Issue 2, December 2016

NHS Tayside is redesigning Adult Mental Health Inpatient
Services and Learning Disability Inpatient Services as part
of its Mental Health Services Redesign Transformation Programme.

Revised programme timeline

To allow the programme team to gather the necessary clinical, workforce and financial information for each of the top four options, the timeline for the programme reporting to Tayside NHS Board and the three Integrated Joint Boards has been revised.

The preferred option will be identified from this work and will be presented as part of a strategic consultation report to the relevant committees and Boards in February and March 2017 to seek agreement to undertake a period of wider stakeholder consultation between April and June 2017.

During the consultation period, all stakeholder views will be gathered and collated to form part of the Initial Agreement report. The Initial Agreement report will be presented back to the NHS Tayside and Integration Joint Boards for a final decision in August and September before being presented to the Capital Investment Group at the Scottish Government for approval in September/October 2017.

If approved, a Full Business Case will be developed following the more detailed design and planning stages in late 2017/early 2018

Detailed option modelling events

Detailed option modelling events were held on 29 September 2016 for GAP services and 8 December 2016 for Learning Disability services with clinical colleagues from mental health and Learning Disability, partner organisations and other stakeholders nominated through the Integrated Joint Board Lead Officers.

Participants looked at the four options under consideration in more detail to capture information in relation to safety, sustainability, workforce availability and affordability, as well as current and future patient pathways.

This information is now being used to produce the strategic consultant report which will propose a preferred option to go out to public consultation.

Top four options being considered

Please note that the previous newsletter had an error in Option 3A, which mistakenly stated that Learning Disability inpatients would be admitted to Carseview Centre rather than Murray Royal Hospital. Apologies for any confusion this may have caused. The correct option detail is below.

The top four options which scored highest and now being considered are:

OPTION 3A
SINGLE SITE SOLUTION FOR GENERAL ADULT PSYCHIATRY (GAP) ACUTE ADMISSION BEDS
·  Centralisation of all GAP Acute Admission beds provided from the Carseview Centre in Dundee. This option would relocate current inpatient services provided from the Mulberry Ward in the Susan Carnegie Unit in Angus and the Moredun Ward in Murray Royal Hospital in Perth to refurbished accommodation in the Carseview Centre, Dundee
·  Tayside wide Intensive Psychiatric Care Unit (IPCU) beds would remain on the Carseview Centre in Dundee.
·  Tayside wide Rehabilitation and male and female complex care beds would remain on the Murray Royal site in Perth. (Amulree and Rannoch wards)
SINGLE SITE SOLUTION FOR LEARNING DISABILITY INPATIENT BEDS
·  Tayside wide Learning Disability Assessment Unit (LDAU), Behavioural Support and Intervention (BSI) and Open Forensic Learning Disability inpatient beds provided from a single combined ward on the Murray Royal site in Perth. This option would relocate current inpatient services provided from the LDAU in Carseview, Dundee and the BSI and Open Forensic Learning Disability beds provided on the Strathmartine site in Dundee to a refurbished Moredun Ward in the Murray Royal Hospital in Perth.
·  Tayside wide Locked Forensic Learning Disability inpatient services provided from the Rohallion unit in Murray Royal Hospital, Perth, This option would relocate current locked forensic inpatient services on the Strathmartine site to a low secure ward within the Rohallion unit in Murray Royal Hospital, Perth

·  A single Tayside GAP Acute Admission ward provided from the Carseview Centre in Dundee This option would provide a single ward for Tayside wide admissions on the Carseview site plus three step down/treatment wards with beds provided from the Mulberry ward in the Susan Carnegie Centre in Angus, the Carseview Centre in Dundee and the Moredun Ward in Murray Royal Hospital in Perth.
·  Tayside wide Intensive Psychiatric Care Unit (IPCU) beds would remain on the Carseview Centre in Dundee.
·  Tayside wide Rehabilitation and male and female complex care beds would remain on the Murray Royal site in Perth. (Amulree and Rannoch wards)
