BUSINESS MANAGER/ CHIEF PROCUREMENT OFFICER
MINIMUM QUALIFICATIONS:

  • Bachelors Degree in accounting, business administration, public administration, or a related field. CPA or advanced degree preferred in accounting, business administration, or a related field, and 9 to 12 years or managerial accounting experience, in a government setting, or any equivalent combination of training and experience which provides the required combination of knowledge, skills, and abilities.
  • Must be certified as Chief Procurement Officer with the State of New Mexico.
  • Must hold a Level II Professional School Business Official License with the State of New Mexico.
  • Ability to independently plan and organize work; to present information clearly and concisely, orally and in writing; to establish effective and tactful working relationships with co-workers and the general public; to handle confidential information in trustworthy manner; to make good judgment decisions regarding student and district matters.
  • Bonding & Mill Levy Procedures and Personnel Management Skills.

JOB DESCRIPTION:

  • Oversees the preparation, management and publication of the Mesa Vista Schools annual budget.
  • Plans, organizes, directs and supervises operations of the Business Office; directs and participates in the formulation and implementation of applicable finance policies, ensuring adherence to generally accepted accounting practices and principles of governmental accounting, the rules and regulations of the New Mexico Public Education Department
  • Prepares files and submits all reports required by the State.
  • Provides information, advice, assistance and recommendations to the Superintendent and Board of Education.
  • Directs monitors and supervises all central office accounting operations to maintain, to control, and to analyze full adherence and implementation of fiscal policies and procedures.
  • Assists members of Superintendent’s Administrative /Program Director’s with financial matters as necessary; answers inquiries and explains policies and procedures.
  • Assists members of Superintendent’s Administrative /Program Director’s in preparing budget estimates and in determining cost for new, expanded or reorganized programs.
  • Safeguards physical assets through implementation of adequate internal controls and ensures adequate accounting records to document compliance with local, state, and federal laws and ordinances.
  • Assists outside auditors in completion of the annual financial audit.
  • Knowledge and oversees the district’s management system of Visions Accounting software Program.
  • Knowledge of OBMS
  • Oversees maintenance of accounting work on grants received by schools, processing adequate records, reimbursements, code reviews, etc., to comply with applicable laws and ordinances.
  • Prepares and delivers written and oral presentations on the budget and fiscal matters as well as other financial concerns to the Board, Superintendent, administrators and teachers, parents, and community groups; attends regular meeting of the Board; conducts staff meeting; attends other related meetings.
  • Supervises and conducts personnel administration duties assigned to him/her including hiring and firing recommendations, evaluating, assigning special duties, monitoring attendance and travel reports, and approving leave.
  • Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in the field of accounting and auditing; reviews professional journals, attends association and professional meetings; and otherwise maintains contacts with professionals to facilitate exchange of information.
  • Completes quarterly 941 and employment reports; including Medicaid reports.
  • Reconciliation of bank statements monthly.
  • Completes quarterly/End of Year close out reports/ W-2’s and 1099’s.
  • Direct the development of handbooks/guides/brochures and other informational /advisor/instructional materials required for the implantation of district financial, budget, and accounting policies and procedures.
  • Share the responsibility for the supervision of the inventory, care, and proper and safe utilization of district facilities, equipment, and supplies.
  • Must assure legal compliance with statues and regulations of the State of New Mexico in all areas of finance and procurement.
  • Reconciliation of NMPSIA and ERB monthly.
  • Requests for Reimbursements for all Federal Funds
  • Assists with in-services and training of district personnel regarding procedures.
  • Performs other duties relative to the position assigned by the Superintendent
