Meeting Convened:2:15p.m.

CMWilson opened the meeting by thanking everyone for attending. He explained he called this meeting to discuss the Public Investment Policy (“PIP”).

CM Wilson stated he met with CM Brosche earlier in the week in which she suggested he meet with other members of the Special Economics Development Incentives Committee. He stated his main concern is with the commercial corridors, specifically Beach Blvd, which do not meet the criteria that the PIP calls for- % of labor force non employed and median household income. He explained census track and census block information.

Kirk explained the basis of the PIP and differentiated between the census track and census block information in regards to the Policy.

CM Crescimbeni questioned if using data from census tracks today prohibits the Council from using data from census block in the future. He stated if using census tracks today does not set the precedent for the future, then it would be best to move forward with the proposed PIP legislation with the discussion of possible amendments in the future.

CM Wilson stated his goal is to encourage redevelopment along heavy commercialized corridors such as Beach Boulevard and to incentivize businesses other than car lots and pawn shops to the area, which come with the intense commercial zoning CCG2. He stated there may be an opportunity to add intense commercial corridors as an area that could qualify and apply for funding under the PIP.

CM Anderson suggested CM Wilson to look at the Façade Grant component under the PIP for areas in his District.

CM Brown commended CM Wilson for bringing this issue forward and suggested he and the Office of Economic Development research other funding opportunities similar to the programs offered to promote business Downtown.

CM Crescimbeni stated the biggest disservice to the 2010 Comp Plan is the over commercialization of corridors such as University Boulevard and Beach Boulevard. He stated while he agrees with CM Wilson and would also like to see redevelopment along commercial corridors, amending the PIP is probably not the right avenue. He suggested the idea of establishing another program that addresses that issues CM Wilson is bringing forward, possibly a separate REV Grant.

CM Wilson explained his overall concern with utilizing census data in city policy and the process in which the information is used for funding projects, specifically using census tracks vs census blocks.

LaCree stated an organization or city department can apply for projects funded with CDBG money or other Federal or State funds, based on census block or census track information. She stated the Housing Department uses both census block and census track data when deciding which programs or projects to fund.

CM Crescimbeni suggested the Office of Economic Development research ideas for adistressed corridor REV Grant or similar grant opportunities. He stated after the OED has time to research the proposed new grant program, to circle back to the Council Members.

CM Anderson agreed with CM Crescimbeni and asked that CM Wilson and the Council move forward with the proposed PIP legislation and look into other possible funding and programs for areas along commercial corridors.

CM Wilson thanked everyone for attending the meeting and plans to call another Noticed Meeting in the near future to further the conversation with the new information from the OED.
