MCS BTSA Induction Program

Early Completion Option

As required by SB 57, MCS will provide for qualified candidates an Early Completion option for completion of the MCS BTSA Induction Program for the CA Professional Clear Teaching credential. Candidates using the Early Completion option must still meet all of the induction program’s requirements for recommendation although the process may be abbreviated.

The philosophy underlying the Early Completion option is that some candidates possess prior teaching experience which would make his/her needs for meeting the standards for the CA Professional Credential differ from that of the candidate who is in his/her first and second years of teaching. This experience may have been obtained through prior teaching inanother state, prior teaching experience through an intern or pre-intern program, or prior teaching experience in a private school setting.

The following guidelines will be used to determine eligibility of a candidate for the Fast-Track option.

Eligibility Requirements for Candidates

Candidates who will be considered for the fast-track option:

  1. The candidate must have all of the following:
  2. a California preliminary credential
  3. be currently teaching in a K-12 regular education classroom
  4. be recommended by the current site administrator for consideration for the Early Completion option
  1. In addition, the candidate must fall into one of the following categories:
  2. be a successful graduate of a two-year intern program that incorporated a full time teaching experience in a public school that culminated in a California preliminary credential as evidenced by a letter from the intern program or appropriate transcripts, or
  3. have two or more years of successful teaching in a California public school under a pre-intern certificate and/or intern certificate, or
  4. have five or more years of full-time teaching experience in an accredited (as determined by the commission) private school as evidenced by satisfactory or better evaluations for the time period, verification of accreditation, as well as a description of the teaching assignment, or
  5. have two or more years of successful full-time teaching in a school in another state or country as evidenced by satisfactory or better evaluations for the time period as well as a description of the teaching assignment, or
  6. have completed two or more years of successful full-time teaching under a California preliminary credential in a public school as evidenced by satisfactory or better evaluations for the time period (this option may not generate any BTSA funding and may need to be supported by the participating teacher and/or district).

Early Completion Requirements

Formative Assessment:

The current MCS BTSA Induction Program requires two years of formative assessment measuring the candidates practice against the six standards of the California Standards for the Teaching Profession (CSTP) using the CFASST system with the support of a MCS BTSA Support Provider. The Early Completion option will require successful completion of the second year of the formative assessment, CFASST, with formative assessment in all six CSTP and the support of a MCS Support Provider. If the candidate is not eligible for state funding, the candidate will be responsible for the amount of funding required to pay the stipend of the Support Provider.

BTSA Professional Development:

The current MCS BTSA Induction Program requires attendance at BTSA seminars, Mini-conference and Colloquium professional development in Years One and Two of the program. The Early Completion Option (ECO) will require that candidates complete the professional development normally required for Year Two of the program.

CTC Induction Program Standards 15-20 verifications:

The Early Completion Option will require candidates to complete these requirements without change from the regular MCS BTSA Induction Program requirements including staff development, verification signatures and portfolio documentation.

Monitoring of Credential Candidates:

Early completion candidates will be monitored using the same time frame as induction candidates who are in the regular program. In addition, the ECO candidate may request a meeting with the Administrator of BTSA at any time to review progress towards completion.

Completion of the Induction Program:

Early Completion candidates must meet all MCS BTSA Induction Program completion requirements, but may do so in a shorter time frame. The process for verifying the ECO candidate’s progress shall be the same process as used for the candidates in the regular program.
