Minutes of the meeting, following the AGM, of High & Low Worsall Parish Council held in Worsall Village Hall at 7.30pm on Thursday 20th April 2017.

Present Cllr Alderson(Chair), Cllrs Evans, Bainbridge, Bivens, Woodward, DCllr Watson, 9 members of the public and Clerk.

Apologies Cllr Robinson

The Chair began the meeting by welcoming the 2 new Cllrs and asked them to each complete a Declaration of Acceptance of Office form, which is kept by the Clerk. The of Financial Interests form should be completed and returned to Hambleton DC.

Minutes Cllr Evans proposed accept the minutes as a true record, Cllr Alderson seconded the motion. The minutes were signed.

Matters arising from the minutes of the previous meeting

Risk Assessment Cllr Evans recommended that the risk assessment should be completed by 2 of the Cllrs, Cllr Woodward volunteered as she has experience in that field.

NYCC Countryside Access Service Public Footpaths/Bridleways Cllr Bainbridge gave a short summary on the completion of the questionnaire and suggested it may be helpful to get information from parishioners who regularly walk the footpaths. He thought it was best to wait for the response from NYCC, there may be an opportunity for a breakdown of footpaths at the next stage. It was agreed that money should be spent on used footpaths and not on those not used.

Matters Arising

War Memorials Trust Cllr Robinson is dealing with this matter and may have more to report at the May meeting. The condition of the white picket fence was brought to the attention of the PC, Mr Beane agreed to take a look at the fence.

Hambleton Liaison Meeting Cllr Robinson could not attend the meeting.

Construction of 5 Detached Dwellings etc. Three Developments Ltd This application is to be considered at the May 25th meeting of Hambleton DC Planning Committee.

Gladman Developments Proposed 495 Dwellings Worsall Road The Cllrs agreed the Clerk should reply to Stockton BC that the PC wish to record their concerns re the overdevelopment of sites along the B1264. There is no improvement to local infrastructure or the road network. The PC would like to see an improvement to the footpath from Low Worsall to Yarm and a joined up cycle path. The dangers of additional traffic in the vicinity of Conyers School and the congestion in Yarm High Street have not been addressed.

Financial Matters

Bank Statement £1,891.63p.

YLCA Subscription It was agreed to pay the £123 subscription renewal.

Councillor Guides The Clerk was asked to purchase 10 guides at the reduced rate.

Bank Signatories There are 4 at present and it was agreed to revisit this number following the completion of the Risk Assessment.

Audit The completed forms were signed by the Chair.

Saltergill Hall Notification received Flat 2 renamed Saltergill Gardens.

Local Plan Alternative Sites etc Consultation period 21st April – 2nd June. Cllr Bainbridge reported this did not include Low Worsall.

PC Website Cllr Woodward wondered if the PC should look into the possibility of paying extra a website without advertisements. She also reported there was a volunteer to upload information to the website and for flier distribution.

Police Report The report continues to be headed Gt Smeaton - contact again.

The next meeting of High & Low Worsall Parish Council, will be the Annual Meeting followed by an ordinary meeting, held in Worsall Village Hall at 7.30pm on Thursday 18th May 2017.
