in their team.
Rule Change 1 was voted on but the proposal was defeated (ayes to the right, 23; noes to the left, 30; abstentions, 5).
Rule Change 2 proposed by the Officers of the League
Amend existing rule 25 (to substitute the words ‘within 5 days’ with the words underlined)
That the home team shall be responsible for ensuring the scorecard is received by theMatch Secretary within 48 hours of the match being played. The printed scorecard provided by the League shall be used and shall be fully completed before dispatch. Any team failing to comply with this rule will result in a £10 fine.
Rule Change3 proposed by the Officers of the League
Amend existing rule 29 (e) (to substitute the words ‘£2 fine’ with the words underlined)
The Match Secretary MUST be informed in advance of all match dates which are changed, whatever the reason. The home team secretary shall be responsible for informing the Match Secretary and where this is not done a £5 fineshall be incurred by the home team.
Rule Changes 2 and 3were considered in tandem. Rule Change 2 was voted on and the proposal was passed, with only one dissenting vote. Rule Change 3 was passed unanimously.
Rule Change 4 proposed by the Officers of the League
Either (Option 1)
Amend existing rule 36 (b) (to substitute the words ‘£10 fine (as per a league match)’ with the words underlined)
If a team concedes a cup fixture, a minimum of 3 days’ notice must be given and the conceding team shall pay a £20 fine to the League. In the final round, the team defeated in the semi-final will be offered the opportunity to play in the final.
Or, in the alternative (Option 2)
Amend existing rule 36 (b) (to include the words underlined)
If a team concedes a cup fixture, a minimum of 3 days’ notice must be given and the conceding team shall pay a £10 fine to the League (as per a League match) and the conceding team will have two league points deducted from their current league points total. In the final round, the team defeated in the semi-final will be offered the opportunity to play in the final.
The proposal to amend existing rule 36(b) at all was initially voted on, but this proposal was defeated (ayes to right, 17 and noes to the left, 20). In light of the lack of appetite for such a rule change, neither proposal was voted on.
Rule Change 5 proposed by the Officers of the League
Replace existing rule 37 (a) with the following
That the teams from Divisions One and Two shall compete for the Cunningham Cup, teams from Divisions Three and Four shall compete for the Wrennall Cup and teams from Division Five shall compete for the Phillips Cup as determined by the Fixtures and Handicapping Committee. The Phillips Cup shall be played in a round-robin format up to the semi-finals and the Cunningham and Wrennall Cups shall be knockout events as determined by the Fixtures and Handicapping Committee.
Rule Change 5 was voted on and the proposal was passed unanimously.

7.Clubs and Teams: In / Out for 2016/17

News of Hit and Miss Badminton Club from the Blackburn Badminton League potentially introducing a team into the Mid Lancs league was announced, but no further discussion took place as the representative from Hit and Miss had had to leave the meeting.
Club secretaries were reminded of the need to notify Paul Eastham of any decision to add or withdraw a team to/from the league by the time that the Fixtures and Handicap Committee meet at the end of June.
