MINUTES

The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, August 14, 2017 at 5:00 P.M. with Mayor Carroll Breauxpresiding.

PRESENT:Dimettera Frazier,Dennis Smith, Ross Fleming, Adam Harris,and Ronnie Dees, Aldermen.

ABSENT:None.

Mayor Carroll Breauxopened the meeting with prayer.

Ronnie Dees,Alderman led the Pledge of Allegiance.

MOTION was made by Ronnie Dees, seconded by Adam Harris to adopt the minutes from the last regular meeting held on Monday, July 10, 2017.

MOTION CARRIED.

PUBLIC COMMENT: None.

MOTION was made by Dimettera Frazier, seconded by Dennis Smith to adopt a Resolution in support of funding for the Regional Training Institute at Camp Minden.

MOTION CARRIED.

Mayor Carroll Breaux opened the bids for the grass cutting at the Springhill Airport. The bids were as follows:

  1. Maxim Malagarie would cut the hay off the airport property for the hay only.
  1. Phil-Barr Construction, LLC bid $11,250.00 to cut the airport.

MOTION was made by Ronnie Dees, seconded by Ross Fleming to accept the bid for cutting the hay off the airport property for the hay only.

MOTION CARRIED.

MOTION was made by Ronnie Dees, seconded by Adam Harris to accept the recommendation from Eric Hudson with KSA Engineers for the low bid from Specialty Contractors for the obstruction removal – Phase II at the Springhill Airport.

MOTION CARRIED.

Mayor Breaux opened the bids for the 30 ton A/C unit at the Civic Center. The bids were as follows:

  1. Shaffer Contracting - $46,500.00
  2. Central Air & Heat - $52,923.00
  3. DMR Mechanical - $31,620.00

At this time Mayor Breaux asked the Council to take the bids under advisement so that he and Alderman Fleming be allowed to study and compare the bids and come back at the next council meeting with a recommendation.

MOTION was made by Ross Fleming, seconded by Dennis Smith to accept the Mayor’s recommendation to take the bids under advisement.

MOTION CARRIED.

Mayor Breaux had the bid tally sheet for the roofing replacements for the city buildings that was conducted on July 25, 2017 at 3 PM. The low bidder was Terry’s Roofing & Sheet Metal, Inc. for all the city buildings with the exception of the Police Station and the Water Treatment Building, the low bidder for those two buildings was Louisiana Roofing Contractors, Inc.

MOTION was made by Ronnie Dees, seconded by Adam Harris to accept the bid from Terry’s Roofing & Sheet Metal, Inc. for all the city buildings with the exception of the Police Station and the Water Treatment Building. The Police Station and the Water Treatment Buildings are to be awarded to Louisiana Roofing Contractors, Inc.

MOTION CARRIED.

MOTION was made by Ross Fleming, seconded by Ronnie Dees to accept the quote from Compliance Envirosystems for the clean out of the sewer main on South Main Street at $550.00 an hour with the City Supervisor supervising the job not to exceed twenty hours.

MOTION CARRIED.

MOTION was made by Dennis Smith, seconded by Dimettera Frazier to authorize the Mayor to advertise or get quotes for the 2015-2016 LGAP Project for Oak Street.

MOTION CARRIED.

MOTION was made by Ross Fleming, seconded by Dimettera Frazier to accept the Police Chief’s recommendation to hire Jim Baugh as a full time dispatcher.

MOTION CARRIED.

MOTION was made by Adam Harris, seconded by Dennis Smith to pay the bills for July 2017 totaling $163,786.64.

MOTION CARRIED.
