4.01 MASTER RECORD SCREENS
The Chapter 30 benefit record screens are as follows:
a. M21 - Chapter 30 Status and Award History.
b. M22 - Transaction and Payment History.
c. M23 - Chapter 30 Eligibility and Entitlement.
d. [ ]
e. M20 - Dropped Priors.
f. M96 - Chapter 30 Death Benefit Record.
g. 30M - Screen Selection.
h. M01 - Deduction Receivable Balance Data. (See ch. 3.)
4.02 READY SCREEN ENTRIES
a. Make the following entries on the Ready Screen:
(1) Command MINQ.
(2) Operator's password.
(3) Screen number (optional).
(4) File number.
(5) BENEFIT Field. Enter "CH30".
(6) Press the ENTER key.
b. BDN (Benefits Delivery Network, previously called Target) shows the M21screen if a particular screen is not requested. The ready screen shows "CH30RECORD NOT FOUND" when a benefit record is not located.
c. PINQ (Pending Inquiry) and SINQ (Status Inquiry) processing remain unchanged for chapter 30. (See ch. 3.) There are five BDNRSs (Benefits Delivery Network Regional Systems) and four RPOs (Regional Processing Offices). PINQ and SINQ commands only show issues pending within a given region. BDN shows the S02Selection screen if more than one record exists. Select the appropriate record from the S02 screen.

Chapter 30 IHL Award (Category II)
FIELD NAME / REMARKSNAME / Shows the stub name of the veteran.
STATION / Shows the station of jurisdiction. See paragraph 9.21.
CHIEF ATTY / (Chief Attorney) Shows the RO (Regional Office) number of the station from which the Veterans Services Center Manager controls the guardian appointment. See paragraph 9.21.
PWR-ATTY / (Power of Attorney) See Service Organization Codes listed in M21-1, part II, chapter 6, exhibit B.
BENEFIT / Shows the type of benefit: CH30.
LAST ACTIVITY / Shows the type and date of last transaction. See paragraph2.08a for a listing of transaction codes.
ORIG ENT/CH30 / (Original Entitlement) Shows the amount of chapter 30 original entitlement.
FIELD NAME / REMARKS
ORIG ENT/CH34 / (Original Entitlement) Shows the amount of remaining chapter34 entitlement asof1190. This amount will not exceed 36 months.] This is the same as the CH34 TRANSF ENT field on the M23 screen.
RECEIVABLE / Shows the current accounts receivable (overpayment) total.
REM ENT CH30 / (Remaining Entitlement) [Shows the original CH30 entitlement minus entitlement for 1, 2 and 3 below, then adding 4 below.
(1) the CH30 entitlement dropped,
(2) the CH30 entitlement used,
(3) the CH30 entitlement reduced,
(4) the CH30 entitlement restored.]
REM ENT CH34 / (Remaining Entitlement) Shows the difference between the CH 34 entitlement remaining as of 1-1-90 (not to exceed 36months) and the CH34 entitlement used after 1190, plus the CH34 entitlement dropped after 1-1-90, plus the CH34 entitlement reduced after 1190.
PROCEEDS (RSN) / Shows accumulated amount due the claimant from returned checks or benefits due but not paid preceded by a one position reason code:

DELIMIT DATE (30) / (Delimiting Date)
Shows the chapter 30 delimiting date.
TYPE TNG / (Type Training) Shows type of training. See paragraph 9.29.
6 CR HR EXC DATE / (6 Credit Hour Exclusion Date) Shows the date that the 6credit hour exclusion was allowed.
FACILITY / (Facility Code) Shows the facility code for the current school or training establishment. Seeparagraph 9.08.
DATE LAST CERT / (Date Last Certified) Shows the day following the latest month, day and year certified.
COURSE/OBJ / (Course/Objective Code) See paragraphs 9.32 and 9.33.
DATE LAST PAID / Shows the month, day and year of the date through which the last payment was made. (This is a "none" or no-pay date.)
FIELD NAME / REMARKS
CHANGE OF PROGRAM / This field is blank if no change of program has been charged. Codes 1-6 indicate that the first, second, third, etc. changes of program have been charged.
DATE CERT ISSUED / (Date Certificate Issued) Shows the date that BDN identified the case as needing a student verification of enrollment (VA Form 22-8979, Student Verification of Enrollment) to be issued. Consult the Schedule of Operations to determine the date a certificate was scheduled to be issued. NOTE: The actual date that a certificate is issued depends on Hines DPC processing.
PAY STATUS / Shows one of the following:
BARRED COD - Shows when a running master record has an uncertified advance payment (certification of delivery).
NEED CERT - Shows when a verification of enrollment] has not been received and processed. The veteran is due at least 1 month's payment.
DUAL SUSP - Shows on running master records when the account is in suspense for delinquent Certification of Delivery or returned check other than reason 1 and any other suspense reason. This also shows for accounts suspended for any reason plus reason 98 (DOD Change).
SUSPENSE NEED COD - Shows when a running master record has an "88" suspense reason (delinquent advance pay confirmation).
SUSP RET CK - Shows when a running master record has a "21"suspense (check returned) reason.
BASIC - Shows on type "I" master records.
TERMINATED - Shows on type "E" master records.
SUSPENDED - Shows when a running master record has a suspense reason other than for a returned check or delinquent COD.
RUNNING - Shows for running master records.
DOD SUSPENSE - Shows after receipt of a change to the claimant's DOD record which may affect entitlement to benefits. The Suspend Reason code is 98.

(Continued) / PURGE - Shows when a "26"(DUPC) transaction cancels a master record. The system deletes this master record by FFP(Full File Pass) after the clearing of any accounts receivable or proceeds existing in that record.
[EFT / (Electronic Funds Transfer indicator). Shows when VA is sending a veteran's education benefits electronically to his or her financial institution.
PHONE CERT / (Phone Certification) Will show if the veteran used a touch tone telephone to verify his or her school attendance. (Not yet in use.)]
ADVANCE PAY / BDN shows PAID or PENDING, as appropriate. PENDING shows when an advance payment has been processed but the check has not yet been released to the school. This field is blank or shows N/A if there is no advance payment in the award.
b. Miscellaneous Master Record Data. The center of the M21 screen (Line13) has a variable field to show disallowance reasons, information for type "I" master records, or suspend reasons.
(1) Disallowance Reasons. If the claim has been disallowed, 1 disallowance reason and code and up to 2 additional disallowance reason codes can be displayed on Line13. The system removes the disallowance reason and code(s) when an award is subsequently processed. See figure 4.02 for a type J master record. The disallowance codes and reasons are as follows in order of priority. If there is more than 1 code, the order of priority determines the order the codes are displayed on the M21 screen and the order of the paragraphs generated for the disallowance letter. (See pt. V, ch. 7.)

MSG / (Message) Shows a free-form message previously input on the 312Screen during award processing. This message line is up to 55 characters and is the chapter 30 equivalent of the folder-pull indicator. (See fig.4.01.) Use award processing or the CORR Command to update this field.
d. Additional Futures--Additional Priors
(l) Each award line specifies a rate of payment for specific dates, training type, training time, hours, and facility.
(a) There is a positive entry in EARLIER AWARD PERIODS showing how many payment periods are in the past if there are payment periods in the past not shown on the M21 screen. (See fig. 4.04.)
(b) There is a positive entry in LATER AWARD PERIODS showing how many payment periods are in the future but not shown.
(2) Enter "X" to the left of one of the two legends at the bottom of the M21 screen to see the earlier or the later payment periods.
(a) The M21 screen redisplays showing the number of prior/future payment periods initially indicated, to a maximum of five periods. See figures 4.05 and 4.06 for resulting master record after requesting earlier periods. [ ]
(b) BDN only retains 16 award lines.
(3) Enter M21 in NEXT SCREEN to return to the original display of the M21screen.
