Held in the Town Hall, Heanor on 7th January 2016

Also present: PCSO 4563 Fisher, PC 2410 Marshall, Cllr Valerie Thorpe, three Amber Community First Responders, Pastor David Howe and representing North Midland Construction were Greg Baverstock - Project Manager, Emma Price - Project Engineer and Will Hooper - Project Engineer.

In pursuance of the powers conferred by Section 137 of the Local Government Act 1972, the Mayor presented cheques to the following organisations: - Heanor Salcare and Amber Community First Responders.

Greg Baverstock of North Midland Construction briefed members on the proposed construction works on Breach Road, Lacey Fields and Lee Lane. This is a flood alleviation scheme and the work is to be carried out on behalf of Severn Trent Water.

(a) Public Matters

Cllr Aldwinkle felt that funding the Firework display at the Town Council's Christmas Light 'Switch On' event was inappropriate use of public money.

Agreed: This comment was noted.

(b) Police Matters

PCSO Fisher reported an increase in burglaries over the last month.

Conviction figures for previous crimes were requested.

County Council

Applications for children's primary school places must be submitted by 15 January.

Financial Advisors are being signed up to Trusted Trader.

Devolution agreement for North Midlands published.

'Dry January' Booze Break – encouraging people to abstain from alcohol for the month – is backed by the Council.

£240,000 grant to help Council to support victims of domestic abuse awarded by Government.

Council Tax

The Prime Minister at Prime Minister's Questions asked DCC to raise its Council Tax to prevent it having to make cuts due to reduced Government funding.

New grants to help young people in Derbyshire

A new grant scheme is being set up to celebrate the first anniversary of the launch of YOUTHINC, our new youth offer combining all services for young people. It will be called 'YOUTHINC − We Grant' a name that was agreed on by elected members of Derbyshire Youth Council.

The grants will promote and support priorities agreed by the youth council as well as supporting youth activities within communities.

Cabinet has agreed that groups supporting the development of youth activities throughout Derbyshire can apply for a share of £50,000 with grants of up to £1,500.

Heanor Fire Station

Cllr P Jones attended a presentation to the staff at Heanor Fire Station in recognition of them raising the most money in the East Midlands area for the fire-fighters charity

Closure of Leaderflush

Work has now stopped at the site and staff informed about redundancies on the 29th December. In all it is expected 325 jobs will go from the Langley Mill site with a further 82 from a subsidiary company in Mansfield. The company is now in the hands of administrators who are seeking a buyer for the company.

DCC are working with AVBC and Job Centre Plus supporting those workers made redundant. A meeting will be held, this Friday, here in the Town Hall with all the stakeholders to coordinate a response.

Devolution

The deal document, which sets out the final negotiating position of the Council and business leaders behind the bid, was sent to Chancellor George Osborne and Secretary of State for Communities and Local Government, Greg Clark just before Christmas.

The agreement, as it stands, has been developed following months of negotiations. The majority of the deal has broad agreement, with only a small number of issues now requiring final discussion and sign off.

The deal sets out ten key benefits devolution would deliver for the residents and businesses of Derbyshire and Nottinghamshire:

·  55,000 new private sector jobs

·  77,000 extra homes

·  An Investment Fund over 30 years to provide infrastructure such as roads and bridges

·  Adult skills provision that better meets the needs of businesses

·  A joint transport fund to spend on key transport improvements

·  A better co-ordinated public transport system with 'Oyster' style smart ticketing

·  More responsive and co-ordinated business support for growth

·  The creation of substantially more apprenticeship opportunities

·  More people entering employment through better targeted local programs

·  Journey times to London of less than 90 minutes by train

19 councils across Nottinghamshire and Derbyshire together with business leaders from the D2N2 Local Enterprise Partnership which covers the two counties, are seeking to create a single Combined Authority for the region by March 2016 − the first of its kind featuring district, borough, city and county councils.

The Combined Authority and a new Mayor, elected by the people of Derbyshire and Nottinghamshire, would be granted powers and resources currently held in London and gain responsibility for delivering a raft of new measures to boost economic growth, create jobs, build new homes and improve the quality of life for people living in the area. The powers will also include those of the current Police and Crime Commissioners.

The competition and campaign is being funded by Advantage Waste Brokers − the contractor which works on our behalf to collect and recycle electrical items taken to its recycling centres.

Borough Report

Local Plan Abandoned

Amber Valley Borough Council confirmed that their Core Strategy could not deliver the number of houses required for the Borough between now and 2028 and as a consequence have withdrawn the plans from public examination. Nationally only 20% of Council have NOT got a Core Strategy so we are in the bottom quartile of Council.

I understand that it could be a minimum of 12 months before any plan is ready for examination by an Inspector and gives the possibility that the government may directly look to see which sites should be developed.

As a direct consequence the Council will only be able to oppose planning applications in exceptional circumstances.

105 Town Council – Items for Decision

(a) Heanor Traders Association - Funding Needs

HTA have drawn up a forward plan of activities, they welcome the support of

the Town Council and any possible financial assistance the Town Council

may be able to provide.

Resolved: This agenda item is referred to the TCPM&F committee.

(b) Local Council Award Scheme

The Town Council wish to obtain Foundation Level on the above scheme. The Town Clerk furnished members with a list of requirements for this level.

Circular 26/2015 General - LAIS Documents, Transparency Fund, Revised Legal Topic Notes, Council processes and Good Practice - your Agenda, Auto Enrolment, and Vacancies.

Sector Led Body for Audit

Following the abolition of the Audit Commission, the National Association of

Local Councils, the Society of Local Council Clerks and the Association of

Drainage authorities have successfully persuaded the government to fund the

start-up cost of £540,000 to procure authority audit services.
