Welcome and Introductions. Chair Chief Thomas, called the meeting to order at 9:31 AM welcoming all. Introductions were made around the room.

Report from Director. Executive Director Ueland reported:

Spotlight. MSNBC will be at Valley Com March 4th to film regarding a Tukwila CPR call received in October. A Tukwila Police Officer was able to administer CPR prior to Aid arriving. MSNBC is running a story on the Officer using dash cam video and wanted to include VCC Call Receiver Beth Greeno for the part she played in the incident.

Tiburon. A letter was received earlier this month stating Tiburon was purchased by competitor TriTech. TriTech was #2 in the Valley Com CAD vendor selection process. In a recent conversation with TriTech CEO, he assured continued support of the current Tiburon product into the foreseeable future. While the implementation of proximity dispatch, eCBD and map enhancements are still set to happen, there will be no further enhancements or development of the Tiburon product.

Valley Com has completed the acceptance phase of the CAD system and has now entered into the warranty phase.

Motorola Rumor. Bloomberg News recently reported a pending sale of Motorola Solutions. Motorola confirmed there is no buyer at this time although it is a publicly traded company, it could be sold at any time. There is no risk to the PSERN project if it did sell in the future.

Motorola Sales Representative Joe Piksa concurred.

Joe also introduced new Sales Representative Brad Steiner, Brad will be taking over the VCC Motorola account.

PSERN. The Steering Committee met earlier this week. Chief Church is no longer the fire representative on the committee, the new representative is a Fire Commissioner from Burien/Normandy Park.

The funding measure was passed out of committee and will go to the full council March 2nd at 1:30PM. This will be the last chance for the project to make the April ballot. Once again there is a request for attendance of uniformed personnel to show support. If the project does not make the April 28th ballot or fails the risk will include running out of appropriated funds that support the work, the Motorola contract will expire before next viable ballot opportunity, and site development. There are 9 sites that will need to be built from ground up with potential forest service delays.

Labor Group. Valley Com received a demand to bargain notice regarding the potential dispatch for KC Airport. Valley Com acknowledged receipt of the notice and stated there are no immediate plans to incorporate KC Airport into Valley Com.

Valley Com is currently in labor negotiations with both VCCEA and the Supervisors Guild. Both contracts expire December 2015.

Public Disclosure. Recently Valley Com began receiving a daily request for all 911 recording from the previous day. The Records Department met with the individual earlier this week to discuss and educate the requester on how Valley Com obtains and produces recordings. By the end of the discussion he understood the difference between audio recordings and the recordings he receives from Seattle PD and the County. He cancelled all requests.

Telecommunicator Week. Administrative Services Manager Robey discussed the upcoming National Telecommunicator Week, April 13 -17. She requested donations for the daily give-a-ways and asked that they be delivered to Valley Com by April 3rd. Mary Sue is willing to pick up donations if needed.

Minutes. Chief Schneider moved to approve the minutes from the January 22, 2015 meeting. Chief Doerflinger seconded. Motion passed.

Voucher and Payroll Approval. Commander Hirman moved to accept claims check numbers 25665 through 25736 in the amount of $254,610.24 for the period ending 01/03/15 through 02/10/15. EPAY numbers 2015-3 through 2015-16 the amount of $245,537.63 for the period of 01/07/15 through 01/30/15. Payroll in the amount of $1,028,916.08 for the period of 01/01/15 through 02/15/15 including issued manual check numbers 39608,39609, and 39610 and voiced check numbers 21428277 and 21438558. Chief Peterson seconded. Motion passed.

Next scheduled meeting of the Operating Board will be March 26, 2015 at 0930.

With no further business, Chairperson Thomas adjourned the meeting at 0953 hours.
