The Associate Member delegate position was created during the 1995 By Law revisions. When Donna Johnson left Norwest Bank and no longer served the state, the Executive Committee appointed Mandi Strelow Burch to fill the position. The 1995 By Law revisions also made all positions two year terms except for the President, President Elect and Past President. The two year terms are staggered so that every other year the positions open are: Vice President and Member at Large or Secretary/ Treasurer, Associate Member and Member at Large.

In 2000, the By Laws changed to have only one annual conference in the spring. Since elections were held in the fall, the 1999-2000 board served an extra 6 months until the next election in the spring of 2001.
