Mayor Hileman called to order the regular City of Romney Council Meeting April 3, 2017, at 7:00 p.m. and led the group in the Pledge of Allegiance followed with prayer by Councilman Gary Smith.

Mayor Hileman declared there to be a quorum.

  • Previous Minutes: Motion to approve minutes of the Regular Council meeting of March 6, 2017,by Councilman Smith, second by Councilman Duncan. Motion carried. Motion to approve minutes of the Special Council meeting of March 13, 2017, by Councilman Duncan, second by Councilman Hott. Motion carried.
  • Comments from Guests: Bonnie Smith, a resident of 92 School Street, spoke about the sidewalk in front of her home and how their original sidewalk was removed tobe replaced by a new sidewalk with the Safe Routes to School Grant. The Safe Routes to School sidewalk she feels is of poor quality and—under the proposed new Sidewalk Ordinance--she should not now be responsible for maintaining that sidewalk nor should she be liable for any injuries as a result thereof. Nancy Merritt, also a resident of 92 School Street,addressed problems in Romney, pointing out issues facing all residents.

  • Trees were cut down along Main Street
  • Flowers were not watered and died
  • Weeds growing between bricks
  • Memorial trees not taken care of
  • Great looking Water facility, but water not fit to drink
  • People should have a say in planning and improvement to be made in the City
  • Many houses are run down and in disrepair
  • Concerns about enforcement of Animal Ordinance
  • No grocery store or restaurants in the City
  • Citizens are ignored and City decisions made in secret

Ordinance and Finance: David Allen and Adam McKenery–No Report

Sanitation and Water: John Duncan and Gary Smith–Reported meeting with Don two weeks ago, everything OK.

Streets, Sidewalks and Buildings: Duncan Hott and Jennifer Porter-Roberts - Dwelling on Marathon Place is coming down beginning Monday, April 10.

Municipal Attorney: Cathe Moreland –Legal matter with Saville proceeding. Saville has requested mediation which will be ruled on tomorrow.

Parks and Recreation: Dennis Morris – No Report

Police Department: Chief Lambert–Chief Lambert is on his way to the hospital with heart issues, no report this evening.

Romney Police Board: Mayor Hileman – No Board meeting.

  • Building Permits: Reviewed.

Consolidated Checking Report: Payment of Bills (a complete copy of all invoices and vendor report information available for review in the Business Office). Motion byCouncilman Duncanto approve payment of bills based on availability of funds with second by Councilman Allen. Motion carried.

  • Overtime Report: Reviewed
  • Old Business: Discussion of possible repeal of Annual Service Fee, brought up by Councilman Duncan. Councilman Smith moved, with second by Councilman McKenery, to table until further review. Motion carried.
  • New Business:
  • Resolution: To consider and act upon a proposed Supplemental Resolution entitled: SUPPLEMENTAL RESOLUTION PROVIDING PARAMETERS AS TO THE PRINCIPAL AMOUNT, DATE, MATUIRITY DATE, INTEREST RATE, INTEREST AND PRINCIPAL PAYMENT DATES AND OTHER TERMS OF THE WATER REFUNDING REVENUE BONDS, SERIES 2017A, OF THE CITY OF ROMNEY, AUTHORIZING AND APPROVING THE SALE AND DELIVERY OF SUCH BONDS, APPROVING THE FORM OF CERTIFICATE OF DETERMINATIONS; APPROVING A CONFORMED ORDINANCE; AND MAKING OTHER PROVISIONS AS TO THE BONDS. ATT #3

Motion by Councilman Allen, second by Councilman McKenery. Motion carried.

  • Resolution: To consider and act upon a proposed Sweep Resolution pertaining to the automatic payment of the Bonds to the Municipal Bond Commission. ATT #4 and ATT # 4(2)

Motion by Councilman McKenery, second by Councilman Duncan. Motion carried.

Motion carried.

  • Ordinance: First and Secondreading of City of Romney Sidewalk Ordinance 2017. See ATT #5. Motion to approve First Reading in its entirety by Councilman Duncan, second by Councilman Smith. Motion carried. Motion to approve Second Reading, in title only, by Councilman Duncan, second by Councilman McKenery. Motion carried.
  • Resolution: Authorize the following payments as related to the City of Romney Water Tank Project.

  • R. G. Smith Co., Inc.$57,796.04
  • Thrasher Engineering$1,000.00

Motion by Councilman Duncan, second by Councilman McKenery. Motion carried.

  • Resolution: To authorize payment request No. 6 in the amount of $9,516.70 as related to the USDA Rural Business and Cooperative Services Grant Agreement No. 01-983037469. Motion by Councilman Duncan, second by Councilman Allen.

Motion carried.

  • Resolution: To authorize City Administration to support the Fair Housing Act as outlined in the Fair Housing Resolution. ATT #6 Motion by Councilman Duncan, second by Councilman Smith. Motion carried.
  • Resolution: To approve funding for FY2018 to Region 8 Planning & Development Council, in the amount t of $1, 3886.00, as to continue their programs of technical assistance and planning, and assisting the City of Romney with meeting critical
  • development needs. ATT #7 Motion by Councilman Duncan, second by Councilman Allen. Motion carried.
  • Motion: To approve the following appointments to Historic Landmark Commission.

Motion by Councilman McKenery, second by Councilman Duncan. Motion carried.

10. Mayor and City Administrator Comments:

Mayor’s Report –Chief Lambert is ill. Jennifer Roberts is on vacation in Florida. Work session is coming up.

Administrator’s Report

  • Water leaks repaired – 12 water leaks, most due to filling and emptying of new water tanks
  • After hours call report
  • Special Meeting of City Council to approve Levy Order – Tuesday, April 18, 2017 at 6:00 p.m.
  • Water Tank Project – final inspection on March 27, 2017, all went well, almost complete & pleased with results

Councilman Allen asked about replacement of pump service director in Water Department. That issue will appear on the April 18 meeting Agenda.

Carol Shaw mentioned that she is very happy to serve on the City Landmarks Commission.
