Regular Meeting

October 11, 2016

PRESENT: Council Members: Mayor Stalboerger,Annette, Boyer,Bryngelson and Loreth

ABSENT: None

Guests:

The Mayor called the meeting to order at 7:00pm.

Motion Boyer, second Annetteto approveSeptember Regular Minutes, 9/27/16 Special Meeting Minutes,Bills, CommittedMonies as presented. Motion carried. (5-0)

Liquor Department:

  • Manager attended MMBA Regional Meeting
  • Halloween Party is scheduled for 10/31
  • Cadillac Jack is thinking about putting in a 3 machine progressive jackpot.
  • Price increase effective 11/1/16 .25 on-sale and 1.00 off-sale.

Motion Loreth, second Boyer to approve raising ATM fees from $2.75 to $3.00 per transaction. (The Liquor Store receives .75 per trans) Motion carried. (5-0)

Police Department:

  • Winter tires to be put on squad.
  • There has been a rash of burglaries in town.

Fire Department:

  • Five firefighters attended the Becker County Emergency Disaster Drill.
  • No parking signs have been ordered for the fire hall.
  • Firefighter Banquet scheduled for March 4, 2017
  • General consensus to allow Face Book Page and Fire Page on Website to be set up.

Motion Annette, second Loreth to approve city staff to proceed with applying for 2016 AVG (Fema) Grant. Motion carried. (5-0)

Public Works Department:

  • Gravel and shouldering maps were reviewed for 2014, 2015 and 2016.
  • General consensus to pursue fixing sewer outlet valve problem from pond. (Estimated cost $20,000)

Motion Annette, second Bryngelson to hire contractor to clean ditch in front of lagoons. Motion carried. (5-0)

WELRP provided a certificate of insurance on the wind turbine.

General consensus of council to discontinue the on line payment program, as no one is using and there will now be a cost to the City.

General consensus of council to discontinue all advertising for the Callaway Event Center.

Motion Loreth, second Annette to begin proceedings to opt out of MN Stat. 17-160-1; which defines and regulates temporary family health care dwellings, a public hearing is set for 11/10/16. Motion carried. (5-0)

Cliff Bryngelson recused himself from city council to bring forth the following issue as a resident.

Bryngelson would like the council to consider tiling and filling the ditch on Minnesota Street next to his property. Consideration was tabled until further information could be gathered and presented to council.

Motion Annette, second Lorethto adjourn at 9:20pm. Motion carried. (5-0)
