154/2016 RECREATION GROUND COMMITTEE
To receive an update on the progress with fencing the new Play Area.
A site meeting was held 14/12/16 with the Mayor, the Clerk and a Playdale engineer to discuss the uneven ground in part of the Play Area. He undertook to report the issue to his superiors, and a response is awaited.
155/2016 DEVOLVED SERVICES
Transfer of freehold public toilets
These are the main points of the transfer:
1) The toilets are transferred to YTC with full legal title
2) The purchase price is £1
3) YTC will maintain and keep the Property open and available for use by the general public at all times that are appropriate for a public convenience to be made available for use having regard to the time of year and the number of daylight hours. This does not create a problem in seasonal closure of the Common toilets.
4) The site must only be used for the provision of public toilets, though IWC will consider redevelopment of all or part of the site as long as public toilets are provided for.
5) YTC cannot dispose of the site or accept a charge over it without
6) There is an option for the IWC to re-purchase the toilets within 21 years of this transfer of title if a council breaches any of the covenants, or if IWC wishes re-acquire the site for redevelopment, in which case it will compensate the council for ‘reasonable costs’ incurred on a sliding scale basis. Note that this clause only compensates for capital costs incurred, not increased value in the event of a council carrying out an agreed redevelopment of a site – there is contradictory information coming from the IWC about this, but that appears to be how its officers are interpreting it.
Councillors are asked to approve the signing of all documents relating to the transfer of title.
156/2016 NEW YOUTH OFFER GRANTS
Grants up to £20,000 are available for Youth organisations. The scheme is open to groups, organisations and enterprises of all types to bid for grant funding that can be used to provide services and projects, which will deliver youth opportunities and positive activities within an environment where young people can engage in a safe, social setting.
The prospectus is an invitation to groups, organisations and enterprises of all types to bid for grant funding that they can use to provide activities and projects which will deliver youth opportunities and positive activities within an environment where young people can engage in a safe, social setting. The provision will be targeted towards young people aged between 11 and 19 (up to 25 with specified additional needs) by supporting individuals and groups directly.
