MINUTES OF THE SUTTON PARISH COUNCILMEETING OF HELD IN

ST. MICHAEL & ALL ANGELS’ CHURCH ON THURSDAY 11th JANUARY 2018 AT 7.30 PM

There wereapologies for absence from Keith Yerbury and Diane Lamb.
  1. Declarations of Interest:
There were no Declarations of Interest.
  1. Approval of the Minutes of the Parish Council Meeting held on 23rd November 2017
These had been circulated previously and were agreed as a true record of the meeting.
  1. Update on Items:
  1. A47 Wansford to Sutton Dualling – the Chairman confirmed that an update report was circulated to residents by e-mail on 9th December 2017. A meeting with Debbie McQueen, Manager of Sacrewell is due to take place on 12th January 2018. The next meeting is due to take place on 17th January 2018. Stephen Upex has been commissioned to look at the archeology of the site at a cost of £1,500. The Scheme Assessment Report is still awaited.
  2. Highway Issues–the Chairman reported that 20 mph repeaters have been installed on Nene Way but there are still several other matters that are long outstanding. Mick Grange mentioned a recent problem that when the A47 was closed due to an accident, the Police did not restrict access to the roads into the village and many motorists tried to drive through the village as an alternative route. He has tried to discuss this with the Police and the Parish Council will ask Amanda Large, Crime Reduction Officer to forward its comments onto the relevant person.
  3. Recreation Ground Maintenance – the Chairman reported that a Site Visit had been undertaken by the Parish Councillors and issues discussed included on-going maintenance of the hedges and rabbit control (the rabbit man is due to visit this week). The hedges need trimming back on the north and west side prior to rough laying hedges. The Chairman will speak to Robbie Reid.
  4. Councillor Training – Cllr Campbell is interested in attending the Parish Councillor Training on 7th February 2018 if there is a place available. The Clerk will liaise with CAPALC.
  5. Defibrillator Training – it was reported that 12 residents had attended the Training on 4th January 2018. It was agreed that the access code and information sheet will be sent round with Living Villages. The Chairman reported that the light is not working despite having replaced the lighting tubes and starter. The Chairman and Anthony Eager will deal with this problem. Anthony Eager has agreed to check the equipment on a monthly basis. The Defibrillator is registered with the Ambulance Service. BT can send a message to nominated residents if help is needed to operate the Defibrillator – this needs to be activated with BT. It was agreed to purchase a £100 Amazon Voucher for the trainer who had provided two Training Sessions free-of-charge.

  1. Planning & Tree Applications:
There were no Planning & Tree Applications. It was noted that Planning Application 17/01765 Demolition of farm buildings and erection of single dwelling on land to the east of Manor Farm, Nene Way, Sutton had been granted as had Tree Applications at 20 Nene Way and 10 Graeme Road.

  1. Bank Signatories
The Clerk was pleased to report that she is now a bank signatory (along with the Chairman and Cllr Yerbury), has access toInternet Bankingand the correspondence address has been transferred to her address. The Chairman and the Clerk will visit Santander to change the signatories and get the correspondence address transferred but this should be easier as this is an investment account.

  1. Precept 2018-2019
The Clerk had circulated copies of the Budget and Precept Proposal to the Parish Councillors prior to the meeting. The Chairman proposed that the Precept for 2018-19 remains the same as for 2017-18 (£4226); this was seconded by Cllr Campbell and agreed by all present. The Chairman will pass on paperwork to Cllr Campbell for him to endeavour to ascertain whether evidence exists as to who is financially responsible for the Burial Ground. / PL and Clerk

  1. Correspondence Received:
The Chairman had attended a Parish Councils’ Liaison Meeting on 20th December 2017 and had obtain leaflets about Care & Repair and LEAP which, respectively, are organisations that can undertake maintenance work for elderly and disabled people who live in both private and rented accommodation and offer energy saving advice.
  1. Public Participation:
The Member of the Public asked about the plans for the Strawberry Fayre which is due to take place on 23rd June 2018. Cllr Bodily will speak to Cllr Yerbury about this. / AB
