MI-WIC SYSTEM UPDATES IN RELEASE 5.3

1.WHO Growth Chart Changes Continue

The WHO Growth Chart implementation in Release 5.2 included a re-imaged CDC 2 – 5 year old chart. The following outstandingissues with that re-imaged chart will be fixed:

  • Metric measurements added alongside the English measurements on the chart
  • The Age Intervals along the bottom of the chart are changed to “complete” months of age
  • The “Previous” chart button displays the Birth to 24 month measurements on the WHO chart if measurements are available
  • The “WHO Chart” button will display 2 – 5 year measurement on the WHO chart

2.System edits will now be implemented for the Out of State Transfer Certification End Date, with rules as follows:

  • The certification end date for an out-of-state transfer transaction for an infant or child shall be no more than 396 days (one year + 31 days) from the Transfer date
  • The certification end date for an out-of-state transfer transaction for a PG woman shall be no more than 52 days (42+30 days) after the entered Estimated Delivery Date (EDD)
  • The certification end date for BE, BP women shall be no more than 396 days(one year + 31 days)past the entered Actual Delivery Date (ADD)
  • For NPP women, the certification end date shall be no more than 217 days (6 months + 31 days) past the entered ADD

3.NE Plan History changes

Requirements and changes to the Client History screen NE Plan History tab are as follows:

  • Tab name changed to “NE History”
  • The screen includes three (3) grids for the Cert Period selected on the screen: NE Risk Criteria, NE Plan, and NE Completed. Data will be displayed in order from most recent date. The content of each grid follows:

Top Grid: “Nutrition Risk Criteria”

  1. Top row is Title
  2. Next row shows date and risk criteria description
  3. Data comes from the Nutrition and Health Summary screen for the selected certification

2nd Grid: “NE Plan for Selected Cert Period”

1.Top row is Title

2.Next row has columns with these headings: Date, Topic, Method, Counsel with Non-WIC RD, and RD Refused

3.Data comes from the NE button pop-up in Nutrition Education screen for selected certification period; most recent data on top

4. Under the column headings of Counsel with Non-WIC RD, and RD Refused are checkboxes

3rd grid: “NE Completed”

4.Electronic PF Phase 2

Year two of the Electronic Project FRESH pilot will take place in KentCounty in 2013. Evaluation of the 2012 pilot year resulted in the following system changes:

  • For classes, the grid to issue benefits should only display clients that have had the “Attended” checkbox checked.
  • PF benefits should be issued for all clients in the grid with the following exceptions/validations:

Clients with a Status of “Terminated” are not issued benefits

Clients with categories of IFF, IBP, IBE are not issued benefits

Clients in families that have already been issued $30 PF benefits (or $60 dependent on the setting chosen by WIC Coordinator are not issued benefits

  • The “Issue” column checkbox will default to checked, except for those clients that are exceptions as noted above. A column to the right of the “Issue” column will display the “Non-Issuance Reason”.
  • When user clicks “Issue Benefits” on that pop-up, PF benefit issuance will complete.
  • A “Print Shopping List” and a “Print Non-Issuance Reason” button will be added to the Class screen so that the user can take that action, to get those reports printed on demand.
  • Note: the “Shopping List” will print for all families that receive PF benefits. Also, the ability to print the Shopping List for every family # that had client(s) attend the class (attended check box has been checked), will be available for all classes when benefits are issued, not just classes for which PF benefits are being issued.
  • The new “Non-Issuance Reason” report will also be available in a summary report that lists clients not issued benefits/with reason(s) by class.
  • Admin Module, Clinic PF Inventory screen:

A new field will be available for the WIC Coordinator to select a limit of either $30 or $60 per family. The system should not allow issuance over the selected limit per family.

When PF benefits are issued, each $30 unit will be deducted on the Admin screen so that the actual remaining balance of PF benefit dollars is known. In addition, the system will have a validation if user tries to issue PF benefits when there are no $30 units left in the inventory. A grid will be added to the Inventory screens to update or display PF Benefits “Assigned”, “Issued” and “Remaining”.

  • Admin Module, State PF Inventory screen:

State staff will have the ability to assign PF benefits, to EITHER specific clinics OR to the Local Agency.

If PF benefits are assigned to the Local Agency, rather than to a specific clinic, staff will be able to issue PF benefits to clients not dependent upon which clinic they are assigned as their user agency.

  1. Client Agreement Language Changes

Per USDA, a new version of the Client Agreement is being added to the system with this release. The language relates to client compliance and reference not selling WIC benefits (including on the Internet). In addition, Farmers have been added to the list of WIC providers that should not be subjected to abusive treatment.

6.Non-Local Agency Related Changes

This release had a heavy concentration of necessary changes to the Vendor and Nutrition Modules for use by State staff. While these do not impact the local agencies directly, here is a list of those system changes:

  • Change to End of Day process for automatic status change/expirations
  • Changes to the Selection Plan screen
  • Vendor Pre-Authorization Screen changes
  • Changes to the “Find” function for ownership related to chain suffixes
  • New Data Maintenance table for State-modification of “Removal from Waitlist” reasons
  • Changes to the Activity Log Reset button
  • Changes to the Rebate Subcat End Date
  • Max Price Calculation Changes

In addition to the above changes, several bug fixes will also be implemented with this release.
