The regular meeting of the Matanuska-Susitna Borough Platting Board was held on October 1, 2015, at the Animal Control Shelter, 9470 E. Chanlyut Circle, Palmer, Alaska. The meeting was called to order at 8:30 A.M. bytheChairman, Ms. Diana Sorensen.

C.APPROVAL OF THE AGENDA
TheChairman, Diana Sorensen inquired if there were any changes to the agenda.

The Chairman, Diana Sorensen inquired if there were any changes to the minutes.
GENERAL CONSENT: The minutes for September 17, 2015, were approved without objection.

- The case will not be heard today.
- The applicant has reached an agreement with DNR.

- Stated that 19 public hearing notices were mailed out on September 10, 2015, to this date there has been no returns, no objections, no non-objections, and no concerns.
Peggy Horton (Platting Technician)
- Gave an overview on the case.
- Would like to add a sentence to recommendation #4.
Diana Sorensen (Chairman)
- Opened the public hearing and asked any members of the public wishing to speak to come forward.
Eileen Probasco (MSB Planning Director)
- Gave more information regarding the comments from the emergency services on vehicle access to properties.
Diana Sorensen (Chairman)
- Closed the public hearing.
Steven & Rosalind Johnson (Petitioner)
- Does not agree with recommendation #4.
- Their road is a private road and does not agree with a public use easement.
- Would like to split their property again in the future.
RECOMMENDATIONS:
- Modify #3: Place a plat notes stating “To further subdivide Lot 1 or Tract A into more than 2 lots or parcels, Rosalind Drive must be constructed to residential standards” and “Until accepted by the borough, no borough maintenance will be provided nor any borough funds shall be spent on upgrades.”
- Add to #4: and monument the perimeter of the public use easement at property lines, points of curve and point of tangents.
MOTION:
- Mr. Marty Van Diest moved to approve the preliminary plat and variance to MSB 43.20.140 Physical Access for Rosalind Acres, seconded by Mr. Gillespie.
DISCUSSION:
- Discussion on the title codes for structures within the lot lines and the wording for recommendation #3.
VOTE:
- The motion passed with all in favor. There are 9 findings.

- Stated that 50 public hearing notices were mailed out on September 10, 2015, to this date there has been no returns, 1 objection, no non-objections, and no concerns.

- Gave an overview on the case.
Diana Sorensen (Chairman)
- Opened the public hearing and asked any members of the public wishing to speak to come forward. Seeing no members of the public wishing to speak, closed the public hearing.
Tendra Nicodemus (Petitioner's Representative)
- Developer is doing single family housing on the lots.
- Agrees with all the recommendations.
MOTION:
- Mr.Jay Van Diest moved to approve the preliminary plat for Unangan Estates, seconded by Mr. Pugh.
VOTE:
- The motion passed with all in favor. There are 11 findings.

- AZALEA WOODS MASTER PLAN

- Stated that 192 public hearing notices were mailed out on September 10, 2015, to this date there has been 3 returns, no objections, no non-objections, and noconcerns.

- Gave an overview on the case.

- Opened the public hearing and asked any members of the public wishing to speak to come forward. Seeing no members of the public wishing to speak, closed the public hearing.
Gary LoRusso(Petitioner's Representative)
- The developer will be making the road to Wasilla City's Standards.
- Agrees with all the recommendations.
MOTION:
- Mr. Gillespie moved to approve the preliminary plat for Azalea Woods Master Plan, seconded by Mr. Pugh.
VOTE:
- The motion passed with all in favor. There are 9 findings.

- AVIATION RIDGE

- Stated that 69 public hearing notices were mailed out on September 10, 2015, to this date there has been 2 returns, no objections, no non-objections, and no concerns.
Paul Hulbert (Platting Technician)
- Gave an overview on the case.
- Would like to change the wording on recommendation #5.
Diana Sorensen (Chairman)
- Opened the public hearing and asked any members of the public wishing to speak to come forward. Seeing no members of the public wishing to speak, closed the public hearing.
Joy Cypra (Petitioner's Representative)
- Will be looking into the airfield and if the owners have access to the airfield.
- Agrees with all the recommendations.
MOTION:
- Mr. Jay Van Diest moved to approve the preliminary plat for Aviation Ridge, seconded by Mr. Gillespie.
RECOMMENDATIONS:
- Modify #5: Construct W. Clay Chapman Drive to residential sub collector standards, from end of borough maintained road to end of cul-de-sac. Construct cul-de sac to residential standards.
VOTE:
- The motion passed with all in favor. There are 8 findings.

A.Work Session on Title 43 inconsistencies.
- Paul Hulbert went through Title 43 on the different corrections that need to be change to the code.
- RECONSIDERATIONS/APPEALS
- PERSONS TO BE HEARD
Gary LoRusso (Keystone Surveying)
- Stated about lots drawn on paper and what is being used.
- PLATTING OFFICER COMMENTS
- There is a memo on platting board meetings times being changed handed out.
- Eileen Probasco gave an update and review Title 43 code and what is happening up to this date.
- BOARD COMMENTS
- Mr. Marty Van Diest commented on the title 43 issues and processes.
- Mr. Jay Van Diest commented on when changes are done what the affects do to our economy and home owners.
- The Administrative Specialist reminded the board of the joint work session and to take their agenda packet that was handed out at this platting boarding meeting.
- Mr. Zimmerman will be out of state the month of October.
