MESSAGE FROM ROYCE:

"The House has returned from August recess and this is shaping up to be a busy month in session. Our first week back I chaired the International Terrorism and Nonproliferation Subcommittee's hearing, which evaluated our fight against terrorism and how safe we are five years after September 11. I believe one of the biggest threats facing our nation continues to be our porous borders and the lack of security we possess to guard our nation. As many of you know, at the end of our last session we debated legislation that would have improved our border controls and national security. I look forward to revisiting that issue again and will hopefully pass meaningful legislation to protect our home front. I look forward to a productive month ahead in Congress."

H. R. 503Horse Protection Act

This bill amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or the donation of horses to be slaughtered for human consumption, and for other purposes.

IN THE WEEK AHEAD:

The House is expected to consider H.R. 2965 Federal Prison Industries Competition in Contracting Act of 2006, and a resolution regarding earmark reform. They will also take up a resolution recognizing the fifth anniversary of September 11, 2001.

NEWS:

House GOP to Push Immigration Issue

After a month of recess and a heated debate regarding immigration and border security the House GOP is back and ready to engage this issue. Thursday of last week Speaker Dennis Hastert announced his leadership team would be holding a forum on September 12, which will layout their plans to address these issues. Chairman Royce will testify at this forum, and most of the forum will center on the several house field hearings, which were held around the country during the July 4th recess. Congressman Royce chaired two such field hearings in Laredo, Texas and San Diego, CA. The past months in conjunction with the field hearings has allowed members of Congress the opportunity to hear from their constituents. Royce Holds Hearing on 5th Anniversary of 9/11

As the fifth anniversary of September 11 approaches it is only natural that we ask ourselves are we safer today? This week Congressman Royce's International Terrorism and Nonproliferation Subcommittee held an important hearing on the progress of the struggle against Islamic terrorism. The hearing highlighted that we have not had an attack in five years; much of this was accredited to the Homeland and national security policies. However, it also notes that while we are safer today we need to remain aware of our own complacency on the issue. With the fifth anniversary of September 11 approaching, Congress in the weeks ahead, will continue to focus on the key issues--keeping our nation safe. ANNOUNCEMENTS:

September 20: U.S. Informal Service Academy Info Night

Congressman Royce will hold an informal U.S. Service Academy Information Night on Wednesday, September 20, 2006, at his District Office located at 305 N. Harbor Blvd., Suite 300 in Fullerton, CA at 7:00 pm. The meeting will profile each of the four service academies that require a Congressional nomination: Military Academy at West Point; Naval Academy at Annapolis; Merchant Marine Academy at Kings Point; and Air Force Academy at Colorado Springs.
