Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 2nd December 2015 at 7.30 p.m.
1. COMMITTEE:
PRESENT: Vic Smith (Chairman), Christine Carey, Jim Carey, Ian Ballard, Sue Sandmann, Mark Sandmann, Kim Gordon, Margaret Agate, Andy Mills and Keith McCourt

ABSENT: none
The Committee recorded the resignation of Steve McManus this month from his role as Referees Secretary. In accordance with Rule 5G Andy Mills was appointed as Acting Referees Secretary. It was decided not to appoint a Deputy at this time but that this would be kept under review.
2. MINUTES OF THE LAST MEETING: (4th November 2015)
These were agreed to be a true and accurate record and were signed by the Chairman.
There were no matters arising from the minutes.
3. CORRESPONDENCE:

The Committee discussed this and the League Secretary will respond by the deadline.

Sandra Tillman Thank you to all for the donation made by the League towards her gift upon her retirement as Assistant Chief Executive KCFA.
Real 60 complimenting referee, Peter Cole on his performance and control of the U/18 Wildcats v Rainham 84 fixture 8/11/15.
Andy Mills – whilst refereeing U/14 Bredhurst Juniors Youth v New Road he noted a lady who was encouraging and supporting New Road. Andy wrote ‘I feel she deserves great credit , this league could do with a lot more Sarahs, she made the game an absolute pleasure to ref , and I have to say , both teams battled all the way to the end of the game, both teams are a credit to the league , but Sarah was superb.
4. CHAIRMAN’S REPORT:
To everybody and their families best wishes for the forthcoming festive season and hope 2016 is good to you all both on and off the pitch.
Would all secretaries please remind managers of the guidance for marking referees. If you are not aware these can be found by looking on the KFA website at www.kentfa.com
Look under Referee Information and Regulations and then select a Club marking of Referees
Please remember a mark of 60 or lower requires a report within 7 days of the fixture and should be sent, in the first instance, to the age group registration secretary Rule 11E refers - a mark of 0 is not acceptable
Marking 60 and below - The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game.
In cases of concern reports would be referred to Nick Dunn at Kent F.A. and you will be informed in such instances. The League has no power to change a referee decision or make direct contact with a referee to discuss performance or conduct.

6. SECRETARY’S REPORT:
I have previously circulated this advice in an e-mail but as another reminder:
1. It is not acceptable to train on Medway Council pitches. We have no agreement for this and our colleagues in the R&D and MMSFL have paid to play their games on Saturday afternoonsand Sunday mornings. A charge for bringing the MMYL into disrepute will be issued to any MMYL club found to have caused a pitch to be declared unfit for any league match.
2.Home team to notify Russ, our results secretary of all postponements plus any surviving home games results in the normal way.
3. Non played fixture forms are not normally required for postponements due to unfit/waterlogged pitches. If there is a dispute in any way the fixture secretary will request the form.
4. Please read Rule 13(D)&(F) with regard to referees powers and fee.
5. If the pitch is declared unfit prior to the day of the game teamsmust explore the possibility of reversing the fixture and playing on the opponents ground before cancelling.
If the game has to be cancelled on the day please do try to save unnecessary travel for your opponents. I know that most match notifications now contain the home team phone number but it may be advisable, especially during periods of bad weather, for the away team to provide a contact number when acknowledgements are sent per Rule 10D in case of cancellation.
Clubs are reminded that County Discipline Whole Game System records are checked against MMYL records.
If a game, nominated for suspension for one of your players, is postponed then the club secretary must notify the KFA and amend the suspension.

Cards must be received by the age group registration secretary by Wednesday following the fixture. Please refer to Rule 11 for instructions regarding completion of the cards.
CLUB PLAYING RECORDS - F.A. SCOR 8(L) - a record must be maintained by every Club of every player it registers, including a record of the games in which they play.
These records must be produced to the League when required. They can be useful in resolving match card or other paperwork discrepancies. Following a significant increase in charges being raised last season, for breaches of registration rules, spot checks will be conducted this season.

Well, the Futsal is well under way and from the comments I have received so far again everyone is enjoying it.
The U/7s have fitted into playing it easily with just our instruction.
You all seem to have taken on board last meetings comments and the match cards are so much better.

Still lots of silly mistakes on cards please make sure you use your proper team name and don’t shorten names using just initials, also don’t shorten players names please use name registered on cards if registered as Thomas please don’t use Tom etc . Please check match card thoroughly before posting, I also need to receive cards by the Weds following Sundays game - lots of late cards. If sending a registration please include a SAE to return. If you mark a referee 60 or below I need a report within 7 days of playing the match.

U/12 & U/13 Secretary
Re-arranged fixtures for thosewho have byes incup week in January will be sent out end of December. Reminder match cards MUST be filled inBEFORE the game commences and registration cards exchanged. It has been reported to me some managersare not doing this. It appears some managers think they above league rules and not just in my own age groups !
Thank you to the clubs whose player recordswere submittedas requested , however some of the formats made it harder towork out who played so please make sure that records contain the following
1 Players complete names
2Dates on the records of each match
3 All registered players since start of season regardless if they have left.
4 Indication whether they started /sub or didn't play at all.
Rainham 84 U/13 D1 withdrew from the League on 22/11/15. Players dealt with in accordance with Rule 14D(i). Before signing any of their ex squad clubs need to check with Rainham 84 secretary as per Rule 8E for any debts outstanding. Players will be cup tied as per Rule 25N.

A big improvement on the fines this month,keep it up!!
Please make sure that your match cards correspond with the referee’s card as there seems to be discrepancies showing up again.
Again I need to remind the same clubs that a SAE must enclosed with a transfer/new registration forms. I still have a card here that’s not been collected (due to no sae) which now tells me that teams are not checking players cards on match days as this would have been picked up 3 weeks ago.
Low referee reports must be sent to me within 7 days of the date of the match but I seem to find myself chasing this every week as clubs are failing to do so.
