Important information and Rulebook for new concept of

2nd Edition of Central European Blind Football League 2017

As of 22nd March 2017 in 2017 2nd edition: Sprint Wroclaw, LÁSS Budapest and BSC Prague agreed on following terms to found new concept for Central European Blind Football League 2017 (2nd edition of CE league 2017).

CE League 2017 will set up a committee consisting of BSC Prague, LÁSS Budapest and Sprint Wroclaw represented by 1 (one) members per each team. Committee will be represented also by 1 (one) referee by Lukasz Skotnicki. The chair person of the committee in 2017 will be Szabolcs Forgács from LÁSS Budapest. In every year 2018 the Committee members will choose new chair person. Every new team in the CEE League is to delegate 1 (one) representative into the CEE League committee.

  • BSC Prague (Czech Republic)
  • Two new teams in the league

  • 30.04.2017 – Members of CE league 2017 committee will choose 2 new participating teams
  • 7.5.2017 – Chosen teams pay their deposit money (1000 euro) to one of the committee member’s euro bank account which will be announced on 30.4.
    (Every participating teams will get back this money at the beginning of their round!)
  • 21.05.2017 – 1st round in Budapest
  • End of June – 2nd round
  • 1st-3rd – 3rd round in Wroclaw
  • 30.10-1.10.2017 – 4th round in Prague
  • Beginning of November – 5th round

League will be played according to following rules:

In general

1.  IBSA Blind football rules valid from 2017 will be regarded as superior rules.

2.  No field hockey goals will be used. In this year handball goals as in 2013-2017 IBSA rules are to be used.

3.  Teams can play with B1 – B3 players (female players are allowed).

4.  B2 – B3 players must use Goalfix eye shades and will be double eye patched according to last EC 2015 standards.

5.  Teams can use foreign players in their squad lists

6.  Each player needs to hold eye classification documentation.

Tournaments

1.  Each team will hold a weekend round in which all teams will play each-to-each system.

2.  Each team is bound to host this event at its costs (accommodation, food, referees). Agreed to host these events with support of disabled organisations to provide lower costs for organising team. All participating teams are for free by 10 participants and need to cover only their travel costs to the event.

3.  Hosting team invite 4 referees for the weekend and pays the accommodation, food and extra 50 euro for each of them. Ce league 2017 committee must approve the referees for every rounds.

4.  Each team can take part in the events with at most 10 participants (e.g. 7 players 3 sighted persons) which will be covered for free by the organising team. Every other person above the limit must be paid.

5.  International tournaments held by participating teams are not counted in the results of CE League 2017.
