MCA-N LIVESTOCK MARKETING EFFICIENCY FUND: INVITATION FOR CONCEPT PAPERS

The Millennium ChallengeAccountNamibia(MCA-N)Compact,providinggrantfundingofUSD304.5million – fromtheUSGovernmentthroughthe Millennium ChallengeCorporationtotheGovernmentofNamibiais under full implementation since 16September2009. The5-yearCompactwillhelpstrengthenaccesstoandqualityofNamibia’s educationandtrainingsector,increaseproductivityoffarm enterprisesin communalruralareasandpromotegrowthinNamibia’s tourism industry.

MCA-Nannounces the first Round of the Livestock Market Efficiency Fund (“LMEF”), a Sub-Activity of the Agriculture Project.

The objective of the LMEF is to increase incomes to a large number of livestock producers in the Northern Communal Areas (NCA) and to ensure continued growth in the livestock sector. It is expected that this objective will be achieved through improving livestock marketing, eliminating barriers to existing and potential new markets, and improving the marketability of livestock. Broadly applied to the livestock industry in the NCA, these measures should ensure the competitiveness and sustainability of the livestock sector.

Qualified and eligible public and private sector organisations are invited to submit Concept Papers. The Grant Evaluation Committee (GEC), with the approval of MCA-N, will select the best qualified Concept Papers and invite each of those Applicants to submit a detailed Application for a Grant under the guidelines and procedures set forth in the LMEF Manual, which is available at All Applicants should familiarize themselves with the detail, which includes the evaluation criteria, set out in the LMEF Manual prior to submitting a Concept Paper.

Concept Papers must be submitted in hardcopy using the template available at and include one original and three hard copies; AND in electronic format (virus-free CD-Rom, MS WORD/MS EXCEL or compatible/ equivalent, format clearly indicated) to:

Concept Papers must be received no later than 5 July 2010,before close of business (17h00). Any Concept Paper received after the deadline will be automatically rejected, even if the postmark indicates a date preceding the deadline, and even if the delay is due to delays beyond the control of the sender, e.g. delays due to courier service.
