Various discussion points were as follows:

1)Status of recommendations brought by QOL to Borough

The QOL committee would like to know how we can be updated regarding recommendations

Informed Mayor would entertain Street Sweeping again.

and still pending completed report from QOL tour from last year. Code Officer Bryant Curry was absent.

Action: Councilman Randy Bonnell will follow up with Bryant Curry.

2) Discussion of Commercial Vehicle parking:

-Many people present volunteered for the parking committee, none were contacted so far.

-Recommend Avon’s ordinance and possibly follow suit. Very difficult to find any residential town that allows commercial vehicles to park on streets overnight.

Concern Bradley Beach will become a destination for commercial vehicles from bordering towns as in past.

-Resident Linda Curtis said some people live here and have one vehicle and it is their work vehicle.

-A permitted parking area was suggested for residents with vehicles registered to their address in Bradley Beach only.

-Pictures were shown of various vehicles that were not registered to residents, i.e., NJ DOT vehicle, Tyco van with tubes on the roof as well as vehicles with commercial advertising without commercial plates. Vehicles are not being ticketed.

Question: Why isn’t the current ordinance being enforced?

-Randy Bonnell stated that it is illegal to have commercial advertising without commercial plates.

-T.J. Coan - Stated we are a front porch community it is not fair to residents to have to look at unsightly commercial advertising in front of their residential homes.

-Police have not enforced current law making it more difficult to enforce it now.

-New commercial vehicle ordinance does not have the word “commercial” in it. Opening the doors to more commercial vehicles.

-Large commercial vehicles block driveways, obstruct smaller streets causing a hardship for residents to get in/out of driveways.

-Resident Al Gubitosi asked if we can give our input to the parking committee?

-Resident Ann Gubitosi questioned if vehicles would be secure parked in a town parking lot or on Main Street. Other residents said their cars were broken into in their own driveways, other areas would be at the same level of risk. Avon Police have no difficulty enforcing the ordinance and keeping the commercial parking lot safe.

-Question: Why can’t BB have a designated area for commercial vehicles to park?

-QOL Concern: Due to the pattern of inconsistent code enforcement, can the town possibly be exposed potential litigation.

3.)Landscping /DPW collberation- Status Update

-QOL member Paula Gentempo: Meeting was scheduled with BA, Kelly Barrett and then postponed. Pending a new date from BA.

Action: Randy Bonnell will follow up.

4.)Code Update

Report from director Bryant Curry

Bryant was absent, no update

Dumpsters:

Resident Ann Gubitosi - 4th Ave and Main Street, Food Wells still has an overflowing dumpster. Residents are disgusted and giving up, no updates from Bryant, why do we have the SDL Portal as there are no updates. Months and months have gone by with no solutions.

QOL suggested giving people 2 weeks to amend a violation, and after 30 days a summons will be issued. In addition, how many fines were issued and collected in 2017?

Grills and trash can locations:

Jane DeNoble showed 20+ residents storing garbage cans on front porches and in front yards.

Resident Al Gubitosi asked if we can have an ordinance that does not allow beach towels on front porches we should certainly have the same for garbage cans. In addition, gas grills should be included in an ordinance, prohibiting them from front yards as well.

Resident (un named) also asked why he had to purchase new garbage cans, while other residents have no lids, bags only (being eaten by squirrels), even on Main Street bags are on the street rather than garbage cans. Jane DeNoble suggested town wide garbage cans, a resident said the summons can pay for the new cans.

The ordinance needs to be enforced otherwise no summons can be issued.

5.) Residential mail concerns:

T.J. informed us our town has been having trouble for more than 2 years now as the central mail station is in Belmar. Any complaints to the Post Office does not, and has not helped. Suggestion to contact Congressman Chris Smith. Assistant Jessica said they are planning to add two full time employees to the Belmar office. In the meantime she suggested calling in to Chris Smith’s office, they will email a form to you to make a formal complaint.

6.) Beach Street Marker Discussion lead by Rich Despin

Rich presented a visual of the yellow markers on the beach.

NOTE: Markers have been removed.

Open Comments

-Pump station still has an overwhelming odor. T.J. Coan suggested to extent pipes to dissipate the odor higher in the air, away from visitors. Biagio has treated with chemicals that helped, but they are expensive.

-Why did it take so long for Country Farm to remove their bent up unsightly sign?

-was it lack of enforcement and follow up again?

-Nothing is enforced -dogs are walking on the boardwalk, commercial vehicles are parked overnight, garbage cans, there were tents all summer, where is the disconnect? Other towns enforce these rules, why can’t our officials do the same.

- We need to keep up with the changing times.
