Title: Tobacco HIV Program Specialist

Purpose:
· This position will serve as a program specialist with the Tobacco Reduction in People Living with HIV Project in the Tobacco Control Section, Michigan Department of Health and Human Services.
· The Project is funded through a grant with the U.S. Health Resources and Services Administration (HRSA), Ryan White Rebate Funds.
· The purpose of this Project is to raise awareness of the health risks of tobacco, to educate and train HIV Project employees to provide tobacco dependence treatment, and ultimately to increase quit attempts in the population of people living with HIV (PLWH) through sub-contracts with community organizations.
· The Tobacco HIV program specialist will manage sub-contracts with AIDS Service Organizations (ASO), Health Systems, and local health departments committed located throughout the state in support of individuals living with HIV who wish to quit using tobacco.
Duties and Responsibilities:
· Serve as the program specialist with contracted AIDS Service Organizations (ASO), health systems and local health departments.
· Provide contract monitoring including creating and monitoring work plan reports, and guidance on work plan deliverables.
· Conduct subcontractual monitoring including, but not limited to, site visits and desk audits.
· Participate in subcontract budget preparation and review. Provide technical assistance, monitoring, feedback and accountability with contractors on their budgets and expenditures.
· Provide technical assistance to contractors on the use and integration of the evidenced-based tobacco clinical guidelines into agencies screening and treatment process.
· Provide consultation and technical assistance to subcontractors to assure timely completion of and enhance the quality of subcontractor deliverables; facilitate consistency and integration with the project goals and objectives, and maximize opportunities for collaboration.
· Provide technical assistance (TA) through in-person site visits, monthly TA calls, TA calls and communication as requested and necessary; webinars, trainings and other methods.
· Provide technical assistance, guidance, training, and collaboration on the Tobacco Domain of CareWare internally and with community contracts.
· Provide education and presentations around tobacco related topics.
· Represent the project, MDHHS and MPHI at local, state and federal meetings and conferences.
· Promote collaboration and communication and facilitate efficient and effective interaction among the state and community project partners.
· Participate in RFP and contract process.
· Function in daily work duties with cultural proficiency.
· Function efficiently as a team member.
· Support and participate in workgroups focused on eliminating health disparities, and utilize evidence-based practices to develop or implement interventions that improve outcomes for people living with HIV in Michigan.
· Participate in all required meetings, trainings and webinars on tobacco and HIV topics to continue education and increase skills.
· Maintain a positive, strong, credible, professional and interpersonal relationship with all parties relevant of MDHHS/MPHI projects, and represent the best interest of MDHHS/MPHI at all times
· Other duties as assigned.
Qualifications/Requirements:
Education: Master’s degree preferred in public health, social work or a closely related field such as nursing, epidemiology, health care administration or health education.
Bachelor’s degree in social work or closely related field with additional experience in HIV related work, contracts, Ryan White guidelines and CareWare. This may be substituted at the discretion of MPHI/MDHHS.
Other combinations of education and experience including additional experience in HIV related work, contracts, Ryan White guidelines and CareWare. This may be substituted at the discretion of MPHI/MDHHS.
Experience: A minimum of two years (five preferred) of experience including:
· Coordinating services for HIV/AIDS programs.
· Working with diverse populations.
· Ryan White funding guidelines and requirements.
· Experience utilizing CareWare.
· Knowledge of and experience with community organizations and/or tobacco programs.
· Coordination of day to day project operations.
· Conducting contract management.
· Creating materials, building coalitions, facilitating meetings, developing collaboration and consensus building with HIV/AIDS organizations, diverse community groups and organizations.
Important Skills and Characteristics:

· Possess computer, and presentation skills.

· Proficiency in Microsoft Office applications (specifically Word, Excel ad Power Point; basic skills with Publisher) and familiarity with email/internet browser software.
Work Environment and Physical Requirements: No significant physical activities are required in this position other than deskwork and conducting off-site visits. Job may require moderate physical effort including lifting materials and equipment of <25# and involves viewing a CRT or VDT screen 50%-75% of the time. Using standard telephone equipment in a typical office environment. Requires valid vehicle operator’s license where needed to perform duties of the position. Occasional shortened deadlines. In-state travel will be required for contract monitoring, site visits, meetings, trainings and presentations. Occasional out-of-state travel for related meetings, trainings and presentations.
RESPONSIBILITY FOR THE WORK OF OTHERS:
This position will not supervise the work of others, but will occasionally act as a lead on some projects and as a member of a team on other projects.
IMPACT ON PROJECTS, SERVICES AND OPERATIONS
Performs as a critical member of a team of professionals working to improve health outcomes and quality of life by reducing tobacco-use and exposure to secondhand smoke for people living with HIV/AIDS.
