MEMBERS' PARTICIPATION IN THE NORMAL GROWTH OF

WORLD TRADE IN AGRICULTURAL PRODUCTS -

ARTICLE 18.5 OF THE AGREEMENT ON AGRICULTURE

Revision

  1. Article 18.5 of the Agreement on Agriculture provides that "Members agree to consult annually in the Committee on Agriculture with respect to their participation in the normal growth of world trade in agricultural products within the framework of the commitments on export subsidies under this Agreement." According to the Committee's Working Procedures, these consultations are to be undertaken at the November meetings of the Committee (G/AG/1, paragraph 17).
  2. The present note updates the information contained in document G/AG/W/32/Rev.10provided by the Secretariat for the purposes of the Article 18.5 consultations undertaken by the Committee.
  3. The attached tables contain, for selected exporters and selected agricultural products/product groups, data on export volumes (including international food aid) and shares in world exports. The statistics cover the Uruguay Round base period for export subsidy reduction commitments, i.e. 1986-90, as well as the period comprised between 1999 and the most recent year for which data are available. In addition, the charts show the world market shares of the leading exporters for the products/product groups concerned.
  4. The following 13 products/product groups are covered by this note:

-wheat/wheat flour (pages 4-6)
-coarse grains (pages 7-9)
-rice (pages 10-12)
-sugar (pages 13-17)
-skim milk powder (pages 18-20)
-butter and butter oil (pages 21-23)
-cheese (pages 24-26)
-whole milk powder[2] (pages 27-29)
-bovine meat (pages 30-32)
-pigmeat (pages 33-35)
-poultry meat (pages 36-38)
-oilseeds (pages 39-41)
-fruit and vegetables (pages 42-46).

  1. The table below shows the aggregate export values of the product categories listed in paragraph 4 above ("selected" agricultural products)during the base period 1986-90 and in the period 1999 to 2007. In addition, aggregate export values are shown for agricultural products other than the selected products ("other" agricultural products). The basket of "other" agricultural products includes basic agricultural products, such as cocoa or wool, but also many processed products, such as cereal preparations or wine. These "other" agricultural products account for slightly more than half of world exports of agricultural products.

Technical Notes

Selected product groups

  1. The market shares of the selected product groups listed in paragraph 4 above are based on export volumes, except for fruit and vegetables. The shares of fruit and vegetables are based on export values.
  2. Three categories of exporters are distinguished in the tables:

(i)WTO Members with export subsidy reduction commitments
(ii)"significant exporters"
(iii)others.

  1. Each of the attached tables includes all Members which have, according to their Schedules, export subsidy reduction commitments with respect to the selected product/product group concerned. In addition, those Members are included which are identified in the list of "significant exporters" for the purpose of the Committee's notification requirements on export subsidy commitments.[3] Furthermore, in order to provide a more comprehensive picture of the development of shares in world exports, it was considered useful to include selected other WTO Members and Observers, in particular those which have emerged as major exporters during the period covered. For each product/product group, exporters are ranked in descending order based on their exports in the most recent year for which data are available.
  2. The product definition of the statistical data presented in this note does not necessarily match the product definitions used by Members for the purpose of scheduling their export subsidy commitments. This point should be borne in mind, in particular when comparing the statistical data with scheduled commitment levels, subsidized exports or total exports as reported by Members in accordance with the relevant notification requirements (G/AG/2 refers). For example, although corn exports are, by definition, included in the total for coarse grain exports, the United States' export subsidy reduction commitment for coarse grains does not cover corn. Members with reduction commitments on the basis of aggregate product groups are included in the tables of each individual product/product group covered by the commitment. For example, Switzerland[4] has an export subsidy reduction commitment for dairy products (excluding butter) and is therefore included in the tables for skim milk powder and cheese but not in the table for butter. Members with an agriculture-wide commitment are only included in the tables relating to products/product groups where they have "significant exporter" status(Costa Rica and New Zealand).

"Other" agricultural products

  1. The world market shares of selected exporters with respect to "other" agricultural products are presented in Table 14(a). For reasons of data availability, the exporters represent the leading countries in terms of total agricultural exports, not necessarily of exports of "other" agricultural products.

Data

  1. The data provided in this note are sourced from FAO, the International Grains Council (IGC) and the International Sugar Organization (ISO). Other sources may produce different results in terms of absolute volumes and values as well as year-to-year changes of shares in world export volumes/values. This may be due to a variety of reasons, including differences with respect to product definition, reporting period (e.g. calendar year versus marketing year), conversion factors or the revision of data.
  2. The time period covered is the base period 1986-90 and 1999 until the most recent year for which data are available from the sources used.[5]
  3. The trade data of the EC as well as the aggregate exports (referred to as "world totals" in the tables) exclude intra-EC trade. The FAO and ISO data for the EC refer to the EC-12for the base period 1986-90, to the EC-15 from 1999, to the EC-25 as from 2004 and to the EC-27 as from 2007. It should be noted that the data of the IGCrefer to the EC-12for the base period, to the EC-15 as from 1996/97,to the EC-25 as from 2004/05and the EC-27 as from 2006/07 (see Tables 1 and 2).
  4. The country-specific and commodity-specific explanatory notes which are contained in the sources are not reproduced in this note. The symbol " – " has been used in the tables to denote not available or not applicable.
