MARCH 21ST 2016

MAYOR STEVE GEIGER CALLED THE MEETING TO ORDER AT 6:00 P.M.

PRESENT: MAYOR STEVE GEIGER, COUNCIL MEMBER KUNZEMAN, COUNCILMEMBER LARKIN, COUNCIL MEMBER DARLING

ALSO PRESENT: ATTORNEY MARSHALL, CHIEF HUTTER, ENGINEER OLSON

ABSENT: COUNCILMEMBER ENGEL, PLANNER BRUBAKER AND CLERK WARREN

THE PLEDGE OF ALLEGIANCE WAS RECITED.

ANNOUNCEMENTS: There is a Highway 2/200 meeting Tuesday March 22nd at Dover City Hall.

Easter Parade is this Saturday March 26th at 9:45 at Birch & 5th Street.

CONFLICTS OF INTEREST AND/OR DISCLOSURES:

Mayor Geiger acknowledged conflict of interest and disclosures statement.

PUBLIC COMMENT: Nancy Piatt presented pictures of 287 Birch regarding ongoing problems.

DEPARTMENT REPORTS/UPDATES:

MAYOR: Planner has received a grant from UP for ten thousand dollars ($10,000.00). For playground equipment for McNearney Park.

Autumn Taylor here for insurance renewal. There was discussion by the Council. If family's (spouses & children) are excluded they can go to the Marketplace and probably pay less. Open enrollment for family is Oct. 15 to Dec. 15th. for Coverage to begin on Jan. 1st.

Motion to accept Option one, the current insurance policy, and to exclude family members. To keep the Life and Dental the same and for the City to provide Vision coverage for all employees.

Councilmember Larkin/Kunzeman. Roll Call vote. All voted in favor. Motion approved.

POLICE: Chief Hutter announced that it is his intention to retire at the end of June.

STREETS/PUBLIC WORKS: Engineer Olson reported that the Schweitzer Cut-Off Road/Sand Creek Bridge project there was a negotiation session with the City of Sandpoint. It was attended by LHTAC representatives, City of Sandpoint's new Public Works Director, Ryan Luttman and JUB representatives. There were a couple of scope items that were trimmed. First phase is an evaluation of Bridge options. They are looking at traditional girder options and also some pre-manufactured arches, both concrete and steel. With the soil conditions there are some geotechnical implications, so they will have a geotechnical consultant on board to evaluate those. So it will come up to the most cost effective long term solution is and then there will be a selection made and then they will move on to final design. Sandpoint received an early notice to proceed from LHTAC so JUB is already working.

Weight limits came off this time last week.

Triangle Drive Sidewalk project will be advertized starting Wed. March 23rd. Bid packets will go out starting Wed also. Engineer Olson showed some slides. The project creates a pedestrian and bicycle link between Kootenai Cut-Off Road down Triangle Drive and Bonner Mall Way and back to US 95. There will be a new sidewalk going in starting at Kootenai Cut-Off, on the West side of Triangle Drive all the way down and turns at Bonner Mall Way. Then there will be some cross walks and ramps constructed to join up with the pedestrian facilities that are along the frontage of the Mall. Bike lanes will be stripped. There will be a little bit of pavement widening on Triangle Drive all the way down to the intersection with Bonner Mall Way to enable bike lanes to be stripped there. They don't get quite to the intersection with US 95. There will be bike lanes added for most of Bonner Mall Way. A big part of the project is construction of an underground storm drain system. The Edge of the roadway on the West side will be cut to allow it to be expanded. Sidewalks going in toward the edge of the right-of-way, then there will be a storm drain pipe installed underneath the widened pavement all the way from Kootenai Cut-Off to a connection point with the Bonner Mall Way storm drain system. The goal is to not have water standing in the ditches. The bid opening will be April 18th. This project is about half funded by a Federal Aid Grant. Total estimated cost for everything including design, construction and contingencies is four hundred fifty thousand dollars($450,000.00). It was asked if this will eliminate the ditch on the entire side of the road. Engineer Olson replied that on the West side there will be a shallow grass swale with catch basins.

We have received early word that our grant for the rapid rectangular flashing beacons on Kootenai Cut-Off Road was awarded for four sets of two lights to be installed. Fiscal year 2018 for installation of those.

Engineer Olson drove around today looking at the condition of our striping. He will be asking them to do a little less than doing the full thing. It looks like a lot of the arrows are in pretty good shape. He thought this would save a little money. Mayor Geiger wants to take a look. Chief Hutter asked if we would be stripping done on the new road at the park. To show the parking lines.

PLANNING PARKS AND COMMUNITY DEVELOPMENT: Clem Hackworthy is addressing the PBCA this Wednesday. He is the speaker for the presentation for the development of the Park. They have volunteered to build pavilions. The timeline, when they can get started on this providing that we have funds for the material. I am going to be asking the PBCA for donations for some of the materials. City may need some funds to get started with materials prior to the construction. Clem will start working on Friday April 1st.

ORDINANCE and RESOLUTION: Ordinance #134, creating Police Chief and Planner to be appointed officials.

Motion to suspend the rules and that the proposed Ordinance pass its first reading by title only its second and third reading under suspension of the rules and further that the ordinance #134 be formally adopted.
