Level 4 – Transition
Teams in this level meet or exceed all of the characteristics of Level 3 teams. However, when evaluating personnel numbers and/or overall skill and athleticism, teams in Level 4 do not have as many players performing at the higher level and most players are not ready to compete in Level 5.

Defense - unable to play aggressively without being physical; has difficulty adjusting to audible calls; defense can make basic reads quarterback (pass or run); has average speed at rushing and pass coverage; has difficulty marking up man to man; can pursue ball carrier but has trouble accurately gauging the appropriate angle of pursuit.
Level 2 – Transition
Teams in this level meet or exceed all of the characteristics of Level 1 teams. However, when evaluating personnel numbers and/or overall skill and athleticism, teams in Level 2 do not have as many players performing at the average level and most players are not ready to compete in Level 3.
Level 1 – Low
Offense - following rules is a challenge; low skills and athleticism; little strategy; no organized plays; players not able to catch a pass while running; not influenced by the way the other team plays; quarterback with limited accuracy and arm strength.
Defense - defensive skills limited; will not adjusting to audible calls; defense will not read plays; speed is not a factor and will have difficulties with pass coverage; might pursue ball carrier; will need verbal instruction continuously.
