LT COL ZUPON“As you are aware, NGAUS is about making the lives of our soldiers and airmen better.Joining us this year from THE NATIONAL GUARD ASSOCATION OF THE UNITED STATES is:COL (Ret.) Pete Duffy, Director of Legislative Affairs.”

“Peter J. Duffy currently serves as Director of Legislation and Joint Programs Manager for NGAUS. He has been with NGAUS since January 1, 2007 having previously served as Deputy Director of Legislation and Joint Programs. Pete administers NGAUS legislative staff operations and personally manages lobbying efforts for National Guard medical, personnel and veteran benefits.”

“Pete is a retired Army JAG Colonel who served as the Judge Advocate for the New Hampshire Army National Guard until his retirement in 2005. He retired from his law practice in Manchester, New Hampshire to join NGAUS after thirty years as a civil litigator. He is admitted to the Bar in California and New Hampshire.”

“COL Duffy spent his active duty years in the Federal Republic of Germany as a defense counsel, legal assistance officer and counsel to the tri-service Armed Forces Disciplinary Control Board. He holds a BA from Stanford University; a JD from the University of California at Davis; and an MA in Strategic Studies from the US Army War College. He is the father of three grown daughters and has been married to Manchester, NH native, Susan since 1978.”

“And now, it is my pleasure to welcome to the podium our legislative leader at the national level and a great friend of the Nevada National Guard, COL (Ret.) Pete Duffy.”

LT COL ZUPON“The NNGA Past Presidents Award is awarded to Colonel Retired Pete Menicucci for his unparalleled support to the Nevada National Guard and the United States Military. During his illustrious career as a Nevada Army National Guard officer, COL (Ret.) Menicucci has supported untold legislative resolutions and initiatives that have had direct and positive impacts for the soldiers and airmen of the Nevada National Guard. Through his hard work and dedication in the Nevada National Guard, COL (Ret.) Pete Menicucci has brought great benefits to the its members. The legacy of his deeds will be embodied by better quality of life for the Nevada National Guard Soldiers and Airmen for generations to come.”

“COL (Ret.) Pete Menicucciserved in the Nevada Army National Guard and the United States Army for nearly 24 years. From Platoon leader to Brigade Commander, your contributions enormously impacted the Soldiers you led and the organizations you served. During this time in the US Army and the Nevada Army National Guard, your actions have shown great support for those serving above you and below you. As the Past President of the Nevada National Guard Association, you led parallel efforts to better enable those in the Nevada National Guard, Army & Air to live better livesduring your time as President, NNGA, from 2006 to 2010. You are an officer of the highest caliber and your professionalism, dedication exemplify excellence. Thank you for all you have done for the Nevada National Guard!”

LT COL ZUPON“I now call upon Capt Lance King, our By-laws Committee Chairman who will present the Bylaws Committee Report.”

CAPT KING“As you may recall, we have made significant changes to our bylaws over the course of the last three years. This year, we have additional recommended changes that we have determined are necessary.”

Nominations – Elections

LT COL ZUPON“I call upon Secretary MajJustin Galli for the Nominations Report.”

MAJ GALLI“Mr. President, as required and just amended by our Bylaws, there are two positions each of Vice President-Air, Vice President-Army and one position of At-Large Offiicerwhich are up for election this year and must be filled. Each position is a two-year term. There was also a 10-day nomination period up until yesterday with several nominations for the two Air positions and one Army position. They are Lt Col Tony MachabeeCapt Lance King from Air. MAJ Jerome Guerrero from Army”

“Nominees for the Vice-President Position that do not get elected, will automatically be voted on in the At Large position, in addition to any other nominees for this position.

1350Resolutions and Legislative Committee

LT COL ZUPON“The resolutions process is nownearly complete for the legislative year 2013. The quality of the resolutions package developed here starts the legislative process off in the right direction. After receiving a package of standing joint, army and air resolutions from NGAUS headquarters in Washington, and proposed resolutions from NNGA members, the resolutions committee members have invested much of their personal time to become familiar with the issues. Successful deliberations by the committee also depended upon the availability of technical information. We would like to thank John Brownell, Tony Machabee and Mat Mathsonand functional managers from the field for their advice, technical background, and insight.”
