SUBJECT: Award Recommendation for 472I2200003 Shoe Leather

GENERAL:

The Michigan Department of Corrections (MDOC), Michigan State Industries (MSI) issued this Request for Proposal (RFP) to obtain bids from qualified bidders to provide shoe leather to be used in the production of shoes for the prisoners and corrections officers.

The contract period is three years, with two additional one-year options to renew.

BIDDERS:

The RFP was posted on Bid4Michigan on June 25, 2012, and seven (7) bidders responded by the due date of July 23, 2012.

The bid response from Lockett Enterprises was received after the bid deadline; therefore, the bid was considered non-responsive and the technical proposal was not evaluated.

Product Quality – Section 3.1.2 requested a sample of the proposed shoe leather. The sample that was provided was the requested size. The sample was free of defects and imperfections. The grain side of the hide was smooth and had a minimum amount of hair cells appearing. The flesh side was smooth and the cotton liner of the shoe and the glue stuck to the hide. The finish was tight and smooth enough to polish. A shoe was made from the Bidder’s sample and the final product passed.

Service Capabilities – Bidder is able to receive customer orders electronically, by telephone, fax and written. The Bidder agreed that internal controls are in place to ensure that orders are placed by an authorized individual and to verify abnormal quantities; however, the Bidder did not address how either of these would be verified. The Bidder will have two individuals assigned to the MDOC/MSI account and a toll free telephone number was provided. The Bidder will allow product that does not meet specifications to be returned or will sell the product at a discounted price if MDOC/MSI is able to use the product. The Bidder did not explain the warranty process or time frames.

Delivery Capabilities – The Bidder did not specify whether it would be able to meet the delivery time frames specified in Section 1.4.1. The Bidder is able to provide the minimum order of 20,000 square feet to be shipped on the first of each month as noted in Section 1.4.2. The bidder did not explain the details of its packaging; however, it agreed to palletize whenever possible and securely band or shrink wrap the product.

Past Performance – Per the response, the bidder has not had any contracts terminated.

Product Quality – Section 3.1.2 requested a sample of the proposed shoe leather. The sample was to be one hide (10 to 14 square feet). The sample provided was larger than 14 feet and there was a hole in the middle of the hide. There were numerous creases/ripples in the hide and both sides of the hide were rough causing it to be hard to shine and polish. The Bidder’s sample failed the product testing.

Service Capabilities – Bidder is able to receive customer orders electronically, by telephone, fax and written, however, faxing is the best method. The Bidder agreed that internal controls are in place to ensure that orders are placed by an authorized individual and to verify abnormal quantities; however, the Bidder did not address how either of these would be verified. The Bidder will have an individual assigned to the MDOC/MSI account; however, a toll free telephone number was not provided. The Bidder provided the process that should be used to report a product issue; however, the product warranty was not explained.

Delivery Capabilities – The Bidder did not specify whether it would be able to meet the delivery time frames specified in Section 1.4.1. The response to Section 1.4.1 referenced the amount that needed to be shipped, not the time frames for delivery. The Bidder is able to provide the minimum order of 20,000 square feet to be shipped on the first of each month as noted in Section 1.4.2. The bidder stated that product would packaged on pallets and securely banded or shrink wrapped as specified in Section 1.4.4.

Past Performance – Per the response, the bidder has not had any contracts terminated.

Prior Experience – The bidder has been in business for 7 years. The bidder provided the names and years of service for three experiences, however, descriptions, actual dates and costs were not provided as requested in Section 4.1.9. A contact name and telephone number was not provided for each reference as requested.

The Bidder will replace any defective material as long as it has not been cut or damaged in any way. The Bidder did not explain process for reporting warranty issues.

The bidder did not explain the details of its packaging in Section 1.4.3; however, it agreed to palletize whenever possible and securely band or shrink wrap the product in Section 1.4.4.
