LIPP Vice Chair Campbell noted that the deliverable for the committee are white papers which will cover key issue items that Congress as well as regulatory bodies are examining. As a backdrop, these white papers need to examine three (3) key items:

  • Economic impact (i.e. cost to serve)
  • Environmental impact
  • Job / Wealth creation (i.e. job losses as well as opportunities for new jobs and small businesses)

Several working groups provided an overview of their calls.

Energy Delivery Working Group - Darlene Phillips, Lead

Group had their kickoff meeting on 8/11/11. The group decided that most of their work will focus on the impact of transmission and distribution on our communities. Several key issues were identified:

  • Reliability and security of the grid – will work with Cyber Security team so as not duplicate efforts
  • Infrastructure planning
  • State vs. Federal jurisdiction/decisions
  • Impacts of key legislative/policy decisions on ratepayers
  • Role of ISO's/RTOs
  • Effectively education of decision-makers

Energy Efficiency Working Group – Michael Baker, Lead

The committee identified seven (7) key topics which could be placed into a webinar library.

Residential energy efficiency differs from a national agenda which seems to focus on industrial. This may be an opportunity for the organization to partner with others.

  • DOE Energy Literacy
  • Public / private sector job opportunities
  • Understanding demand response programs
  • Understanding regulatory procedures & tools for energy efficiency programs
  • EE 101 – fundamentals of these programs/basics of ratemaking & how they interface

Cyber Security Working Group – Marie Knox, Lead

The committee provided an overview of their conference call (minutes attached). There was discussion on the definition of cyber security and its impact on the African American community. An overview of Congressional action on cyber security will be put together to assist in guiding the committee’s work. Other topics to be considered include:

  • Disaster recovery for energy companies
  • Solar storms / Geo-magnetic storms
  • Cyber legislation
  • Remote access vulnerability (and its impact on the community)

It was decided that working group would examine this topic from an emergency perspective and how to make communities aware of potential hazards as well as how to prepare should an incident occur. Communities should be made aware of the vulnerabilities.

It was noted that the difference between a cyber-security versus reliability event is that in the former, the grid would be down for weeks, months or longer.

All committee chairs are reminded to cc: David Owens, Sabrina Campbell, Frank Stewart and Paula Jackson on all meeting notices. P. Jackson will begin posting meeting notes on AABE website and create discussion forums for each working group. Once completed, all team members will receive instructions on accessing information.
