Consolidation and Standardization of Technical Skill Training Packages

July2012

Part A: Terms of Reference

Title of the Services Required: Consolidate and standardize technical skill training packages

Micro-Enterprise Development Programme (MEDEP) is a multi-lateral donor funded poverty reduction initiative implemented by Ministry of Industry, Nepal Government with the support of United Nations Development Programme, Australian Aid, DFID, New Zealand Aid and Canadian International Development Agency in Nepal since 1998. The goal of MEDEP is to improve the socioeconomic status of low-income families through the promotion of micro-enterprises and employment creation in rural areas of Nepal particularly focusing on women, Indigenous Nationalities, Dalits, youth and other backward castes and ethnicities belonging to poor economic status.

MEDEP has successfully completed First Phase, Second Phase, and Third Phase in 2011. 2012 is a transition year betweenThird Phase and Fourth Phase. MEDEP has successfully created 53,111 entrepreneurs up to date.MEDEP supports integrated Entrepreneurship Development Package (MEDEP Model) with Social Mobilization for enterprise development, Entrepreneurial Competency Development (SIYB/MECD), Technical Skills Development, Access to Micro-Financial Institutes (MFIs), Linkage to Appropriate Technology, Market Linkage and Business Counseling, etc. Technical skill development is one of components of Integrated MEDEP Model. Regarding the technical skill development, MEDEP has delivered about 131 different types of skills as per demand of entrepreneurs. MEDEP has provided supports of skill training to entrepreneurs through Business Development Service Providers (BDSP), Government organization or Private training intuitions. These training packages should be consolidated and standardized to improve the quality of training delivery.

  • The main objective is to consolidate and standardize the technical skill training package to improve the quality of training delivery.
  • The consultants shall study and compile the related training packagefrom MEDEP, BDSP, and private training institutions.
  • The consultant collect the related training package from Department of Cottage and Small Industry (DCSI), Cottage and Small Industry Development Board (CSIDB), Industrial Enterprise Development Institute (IEDI),Central for Technical Education and Vocational Training (CTEVT) and other training institutions.
  • The consultant standardizes the training package in terms of training curricula days and cost in comparison with CTEVT and other recognized training institutions.
  • The consultant shall categorize the training package on the basis of broad topics.
  • Consultant shall make a list of resource person and the organizations for the concerned topics.
  • The Reviewers/consultants will be oriented on MEDEP’s strategies and
  • The consultants shall conduct the meeting with MEDEP Team with to gather the related information.
  • The consultant visit Area Programme Support Offices (APSOs) of MEDEP located in Kailali, Surkhet, Dang, Pokhara, Kathmandu, Bardibas, Udayapur districts and selected BDSPs of the districts for discussion and to get information.
  • The consultant collect the related training package from DCSI, CSIDB, IEDI , CTEVT and other recognized training institutions to make compare of MEDEP applying Training package with these organizations.
  • The consultant shall conduct several times of workshops/meetings with subject matter specialist including CTEVT, related Government organizations, private training Institutions and NGOs to verify the training package applying by MEDEP.
  • Categories the existing skill training curricula implemented by DCSI, CSIDB, MOAD, Directorate of Agriculture Training Center, Directorate of Livestock Training, Skill Development Training Center of Department of Labor, MOFSC and CTEVT approved Training Package.
  • The consultant standardizes the training package in terms of training curricula, days and cost in consultation with the expert from CTEVT, Government organizations and other training institutions.
  • The consultant conducts a meeting for sharing the reportsto finalize the training packages.
  • The consultant shall prepare and submit the training packages.
  • Technical skill training package will be consolidated and standardized.
  • Produced a training report
  • Consultants shall perform the said activities before 30 November 2012.

Part – B:

  • The consultants submit the detail budget estimate.

Part – C:

The consulting firms have to hire trained and experienced consultants and have substantial relevant work experiences particularly in Training curricula development and training delivery.The consultant should have minimum Master degree in relevant fields from the recognized University and minimum of five years experience in business management particularly in micro-enterprise sector and employment generation in rural areas. The proposal should come along with covering letter, organizational profile, original CVs of consultants signed by them, a copy of NGO registration/Company registration, latest renewal certificate, recently audited report. Submission of VAT registration certificate must be included in the proposal.

Part – D:

  • The organizations should submit CV of the personnel involved. All parts from A to D should be inserted into the sub-contract format while preparing the agreement documents.
