Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 4th April 2012 at 7.30 p.m.
1. COMMITTEE:

2. MINUTES OF THE LAST MEETING: (held on 7th March 2012)
These were agreed to be a true and accurate record except that the trophies listed as non returned by Wigmore Youth should have read U/7 sportsman, U/12 League Cup, U/13 D1 winners and U/13 League Cup under item 6. The minutes were signed by the Chairman.
There are no matters arising from the minutes.
3. CORRESPONDENCE:
K.C.F.A. Ltd. Paul Dolan notifying Leagues that the FA Sanctions and Registrations Committee is considering the final amendments to the Standard Code of Rules for 2012-13 season. Publication will be after approval by FA Council on 3/4/12.

K.C.F.A. Ltd. Lee Suter – invitation to a League Seminar on 1/5/12
League referee, Andrew Bolton rang the League secretary to record his compliments to Rainham Kenilworth and Riverview Utd U/14s teams and managers for their sporting conduct throughout their League Cup semi final.
Rainham 84 U/12 manager wishes to record thanks to Ray Kerr and referee Dan Friar for officiating on 11/3/12 –‘a really good job and decisions were always clear which helped keep the game moving’.

League referee, Brian Templeman (Cliffe Woods Colts v Lordswood Youth U/13 League cup semi final) would like to record that it was a pleasure, Players, Managers and Supporters acted insporting and respectful manner
‘The game itself was what Cup Ties are all about hard fought with 10 goals and extra time. It was a pity that one team had to lose
Both Teams were a credit to their Clubs’
New Road recording thanks to match referee following the U/10 semi final on 11/3/12. They wrote “Patrick Allen was an absolute credit to the game and the Referees Association, and officiated the game extremely well. We would formally like to wish Wigmore Youth all the best at the Final and we are very happy that New Road FC got this far!”
New Ash Green informing the League that the Club has been awarded Charter Standard status. The Committee record congratulations to everyone concerned.
League referee Peter Curran ( U/18 Istead Utd Colts v Rainham 84 on 25/3/12) wrote “Could I say how much I enjoyed refereeing the game at Istead United today. Both teams played excellent football with very little involvement for me. It is a pity that one team had to lose in an exciting 6 -5 score line.The best game I have officiated in this season and both teams are to be congratulated.”
League referee Chris Williams “I would be grateful if you would compliment Wigmore Youth and Oak Athletic U18 on an excellent game played in the best possible spirit. The players, management and supporters were a credit to their Clubs.”
Woodpecker HI U/11 manager of League referee, Mitchell Goee “I have to say Mitchell has been the best referee all season, officiated with a smile on his face and a presence on the pitch that commanded respect from all of the players, parents and coaches. I believe Mitchell has ambitions beyond local level for refereeing games and the attitude he displayed yesterday leads me to believe that he will progress far.”
Amendments to Handbook
Two omissions from MMYL Rules to be added:
Page 10 Add Rule 2(F) ‘Applications by existing Member Clubs for admission to this Competition as per Rule 2(A) must be made prior to the 1st June of each season. Application for membership of the League with regard to clubs that were not member clubs the previous season should be made prior to 1st May of each season.’
Page 27 Add Rule 13 (P) ‘Where neutral official/s are requested by the opposing team, they must be responsible for the payment of said official/s.
4. CHAIRMAN’S REPORT:
Westill have a problem with linespersons running the line and coaching, there are also some that smoke and use their phone while running the line.I know we are at the end of the season butplease can secretaries point this out.

Many reports being received are not in accordance with GUIDE TO MARKING REFEREES in one case it consisted of just 1 line and a bit text, others are opinions because they did not get a penalty decision or particular foul i.e. isolated incidents - please adhere to the guide as reports may be logged as not in accordance with Guide.
60 and below - The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game.
6. SECRETARY’S REPORT:
Vic Smith and I attended a presentation by Nick Levett from the FA at The KCFA HQ regarding the FA Youth Review Proposals. The final proposals are available to view https://www.thefa.com/Leagues/YourKidsYourSay
I would like to suggest that you access the site and read through the proposals if you have not done so and I recommend the FAQ page by way of an explanation for the changes.
The proposals are the result of extensive research as detailed.
As I identified last month the League cannot continue to organise mini soccer in the current way if we are to be in a position to deliver mandatory changes from 2013/14 season i.e. formats of the game. The updated presentation did not identify any need to amend the previously notified changes for the 2012-13 season. We must comply with SCOR 8K and mini teams must be registered separately in future in the same way as clubs affiliate them separately with the KCFA. The League has taken guidance on the way forward from KCFA staff.
We will be holding a meeting for member clubs to discuss the changes and hope to have Lee Suter from KCFA in attendance to offer advice. I will notify you details of this meeting as soon as I can.

Firstly I have received a few disturbing reports from referees regarding behaviour from managers and spectators. I have passed the information of the offending teams to Christine. May I please ask you to review your pitch side behaviour. Football is a passionate game and some can forget that they are actuallysupposedto be a role model for the children that are playing. This also includes showing respect to the referee. We, as a league fully and actively support the Football Associations Respect Programme every referee completes a match report and rewards each team (which includes supporters, manager/coach and players) marks on respect shown during the match.
Not all of the reports I have received have been negative well done to the following teams I have included the referee's comments for you to read
Rainham Kenilworth v Cobham Colts U16's
"Excellent hard fought game both teams well behaved and played their part in an entertaining game, a pleasure to referee."
Eagles v Rainham Kenilworth U16's
"Excellent game played in an exemplary manner by both sides. Managers and supporters were full of encouragement for their team but utterly respectful to the opposition. A pleasure to referee."
New Ash Green v Meopham Colts U18's
"Athoroughly enjoyable game competitive, keenly contested and played in the right spirit both teams, management and spectators a credit to their clubs, the league and youth football."
