Measures for the Administration of CAS President’s International Fellowship Initiative of Chinese Academy of Sciences (Trial)

Chapter 1 General Principles

Article 1In order to attract foreign talents to participate in our research work, expand our international partnership network for scientific research, enhance the internationalization of our research team and improve our international appealand competitiveness, the Chinese Academy of Sciences decided to implement the “CAS President's International Fellowship Initiative” (hereinafter referred to as the “PIFI”).

Article 2 The English name of the international talents scheme is "CAS President's International Fellowship Initiative" with the abbreviation as PIFI. Sponsored recipients of this program are referred to as PIFI Fellowcollectively.

Article 3The PIFI includes four types of projects:

(i) CAS President's International Fellowship for Distinguished Scientists;

(ii) CAS President's International Fellowship for Visiting Scientists;

(iii)CAS President's International Fellowship for Postdoctoral Researchers;

(iv) CAS-TWAS President’s Fellowship for International PhD Students.

Article 4 The Bureau of International Cooperation is responsible for the solicitation, review, inspection and evaluation of PIFI.

Chapter 2 Finance and Funding

Article 5 The project of CAS President's International Fellowship for Distinguished Scientistswill finance 30 foreign scientists who are active in the forefront of international science annually for 1 or 2 weeks of academic exchange with our institute or university. The funding standard is 50,000 RMB per week per person that would be borne by Chinese Academy of Sciences and its subordinate units, among which30% (15,000 RMB per week per person)will be borneby the subordinate unit (receiving unit). The PIFI Fellow shall sign an agreement with the receiving unit for return visits of senior visiting scholars of Chinese Academy of Sciences.

Article 6The project of CAS President's International Fellowship for Visiting Scientistswill fund about 200 foreign experts, who work in foreign research institutions, universities or R&D departments in corporations and have titles of assistant professors (or above), active in the research work and are internationally recognized outstanding,for a visit of 1 to 12 months at institutes or universities of Chinese Academy of Sciences(Applicants for applied working time exceeding 1 month shall work continuously in China each time for not less than one month).The funding standard has three levels according to the professional and technical titles of the PIFI Fellow:talents with foreign professors or equivalent titles will have a funding of 40,000 RMB per month per person (before tax); talents with foreign associate professors or equivalent titles will have a funding of 30,000 RMB per month per person (before tax); and talents with foreign assistant professor or equivalent titles will have a funding of 20,000 RMB per month per person (before tax). In addition, the PIFI Fellow will be subsidized with one-time economy class international travel allowance, i.e. 5,000 RMB per person from neighboring countries, 20,000RMB per person from Latin American and African countries, and 8,000 RMB per person from other countries and regions. PIFI Fellow with excellent performance in the evaluation at the end of the funding period can apply for a continuation under the recommendation of the receiving unit for no more than 2 times.

Article 7 The project of CAS President's International Fellowship for Postdoctoral Researchers will support about 100 foreign outstanding young scientists each year to carry out a one to two-year postdoctoral researchin our institute or university with the funding period of 1 to 2 years and funding standard of 200,000 RMB per year per person (before tax). In addition, each postdoctoral will be subsidized with one-time economy class international travel allowance 5,000 RMB per person from neighboring countries, 20,000RMB per person from Latin American and African countries, and 8,000 RMB per person from other countries and regions. PIFI Fellow under the age of 35 will be recommended for the NSFC Research Fellowship for International Young Scientists. PIFI Fellow with excellent performance in the evaluation at the end of the funding period can apply for a continuation under the recommendation of the receiving unit for no more than 2 times.

Article 8The project of CAS-TWAS President’s Fellowship for International PhD Students will fund 200 foreign excellent young scholars each year to study attheUniversity of Chinese Academy of Sciences or University of Science and Technology of China for a doctoral degree. The funding standard is 7,000 to 8,000 RMB per month per person for a maximum funding period of 48 months. The PIFI Fellow are required to attend the Chinese language training and Chinese culture courses for no less than 4 months.

Chapter 3 Application Requirement

Article 9 Applicants for CAS President's International Fellowship for Visiting Scientistsshall meet the following requirements. The applicant shallhave a foreign nationality from a country that has established diplomatic relations with China; have the potential to obtain a world-class science award or have already obtained equivalent awards and is still engaged in research work; and agree that core researcher in the receiving unit can pay a return visit for work to the applicant’s laboratory or institutes.

Article 10 Applicants for CAS President's International Fellowship for Visiting Scientists shall meet the following requirements.The applicant shallhave a foreign nationality from a country that has established diplomatic relations with China; engage in scientific and technological research and development work with a professional title or equivalent title of an assistant professor (including assistant professor); make contact with Chinese partners and develop a work plan together with them; comply with China's laws and regulations and the provisions of Chinese Academy of Sciences and its subordinate units.

Article 11 Applicants for CAS President's International Fellowship for Postdoctoral Researchers shall meet the following requirements. The applicant shallhave a foreign nationality from a country that has established diplomatic relations with China; be awarded a doctorate from a formal foreign university; provide two recommendation letters (one of the recommendation letters must from his/her mentor) signed by the professor or mentor from the original foreign body; make contact with Chinese partners and develop a work plan together with them; meet the requirements of National Postdoctoral ManagementCommittee on postdoctoral work; comply with China's laws and regulations and the provisions of Chinese Academy of Sciences and its subordinate units; under the age of 40 in the same year of application.

Article 12 Applicants forCAS-TWAS President’s Fellowship for International PhD Students shall meet the following requirements.The applicant shall have a foreign nationality from a country that has established diplomatic relations with China; be awarded a master's degree; be proficient in English or Chinese; be recommended by oneTWAS academic or more than two professors in his particular field; under the age of 35in the same year of application; promise to work in his home country after graduation; meet the requirements of University of Chinese Academy of Sciences or University of Science and Technology of China on foreign students admission; not apply for University of Chinese Academy of Sciences or University of Science and Technology of China at the same time. Applicants who are doctoral students admitted by any Chinese university or research institution (including the Chinese Academy of Sciences) cannot apply for this scholarship.

Article 13 The Chinese partner or mentor of the applicant shall have a senior professional and technical title of associate professor (or equivalent title) or above, undertake important research projects, and capable of carrying out international academic exchanges and cooperation independently.

Chapter 4 Recruitment and Review

Article 14CAS President's International Fellowship for Distinguished Scientists, CAS President's International Fellowship for Visiting Scientists and CAS President's International Fellowship for Postdoctoral Researchers will begin accepting applicants in next year submitted from CAS’s subordinate unitson1st July every year. And the application deadline is 31st August(The application date is subject to the receiving date of application materials).

Article 15CAS President's International Fellowship for Distinguished Scientists, CAS President's International Fellowship for Visiting Scientists and CAS President's International Fellowship for Postdoctoral Researchers do not accept individual applications. Applicants should submit the written application after completing the application form in accordance with the requirements of the project and providerelevant materials through partner units (i.e. receiving units).

Article 16The applicant shall be responsible for the authenticity of the application materials submitted. The receiving unit (as the project applicant) shall review the authenticity and completeness of the application materials before submitting the application to the Bureau of International Cooperation.

Article 17The Bureau of International Cooperation will organize experts to conduct a communication review or a meeting review on the declared project and notify the project applicant the results of the review in a timely manner.

Article 18 The expertswill focus on the following four aspects in the review:

(i) Thestudy experience and achievements of the applicant;

(ii) The originality, scientific significance and development potential of the applicant's research work planned to develop in our institute;

(iii) The cooperation between the applicant and his receiving unit and the possible impact on the research work of the receiving unit;

(iv) The working conditions and other supporting conditions promised by the project applicant.

Article 19The expert committee is composed of experts from related fields. For communication review, at least three peer experts will participate in the review while meeting review will be organized by the relevant departments of the Bureau of International Cooperationaccording to the sub-sectors with 9 to 11 experts.

Article 20 The results of the expert review will be submitted to the Chinese Academy of Sciences for approval.

Article 21 The application, review, and management of CAS-TWAS President’s Fellowship for International PhD Students should take The Implementation of Dean Scholarship of Chinese Academy of Sciences and The Academy of Sciences for the Developing Worldas a basis.

Chapter 5 Management and Assessment

Article 22The receiving unit is responsible for the management of foreign experts and scholars and should provide necessary working conditions and help and guidance regarding visa, residence, and insurance.

Article 23 The receiving unit should sign a written agreement with foreign experts it funded to clarify the rights and obligations of both parties.

Article 24The target management during appointment period should be applied to visiting scientists and postdoctoral researchers with the starting date as the actual arrival time of the foreign scientists or researchers. Before the end of the employment period, the receiving unit should carry out the assessment, and submitthe work summary, assessment results and video materials regarding the works foreign experts and scholars in China to the Bureau of International Cooperation for record in electronic edition.

Article 25Except as otherwise specified in the agreement signed by both parties, the research work of CAS President's International Fellowship for Distinguished Scientists, CAS President's International Fellowship for Visiting Scientists and CAS President's International Fellowship for Postdoctoral Researchers should be owned by the subordinate units of Chinese Academy of Sciences. Besides, the research work should clearly indicate that “Funded by CHINESE ACADEMY OF SCIENCES PRESIDENT'S INTERNATIONAL FELLOWSHIP INITIATIVE. Grant No. XXXX”. The scientific achievements and paper published by the international doctoral students during the funding period should be under the joint signature of the author and the faculty (institute) of University of Chinese Academy of Sciences (or University of Science and Technology of China) and indicate that "Sponsored by CAS- TWAS President'sFellowshipfor International PhD Students ".

Article 26 The Bureau of International Cooperation Bureau should conduct the assessment of the implementation of the project. For foreign experts and scholars who do not implement the project in accordance with the work plan or violate our laws or academic ethics, the receiving unit shall suspend the payment and terminatethe relevant agreement.

Article 27 Projects not completed by the scheduled time can be adjusted within the same year or postponed till the next year with the approval of Bureau of International Cooperation. Projects that cannot be completed with one-year extension should be deemed as automatically abandoned.The receiving unit should return the funds.

Article 28 The receiving unit should submit a written application before 31stAugust each year to the Bureau of International Cooperation for the extension of working duration for those who are in CAS President's International Fellowship for Visiting Scientists or CAS President's International Fellowship for Postdoctoral Researchers. The outstanding cases after the expert review will be supported and funded.

Article 29 The project funding for CAS President's International Fellowship for Distinguished Scientists, CAS President's International Fellowship for Visiting Scientists and CAS President's International Fellowship for Postdoctoral Researchers should be confined to the wages, insurance and international travel expenses of the funded foreign experts. The project funding of CAS-TWAS President’s Fellowship for International PhD Students should be confined to the subsistence allowance during the study in China, insurance, first international travel expense to China and training and management expenses.

Article 30 The use and management of the project funds of PIFI shall strictly implement the relevant provisions of the national financial system and the Chinese Academy of Sciences, and shall be inspected and supervised by departments in charge of finance, auditing department and foreign affairs (international cooperation) department.

Chapter 6 Supplementary Provisions

Article 31 This measure for administration shall be interpreted by the Bureau of International Cooperation.

Article 32 The implementation of this measure for administration has been effective since July 1st, 2014. The Measures for the Administration of Einstein Chair Professor of the Chinese Academy of Sciences (Document[2009] No. 25 Issued by the Bureau of International Cooperation of Chinese Academy of Sciences), Measures for the Administration of Distinguished Foreign Experts of the Chinese Academy of Sciences((Document[2013] No. 32 Issued by the Bureau of International Cooperation of Chinese Academy of Sciences), Measures for the Administration ofForeign Young Scientists (Document[2013] No. 31 Issued by the Bureau of International Cooperation of Chinese Academy of Sciences), Measures for the Administration of Visiting Scholars from Developing Countries of the Chinese Academy of Sciences" (Document[2013] No. 33 Issued by the Bureau of International Cooperation of Chinese Academy of Sciences) and the Measures for Administration of the Dean Scholarship of the Chinese Academy of Sciences andthe Academy of Sciences for the Developing World (Trial) (Document[2013] No. 34 Issued by the Bureau of International Cooperation of Chinese Academy of Sciences) shall be repealed simultaneously.
