Public Announcement of Request for Letters of Interest for CM/GC
on the Green Line Extension Project

The Massachusetts Bay Transportation Authority ("MBTA") hereby solicits Letters of Interest ("LOI") from firms or teams interested in providing Construction Management/General Contractor (CM/GC) services for the MBTA Green Line Extension Project(MBTA Program No. CMGC-E22).The CM/GC services include pre-construction services during the design phase and subsequent construction of agreed upon work thereafter. The CM/GC Entity will be required to self perform a minimum of 50% of the construction work.

The MBTA intends to select a Construction Management/General Contractor (CM/GC) contractor through a two-phase selection process including a Request for Qualifications ("RFQ"), anticipated to be issued in January, 2013, and a subsequent Request for Proposals ("RFP"), anticipated to be issued in February/March, 2013.

DBE participation requirementsare being developed for FTA approval, for which the CM/GC will be committed to meeting the overall project DBE goal.Individual DBE goals will be set for each contract, the preconstruction services contract and multiple Interim GMP construction contracts, based on a review of available participation for each particular scope of work with consideration to the overall contract goal.The project will use the MBTA’s approved Annual DBE goal of 13.5% until the overall DBE goal is established.

Criteria for qualification includes minimum levels of experience, financial capability, bonding capacity, demonstrated commitment to obtaining meaningful DBE participation during all phases of the CM/GC process, workforce diversity, and other criteria deemed appropriate for evaluation, selection, and award by the Massachusetts Bay Transportation Authority Board of Directors.

The MBTA intends to enter into a master agreement, preconstruction services contract, and construction contracts, with the best-value proposer. The Technical Proposal submitted in response to the RFP will be 60% of the total score and the Price Proposal will be 40% of the total score. The selection criteria detail will be provided in the RFP.

The MBTA plans to make an award of the overall Contract and the preconstruction services scope of work by late spring of 2013 and the duration is expected to be about 18 months. The construction will be phased through multiple GMP contracts that are projected to be completed in 2018.

The MBTA seeks to contract with one entity or team that has demonstrated capabilities to provide or subcontract the above noted complete package of services.

Project Description: The Green Line Extension Project will extend the existing MBTA Green Line Service northwest from a relocated Lechmere Station (opposite side of Monsignor O’Brien Highway) to College Avenue in Medford and to the Union Square area in Somerville. The scope of work includes re-construction of bridges along the corridor, construction of utilities in the areas of the bridges and in the corridor, construction of retaining and noise walls, relocation and construction of commuter rail tracks, the construction of 4.3 miles of Light Rail transit and systems, the construction of a new relocated Lechmere Station, construction of 6 new stations, construction of 1.3 miles of new viaduct, systems, signals, and power substations. Also included is demolition of miscellaneous buildings and viaduct, roadway and intersection improvements and development of a new maintenance/transportation facility with a vehicle layover/storage facility.

The Union Square Branch and Medford Branch of the extension will be located primarily within the MBTA Fitchburg Line and Lowell Line Commuter Railroad rights-of-way, respectively. The existing tracks, which will remain in service, are used for both commuter rail regional passenger service and freight service by the MBTA, Amtrak, Pan Am Railways and CSX, and will be relocated and modified to create the space within the right-of-way to accommodate the proposed light rail transit facilities for the Green Line. Extensive coordination with the existing rail operations will be required along with coordination with ongoing development and roadway work activities, in particular around the site of the new Lechmere station.

Project Funding: GLX Project funds are anticipated to be provided through the State Improvement Program and FTA New Starts program. At the present time, the total cost of the Green Line Extension project is estimated at approximately $1.115 Billion, not including financing, with approximately $700 Million anticipated for construction.

The project will be subject to the minimum wage rates set under the Massachusetts Prevailing Wage Laws. Workforce utilization goals will apply to the project.

Scope of Work: The scope of work is anticipated to include the following major tasks:

  1. Preconstruction Services including but not limited to: cost estimates at predetermined stages, preparing/updating the schedule for the design and construction phases; preparation of cost modeling and Interim GMP and program GMP estimates for construction, assisting in value engineering analysis, risk assessment, recommending contract packaging scenarios that meet FTA and MBTA funding guidelines, performing constructability reviews, developing the construction management and logistics plan, generating market surveys of construction materials and equipment that have long delivery requirements, solicitation of quotations from specialty sub-contractors.
  1. Construction work is generally described in the Project Description. The CM/GC must be prequalified with the MBTA for the following Classifications and limits:
  1. Class 1: General Transit Construction($350,000,000),
  2. Class 3:Track work ($40,000,000),
  3. Class 4A:Steel Bridges ($40,000,000),and
  4. Class 7: Buildings ($70,000,000)

The MBTA intends the CM/GC prequalification limits to be the cumulative amount of the respective firms, including key subcontractors, comprising the entity. Joint venture entities must submit a Pre-qualification Statement for the entity ten days prior to the Statement of Qualifications due date. Entities may refer to the MBTA website to obtain the Pre-qualification Statement.

Project Bonding: The proposers will be required to submit in the SOQ a letter from a surety company confirming that it will provide the CM/GC entity with payment and performance bonds on the Project in an amount equal to or greater than $700 Million. Performance and payment bonds are to be provided in the amount of each CM/GC construction contract at the time it is executed.

Submittal: Letters of Interest from firms or teams interested in receiving a Notice of Availability of the RFQ will be received by the MBTA until 2:00 pm on January 4, 2013. All responses should be labeled "Letter of Interest – Green Line Extension Project" and addressed to:

Letters of Interest must provide a mailing address, telephone number, email address and fax number for each firm or team's designated primary contact in order to ensure that a Notice of Availability of the RFQ document will be received by the interested firm or team. Firms are advised to provide an email address for a secondary contact, in case the primary contact is inaccessible.

This is not a request for qualifications or proposals. Submission of a Letter of Interest is not a prerequisite for responding to the RFQ.
