A. 2014 Mathematics Instructional Materials Primary Adoption (Information)
Curriculum Frameworks and Instructional Resources Division (CFIRD) staff will provide an update on the adoption of K–8 instructional materials and information about the deliberations process in September 2013. Deliberations will be conducted between Tuesday, September 10, and Saturday, September 14, 2013. Commissioner-facilitators will attend a pre-session on Monday, September 9, from 1 to 4 p.m. to review the deliberations process in detail.
B.Mathematics Framework for California Public Schools, Kindergarten Through Grade Twelve (Mathematics Framework), 2013 Revision (Information/Action)
At the July 30 meeting, the Mathematics Subject Matter Committee (MSMC) will review all the chapters of the draft mathematics framework, discuss edits to the draft chapters, and take action to forward the draft mathematics framework to the Instructional Quality Commission (IQC) for approval. The IQC will take action to recommend the draft mathematics framework to the State Board of Education (SBE) and direct staff to post it online for a 60-day public review and comment period once any agreed-upon edits have been made.
Members of the IQC will receive electronic copies of the draft chapters, and the draft chapters will be posted on the IQC’s Web page at [The preceding link is invalid.

. The chapters will be distributed and posted in two or three sets as they are completed.
  1. Public Hearing on the Draft Mathematics Framework (Time Certain – 11 a.m.)
The public hearing provides an opportunity for members of the public to provide comments on the draft mathematics framework before the MSMC begins to discuss the draft chapters. The public hearing may begin after, but not before, the time listed as “Time Certain” on the public meeting notice.
Members of the public may also provide comment under Items 2 and 3.
  1. Discussion on Edits to the draft Mathematics Framework (Information/Action)
The MSMC members will discuss the draft chapters, which have been revised by CFIRD staff based on directions from the MSMC, and come to consensus on any additional edits. Please come prepared to discuss any changes you would like the MSMC to consider. You may want to have a written copy of your suggestions.
Edits on which there is consensus will be part of the motion when the MSMC takes action under Item 3. The full IQC will consider the MSMC’s edits and may make additional edits. Any edits approved by the full IQC will be made by CFIRD staff.
3. Subject Matter Committee Approval of the Draft Mathematics Framework (Action)
The MSMC will take action to incorporate edits on which there is consensus and recommend that the IQC forward the framework, once edited by CFIRD staff, to the SBE for adoption. Before the SBE can take action to adopt the mathematics framework, the draft framework must be posted for a 60-day public review and comment period. CFIRD staff anticipates that the draft mathematics framework will be posted at the end of August 2013. Comments received during this review period are provided to the SBE for consideration before the SBE takes action on the framework in November 2013.
With this action, the MSMC will have met its responsibilities for the development of a revised mathematics framework, ending a 15-month effort to assist teachers and other educators by creating a framework to support implementation of the California Common Core State Standards for Mathematics.
