Approval of February Agenda and December Minutes

Reports

EOC:

·  Emergency Management outreach season is picking up. Earthquakes are a big topic due to recent activity.

·  SHSP

o  Grant cycle is ending now for EOC and now moves on to state level.

o  Contract to assist in writing Continuity of Operations Plan is included in the grant.

AFD:

·  Windshield Surveys-Triage and awareness of what is going on around the city after a major earthquake/disaster event.

o  All apparatus stop taking calls to perform triage.

o  Each apparatus triages their assigned area and report back to EOC.

o  Last practice with EOC, windshield survey took about 45 minutes. Windshield surveys have only been implemented in practice so far.

o  During triage all incoming 911 calls would be placed in stat.

·  Spice calls- Spikes in calls still occurring. AFD meetings have been held to discuss utilization of personnel within budget.

·  New hire process still going on, conditional job offers going out the 12th.

·  Three new tenders will be arriving soon, 3 new ambulances will follow.

·  All AFD ambulances are current on safety standards.

APD:

·  Recruiting in process.

o  Laterals transfers are being encouraged from other departments, we have had 9 inquiries so far. Hoping for 15-20 laterals.

o  3 academies this year planned. Current academy started with 19, down to 18. FTO down to 17.

·  Spice

o  Spice Summit had 50-75 in attendance. Good medical information presented.

o  Some education being done by DHHS and Catholic Social Services for their clients.

o  It is a misdemeanor to sell spice, 1 individual charged for distribution so far.

·  State notification given to Anchorage to expect release of 1300-1500 prisoners due to state budget limitations.

o  Citations will be given for misdemeanors with implementation of new bill from legislature. (SB 91, Sponsors: Ellis, McGuire, Costello, Bishop, Micciche, Egan, and Coghill)

o  Group discussion: Texas example, factors to consider-reimplementation process into society, proximity of prisoners to family members.

New Business

·  New PSAC members-no new information, Mayor’s office is working on it.

·  Absent vs. Excused-research by Board Liaison in coordination with Mayor’s Office.

Old Business

·  Reports from current Commissioners AFD station visits, APD ride alongs, or APD training facility visits-no comments.

Commissioner Comments

Loren Lehman-I thanked commissioners last month for their support with the death of my daughter. I especially want to thank DC Gilliam for his thoughtfulness and support and the officers of APD who offered their services at her memorial.

Sharon Chamard-Clint Campion (State District Attorney) attended the Fairview Executive Board last week. He is performing outreach at Community Councils to find out what their biggest crime and public safety concerns are.

I participated in the homeless encampment outreach that was done a couple of weeks ago. I was assigned 2 hours in the Chester Creek area from approximately Seward Highway to Bragaw St/DeBarr to N. Lights. Point in time count is required every year by each city who receives federal money for homeless services. Count was done for homeless out in the woods which hadn’t been done for a couple of years. Contact was made with about 70 people in camps by volunteers. A list will be made of the most vulnerable people.

Sharon Jackson-SB 91, I will read it but I would like to see if there is anything we as a committee can do.

David Moore-It has been a very productive meeting and good discussions.
