MINUTES

Regular Session June 11, 2009

6:00 p.m. H.O. Porter School at College Hill

I.  CALL TO ORDER

Chairman Daniels called the meeting to order. The Pledge was led by McDowell Elementary School students after which a moment of silence was observed. The following members were present: Talvin Barner, Loretta Goodloe, Jerry Lassiter, Jim Morrison, Rob Burcham, Tommy Dudley, Shaw Daniels, Daniel McCulley, Steve Kindler, James Pennings and Joe Foster.

II.  RECOGNITIONS

Supervisor of Attendance & Discipline Mary Carter recognized Central High School Student Shameka Shaundrell Sharp for 12 years perfect attendance and presented her with a plaque and a $250 check.

Loretta Goodloe recognized and complemented Partners in Education for the invaluable support they provide to Maury County Public Schools.

III. ADOPT AGENDA

Upon a motion by Mr. Kindler, seconded by Mr. Burcham, Board approved the Agenda with the following revisions: request by Mr. Lassiter to remove from VI Consent Items D-7 and 8 for discussion; request from Mr. Foster to add policies approved at this weeks Policy Committee Meeting to VIII Other Business A-Committee Reports 1 for action and the Director’s request to change the number of 78 passenger buses under VI Consent Items D-8 from 10 to 12.

V. MAURY COUNTY EDUCATION ASSOCIATION

MCEA President Rhonda Burkeen, speaking on behalf of the membership asked the leaders of our schools and community to recognize the hard work teachers in Maury County Public Schools do and urged Board Members to thank a teacher not just in words buy by actions for the extra time they put in to help make each student’s education successful and rewarding.

Mr. Barner complimented Ms. Burkeen for the great job she has done serving as President of MCEA and commended her for her years of service to Maury County Public Schools.

Upon a motion by Mr. Dudley, seconded by Mr. Kindler, Board approved minutes (May 14, 2009 Regular Meeting), Executive Committee Reports approving request from Mt. Pleasant Benefit Ball Committee to use the parking lots at MPES and MPMS June 6, 2009 from 5 pm until 1 am for overflow parking for annual Mt. Board Members were notified by Hampshire Unit School of acceptance of $500 from Mr./Mrs. Doug Church to fund the Church-Albright Scholarship and 2009-2010 Elementary Fees were approved.

After discussion and upon a motion by Mr. McCulley, seconded by Mr. Pennings, Board approved purchase of Utility Equip. Svc. dump truck in the amount of $33,650.00. Funding will come from this years General Funds. Mr. Lassiter voted no and expressed his concern with spending for that item at this time.

After discussion and upon a motion by Mr. Burcham, seconded by Mr. Kindler, Board approved: Intent to purchase (12) 78 passenger buses @$77,900.00 and (2) special needs buses @$88,298.00. Mr. Pennings abstained.

A. Committee Reports

Facilities and Zoning Committee Chair Daniel McCulley stated the Committee would meet June 22, 2009 for a Committee Meeting with a Special Called Meeting to follow, at which time Board will select one Architectural Firm from the five chosen to present.

Budget Committee Chair Daniels asked the Director to report on the meeting earlier this week with the County Budget Committee. He stated the County Commission had not yet approved our budget and urged all citizens who share an interest in Maury County Public Schools to attend the called County Commission Meeting June 25, 2009 at which time the Schools Budget will be discussed along with the General Funding.

Policy and Planning Committee Chair Joe Foster requested on behalf of the Committees approval of

revisions to Policy 1.700 (Policy Development and Adoption), Policy 1.304

(Board Member Compensation), Policy 5.101 (Line and Staff Relations), Policy 5.106

(Application and Recommendation), Policy 5.110 (Compensation Guides and Contracts,

Policy 5.1141 (Teacher Effect Data). They have been posted the required time. Motion carried with Mr. Morrison’s request to insure that lines 5 and 6 be removed from Policy 1.304 as approved from Committee.

Policy Committee Chair Joe Foster requested approval to post the required time Policy 6.202 (Home Schools) and Policy 6.205 (Student Assignment). Motion carried.

A motion by Mr. Morrison, seconded by Mr. Pennings to waive Policy 1.700 (Policy Development and Adoption) in order to take immediate action to adopt policies listed below carried with Mr. Lassiter voting no.

Mr. Foster on behalf of the Committee requested immediate action to adopt Policy 6.411 (Student Wellness); Policy 4.704 (Promotion/Retention); Policy 6.600 (Student Records); Policy 6.504 (Migrant Students) and Policy 6.503 (Homeless Students). Motion carried with Mr. Lassiter and Mr. Barner voting no.

Community Relations Committee Chair Loretta Goodloe stated that Committee met this week and from the Committee she made the motion to schedule each 3rd School Board Meeting in schools and the Board would take sack lunches regularly and visit at schools. Motion carried with Mr. Dudley, Mr. Foster Mr. Kindler and Mr. McCulley voting no.

B. Personnel

Director of Schools’ Evaluation Instrument was reviewed and Board Members comments were accepted. The Director received a score of 4.16 from a possible 5, and the consensus of the Board was that the Director is doing a very good job with much progress shown.

Director of Schools’ Self Evaluation was presented by the Director to the Board. He provided a brief overview of accomplishments, evaluations from his staff, parents and others.

Manager of Business & Finance Walter Bobo, presented the Report of Monthly Revenues & Expenditures.

Upon a motion by Mr. McCulley, seconded by Mr. Kindler, Board approved Budget Amendment BA9120, BA9121, BA9123, BA9126, BA9127, BA9128, BA9129, BA9130 and BA9131.

After discussion and upon a motion by Mr. Foster, seconded by Mr. Pennings, Board approved School Food Services outstanding charges amounting to $4,014.88.
