Maryland Swimming Rules andRegulations

Website. It is an invaluabletool.

Article 1. ADMINISTRATION OF THE COMPETITIVEPROGRAM

Section 1.1 Classes of Meets and TimeStandards

MSI sanctions Age Group (all competitors must be 18 and younger), Senior, (all members of USASwimmingare eligible for Senior Class competition) and Open Water classes ofcompetition.

1.1.1 TimeStandards.

WithapprovalfromtheTechnicalPlanningChairman,qualifyingtimesmaybe

modified from the USA Swimming National Age Group Motivational Times. Allmodifiedqualifying times must use a consistent algorithm for modification; for example, modifiedBB-Atimes might be one second per 50 slower than Atimes.

Formostmeets,swimmersdonothavetoprovetheyhavepreviouslyachievedtherelevanttime standard for the individual events. This is left to the integrity of the swimmer andthecoach.

A swimmer may enter relay events regardless of whether he/she has competed inanindividual event in that session or meet. Relay only swimmers must be entered into themeetand recognized by the reconfile.

Once a swimmer has achieved or claimed a best time at a certain level, they may nolongerswim that event at the lower level. When changing age groups, the swimmer’s fastesttimeclaimed or swum follows him/her. If a swimmer achieves a faster time standard afterhavingentered an event in a lower class, he/she must withdraw from the event. The host clubwillnotberequiredtorefundtheentryfeebutmay,whenpossible,allowtheswimmertoenteranother event for which he/she isqualified.

1.1.2 Overqualified SwimmerFine

MSImonitorsallentrytimesandoverqualifiedswimmerswhocompeteinameet,subjecttheirclub to a fine of $100 perswim.

1.1.3Under QualifiedSwimmers

Under qualified swimmers may be subject to removal from themeet.

Section 1.2 Scheduling and SiteSelection

1.2.1MeetSchedule.

The preliminary Meet Schedule for the following year (September-August)isdeveloped at the Spring Coaches Planning Meeting. The TechnicalPlanningChairperson then submits a proposed Meet Schedule to the HouseofDelegates. This Meet Schedule for the next year (September – August) isthenapprovedbytheHouseofDelegatesattheJuneHouseofDelegatesmeeting.The proposed annual schedule is posted on the MSI web site prior totheHouse of Delegatesmeeting.

1.2.2BidProcedure.

Clubswhowishtohostameetmustbidfortherequestedmeetasoutlinedbelow.

1.2.2.(A) BidForm

The preliminary bid should be presented at or before theSpringCoaches Planning Meeting, listing the name, date and location ofthemeet.

The official bid should be presented using the form on the MSIwebsite,listingthemeetrequested,thetypeofmeet,dates,facility,MeetDirector, and Meet Referee, Starter and equipmentoperator

TheofficialbidmustbedeliveredtotheTechnicalPlanningChaironorbefore June 1st, or two weeks prior to the House ofDelegatesmeeting, whichever comesfirst.

AnyhostteamthatdoesnothaveacurrentlycertifiedUSASwimmingreferee,starterand2stroketurnofficialsasnotedintheMSIRules,must host two officials training clinicsannually.

1.2.2(B) Meets not on the Official Maryland SwimSchedule:

Dual Meets, Closed Invitationals or any other meet not on the OfficialMSIMeetSchedulemaynotbeconductedthesameweekendorwithinoneweek(before or after) an existing Maryland SwimmingScheduled

Meet, that includes the same level of swimmers. But, thefollowingexceptions mayapply:

(a)If the teams involved in the dual meet have historically (past2years) not attended the conflictingmeets.

(b)If the other teams involved in the dual/tri meet are out ofLSCteams, assuming those out of LSC teams do not historically(pasttwo years) attend the Maryland Swimming scheduledmeet.

(c)If the clubs hosting the Maryland Swimming Scheduled Meetsoneweek prior to and one week following, give the dual meethosttheir consent to run their dualmeet.

AllmeetsnotontheOfficialSchedulemustbepresentedattheSpringcoachesmeeting forreview.

AllmeetsnotontheOfficialSchedulemustbepresentedandapprovedattheJune House of DelegatesMeeting

All meets not on the Official Schedule that are sanctioned are subject toallfinancial obligations and other rules as the Maryland Swimmingmeetsincluding but not limited to the sanction fee, percentage of entry fees duetofor all sanctioned MD Swimming meets where entry fees arecharged,registrationreconreport,requestforsanctionguidelines,and

minimum requirement forofficials.

Section 1.3 Sanctions and Approvals - Applications andFees

A sanction is a permit issued by an LSC to a USA Swimming group member to conduct a meetin conformancewithallUSASwimmingrulesinwhicha;; participatingswimmersareathletemembersof USA Swimming, except as provided by the “open borderspolicy”

An approval is a permit issued by an LSC for meets conducted in conformance with USA Swimmingtechnical rules in which both USA members and non-members maycompete.

Undernocircumstancescanameethostrequestan‘approved’meetstatusifthemeetnoticedoesnotexplicitlystatethatthetechnicalrulescontainedinPartOneofthecurrentUSASwimmingRulesandRegulationswillbefollowed

1.3.1Sanction Fee

Teams who host a meet in Maryland Swimming must pay a $30 sanction fee if there areentryfees charged and teams submit the proper entry fee percentage to Maryland Swimming.Teamsthatdonotchargeentryfeeswillbechargeda$275sanctionfee

1.3.2Right of First Refusal

ClubsmustbidannuallyattheSpringCoachesMeetingtomaintaintheir

right of first refusal to host a competition. Each club retaining their right offirstrefusal or bidding on an open date must have a representative present at theSpringCoachesPlanningMeetingandattheHouseofDelegatesmeeting.

Teamsthatarebiddingformeetsarerequiredtohaveparticipationentriestotaling$2,500inMaryland sanctioned meets, throughout the year (June 1 - May 31), for each meethostedexcluding Open Water meets. For example, a team hosting 4 meets is required to havea

minimumof$10,000inentries,3meets-$7,500,2meets-$5,000and 1 meet - $2,500. Ifahostteamdoesnotmeetthoserequirementsthentheywilllosetheirrightoffirstrefusaltohosta meet during the next year, asfollows:

$1 - $2,500 under requirement - lose 1meet

$2,501 - $5,000 under requirement - lose 2meets

$5,001 - $7,500 under requirement - lose 3meets

$7,501 - $10,000 under requirement - lose 4meets

1.3.3MeetSpecifications.

UnlessapprovedbytheTechnicalPlanningChairperson,specificationsof

theawardedmeetmaynotbechangedafterapprovalofthemeetspecificationsattheHouse of Delegates meeting. This includes, but is not limited to, age groups,timestandards and dates of competition. The host team has the right to run theawardedmeetasatimed finalsmeetorasatrialsandfinalsmeetifnotspecifiedintheawardedspecifications.Thehostclubshalldeterminethenumberofdaysoverwhichthemeetisheld,andtheeventsthatareofferedunlessspecifiedbytheHouseofDelegates.

1.3.4Sanction Number.

By90daysbeforethestartofthemeet,theApplicationforSanctionor

Approval, Form must be sent via email to the MSI Technical Planning Chairmanalongwith a complete copy of the proposed meet notice. Approval of the sanctionorapproval will depend upon the proper form of the meet notice and inspection ofitscontents to assure that the competition adheres to the approved type and scheduleasapproved by the House of Delegates and to USA Swimming and MSI rules.Uponapproval, the Technical Planning Chairman will issue the sanction number thatmustappear on all meet notices. No sanction or approval number will be issuedwithoutfulfilling the aboverequirements.

TechnicalPlanningwillprovideasanctionorapprovalnumberwithin21daysofreceiving a completed meetnotice.

1.3.5Failure to Hold aMeet.

When a bid is awarded and approved by the House of Delegates,the

cancellationofameetbythehostclublessthan120daysbeforethestartofthemeetwill result in the prohibition of that club hosting a competition for the next two(2)years.TheBoardofDirectorsmaymodifythisrulingforjustcause

1.3.6RefereeFine

Thehostteamofmeetsnothavingarefereepresentaresubjecttoa$100fine,willloseallrightsto run that meet and will not be allowed to host any swim meets for a period of 2 years.Inaddition, all times from the said meet will beunofficial.

Section 1.4 Observed MeetProcedures

1.4.1Observed Meet Fee

FeeperswimforUSAregisteredswimmerswhowishtohavetheirtimesfromanobservedmeets put into the SWIMS database is$2.

1.4.2GeneralRequirements.

MarylandSwimmingsupportsobservedswimmingcompetitionunderthecoordinatedeffortsofthe Technical Planning, Officials & SWIMS chairpersons when the following proceduresarefollowed.

The qualifying observed meets shall be limited to YMCA, high schoolorcollegiateleagueandconferencechampionshipmeetsconductedwithinaswimming venue within the boundaries of MarylandSwimming.

ThemeetmusthaveatleasttwoproperlyregisteredandcertifiedS&Tofficialswho will perform the requested observations and timing adjudicationstoensure they are performed in accordance with the current USASwimmingRules andRegulations.

1.4.3Pre Meet Procedure.

Between 30 and 60 days prior to the start of competition, the meet host or representativeisresponsible for requesting the observation. The observation request shall take the form oftheUSASwimming/MarylandSwimming,Inc.RequestforObservation.TheApplicationcanbefoundon the Maryland Swimming web site. It shall be submitted to the Technical Planning chairviaemail orfax.

The Technical Planning chairwill:

(a)Validatetherequest,acquireadditionalinformationandcoordinatetherequestwiththe Officialschair.

(b)Providetheapprovaltoconducttheobservationstothemeethostonceallissuesareresolved.

(c)CourtesynotificationofapprovalwillbeprovidedtotheOfficialsandSWIMSchairpersons.

TheOfficialschairwillvalidatethestatusofthenamedofficialstoensuretheyare properly registered and active USA-S certified officials andcommunicatesuch to the Technical Planningchairperson.

The meet host is responsible for making every effort to acquirethecompetitor’sUSASwimmingvalidregistrationnumberandenteritaccuratelyinto the meet managementsoftware.

The meet host must ensure the competitors and coaches understandthatobservationrequestsmustbemadetothemeetrefereeorobservingofficialscoordinator no later than the start of each meet session so that theofficialsare notified, aware and in a position to perform theobservation

1.4.4Requirements During TheMeet.

Themeetrefereeorobservingofficialscoordinatorisresponsibleforcoordinating the observing officials toensure:

(a)All requests for observation areperformed.

(b)Official times are determined in accordance with the applicablerules.

(c)Makingtheappropriatenotesandrecordssothatcompetitorswhoswimlegallyunder the league or conference rules but not under USA Swimming rulesarediscernible.

(d )Providing the meet host with the results of theobservations.

A minimum of two USA Swimming-certified officials are required toperformobservations so that there can be one at each end of the pool during eachandevery observation. An official can perform in the capacity of the meetofficialand observing official so long as the proper notes and information isprovidedtomakethedeterminationwhetheracompetitorwaslegalforthemeetresultsand observation resultsindependently.

ObservedswimsarerestrictedtoathleteswhoareregisteredmembersofUSASwimmingandshouldberestrictedtothoseswimmerswhohaveareasonablechance of showing improvement over a personal best time, challenginganexistingrecordorstrivingtomakeanationalchampionshiptimestandard.

TheobservedswimsmustconformtothetechnicalstrokerulesofArticle101inthecurrentandapplicableUSASwimmingRulesandRegulations.

Timingsystemsutilizedforthepurposesofcreatingofficialtimesmustadhereto the table in USA Rule102.16.4.

Adjudicationoftimesforthedeterminationofthecompetitor’sofficialtimemust adhere to USA Rule102.16.5.

1.4.5Post Meet Requirements.

Acopyofobservationnotesforallswimmersobservedshallremainwiththemeet host as a part of the meetrecord.

AcopyshallbeforwardedtotheSWIMSchairpersonalongwiththetimestosupport and validate the athletestimes.

Ifthemeethostwantstheobservedswimmer’stimesenteredintotheUSASwimmingSWIMSdatabase,themeethostisresponsibleforprovidingtheinformationrequiredtotheSWIMSchairpersonwithin3daysaftertheconclusionofthemeet.Itispreferablethatonlytimesof

legallyperformedobservedswimsareprovided,howeverelectronicmeetresultsarewelcomedwith a statement of exactly which swims wereobserved.

1.4.6YMCA MeetRequirements.

A USA Swimming certified referee and a Maryland certified Stroke andTurnjudgewhowillactivelyworkatallsessionsmustbeinattendanceatallsessionswhere there are USA registeredswimmers.

A minimum of two YMCA officials from each YMCA club will attend aminimumof one USA Swimming stroke and turnclinic.

Only those registered USA Swimmers’ times which are to be entered intotheSWIMSdatabasewillbeforwardedtotheTop10TimesTabulatorwhileafeeper swim is forwarded to the Technical PlanningChairman.

1.4.7Recommendations.

It is recommended the meet host arrange for a separate set ofqualifiedofficials(suggestaminimumofthree)toperformtheobservationsagainsttheUSA Swimming rules and regulations entirely independent of thestaffobserving the meet under the prevailing swimmingrules.

Itisrecommendedthemeetrefereeorobservingofficial’scoordinatorcreatealogtocapturetheentirelistofswimmers(byevent)observedtoincludenotesas to whether the performance was legal and the official time determinedinaccordance with the current USA Swimming rules and regulations. Thelogshould include a brief description of the timing systems, timingadjudicationprotocols and meet management software used for themeet.

By creating, completing and signing a log, the meet host andSWIMSchairpersonwillhaveacompleterecordofallathletesobserved.

AnObservedMeetorswimisassigned2USASwimmingOfficialsforconformancewithUSA Swimming technical rules in a meet conducted under other than USASwimmingrules.

Section 1.5Records

World, American, National Age Group, and Maryland State Records fromsanctionedMeets are automatically scanned by the SWIMS TIMES database and recorded bytheMaryland Swimming Times Chair. No application isneeded.

What is the difference between an Area and a ResidentRecord?

An Area Record is a record set anywhere in the MSI LSC area byany one from any team in USASwimming

A Resident Record is a record set anywhere in USA Swimming bya registered member of MarylandSwimming.

The correct form to use Maryland Swimming Record Application canbe

found on the Maryland Swimmingwebsite.

This form is to be completed by a coach to apply for an Area or Resident recordachieved at a USA Swimming approved or observed meetonly.

Completetheapplicationandsubmitit,alongwithacopyofthemeetresults(viamailor email) or a link to the on-line results, to the records Coordinator() within 30 days of theperformance.

The rules for Swimming Records are found in Article 104 of the USA Swimming Rulesand Regulations

It is the responsibility of the meet referee to certify that all USA Swimmingrules pertaining to the swimming performances have beenmet.

1.5.1Course/Age Requirements.

MSI recognizes short course yard and long course meter times in the 8 &Under, 9-10, 11-12,13-14,15-16,17-18aswellasOPENagegroups.ForpurposesofMSIrecords,MSIrecognizesofficialtimes achieved by MSI member athletes and teams participating in USA Swimming orFINAsanctionedcompetitionsorinUSASwimmingapprovedcompetitions,withinorwithouttheLSCboundaries. MSI records may only be established by USA Swimming registered swimmers.Allrelay teams must be composed of USA Swimming members of the same club representingaMSI/USASwimmingregisteredteamasnotedinUSASwimmingrule102.4.1.

1.5.2Proof ofPerformance.

The results of all USA Swimming sanctioned meets attendedby

MSI member athletes will be reviewed by the Records Coordinator for new records.Theofficial results received by the Records Coordinator will constitute "proofofperformance." For relays, the "proof of performance" must include the names andtheorder of each relay swimmer. In the case of approved or observed USASwimmingmeetswithinoroutsidetheLSCboundaries,acoachmustcompleteandsubmittotheRecordsCoordinatoraMarylandSwimmingRecordApplicationform.

Forwardingacopyofthemeetresults(via mailore-mail)ornotifyingtheRecordsCoordinator where the results can be found on-line, will constitute “proofofperformance" in thiscase.

1.5.3National Age Group Records.

For National Age Group records the athlete or athlete’s representative must submit totheRecords Coordinator the following: MSI Records Reporting form, official meet results oftheeventtherecordwasestablishedinallsignedbythedesignatedmeetofficial(s)within14daysfor review, signature and submission to the National Age Group RecordsCoordinator.

1.5.4MSI Top 10.

MSIcompilesalistofthe10fastesttimesinsingleagegroups(9,10,11,12,13,14,15,16,17,18year olds) for MSI swimmers only. Swims from meets outside the LSC will be includedifelectronic meet results areprovided.

TheperiodofconsiderationrunsfromSeptember1sttoAugust31st

Article 2. SWIM MEETPREPARATION

Section 2.1 Meet AnnouncementDetails

2.1.1MeetNotice.

Themeetnoticemustcontainalloftheinformationinthetemplatemeetnotice found on the MSIwebsite.

AllSanctionedandApprovedmeetsshallincludethefollowingstatement:“Exceptwherevenuefacilitiesrequireotherwise.Changingintooroutofswimsuits,otherthaninthelockerroomsordesignated areas, is not appropriate and isprohibited”

Uponreceiptofthesanctionnumber, and by September 1st,thesanctionedmeetnoticeshallbepublished on both the MSI and host team’swebsite.

Entry Period: Meet Entries will be accepted by Host Teams beginning when the Entry File is posted by Maryland Swimming until the Entry Deadline. Online Meet Entry Systems (i.e. USA Swimming - OME) may be used, provided that each eligible team and swimmer have equal notice and access to entering the meet

Registration.

All swimmers who participate in meets conducted by Maryland Swimming, Inc. MSI) oritsmember clubs must be registered with USA Swimming, Inc. as athlete members. USASwimmingofferstwocategoriesofindividualmemberships,athleteandnon-athlete.

TheMeetDirectors,TeamSafetyDirectors,aswellascoaches,officials,andappropriate

During the meet, no one will be permitted on the pool deck unless they arecurrentlyregistered with USA Swimming as an athlete, or as a non-athlete working the meet.Theonlyexceptionswillbeforthetimersandadministrativestaffassistingwiththeconductof the meet. Coaches and officials should prominently display theircredentials.

Violators of this policy are subject to a fine and/or removal from thevenue.On deck registrations are notpermitted.

Open Water – A, single meet, USA Swimming open water membershipisavailableforindividualswishingtocompeteinanopenwatereventwhoarenot currently registered with USASwimming.

To be on deck at a meet or a practice, All coaches must be properly certified byUSASwimming. This includes current USA Swimming background check as well as , APT,CPR,First Aid, and Coaches Safety Training and Educational requirements. The CoachofRecord/Head Coach, for every team, must be at least 18 years old and beproperlycertified as describedabove

2.1.2False Registration.

False Swimmer RegistrationFine

Therewillbea$100fineimposedagainstanyMemberClubsigningadocumentorsubmittingawritten oran electronicdocumentwhichindicatesaswimmerisregisteredwithUSASwimming when that swimmer is not properly registered. This includes submission of

meet entries for unregisteredswimmers.

False Swimmer Registration For Meet HostsFine

IftheMemberClubhostingthemeethasbeeninformedoftheineligibilityofanunregisteredswimmerandpermitstheathletetocompete,theMemberClubwillalsobefined$100pereventthat the unregistered swimmer illegally competed in and is required to revise the meetrecords to delete the unregistered swimmer from theresults

2.1.3Club Affiliation.

Swimmers who are members of a swim club usually register as members of that club andaresaid to be “attached” to thatclub.

Whenswimmersentermeetsasattachedwithaclub,theycanearnpointsforthecluband swim onrelays.

Swimmers who participate without being attached with a club are said tobe“unattached”. An unattached swimmer may not swim on club relays and may notearnpoints for aclub.

A swimmer who changes clubs must wait 120-days after his/her lastcompetitionrepresenting the former club before representing the new club in competition.Duringthe 120-days, the swimmer must compete as an unattached swimmer. This120-dayrulerestrictiondoesnotapplytohighschoolorcollegiateswimmerswhoarejoiningaUSA Swimming club at the conclusion of their non-USA Swimming club school season.AUSASwimmingtransferformmustbecompletedtochangeclubaffiliation.

Unattached Coaches must have a swimmer entered in the meet to be on deck.

Unattached swimmers must have a coach on deck with them at all times.

Swimmers who are registered as Unattached, and not affiliated with any team, must be meet entered with paper entries only. This does not apply to swimmers who are Unattached because they are waiting out a 120 day transfer as they are affiliated with, but not yet attached to, a team

Swimmers who are registered as Unattached and not affiliated with any team, must be entered into a meet with eth following designation only: UN MD. This does not apply to swimmers who are Unattached because they are waiting out a 120 day transfer as they are affiliated with , but not yet attached to, a team.

2.1.4Insurance Coverage.

Registered members of USA Swimming/MSI are insured undera

secondary accident medical insurance policy. Any accident, no matter howseeminglyinsignificant, which occurs at practice or at a swim meet, must be reported to theLSCSafety Chairman, and to USA Swimming. A Report of Occurrence Form mustbecompletedbyallinvolvedparties.Formisavailableonlineat

Section 2.2Equipment

2.2.1Equipment Fees.

MSI teams can rent MSI timing and safety equipment(Colorado

Timing device, electronic starters, impact printer and cable, cables, cableharnesses,buttons, touch pads and brackets, scoreboard, orange safety vests, 15 metermarkers,and officials’ radios) for afee.

2.2.2Equipment RentalFee

Cost of renting Maryland Swimming equipment (Colorado Timing device, electronicstarters,impactprinterandcable,cables,cableharnesses,buttons,touchpadsandbrackets,scoreboard,orange safety vests, 15 meter markers, and officials’ radios) for the 1st session of a meet forMSIhost clubs is $300. Host clubs will be charged $25 for each additional session of ameet.

Thereisnochargeforfinalssessionsofprelims/finalsmeets.

Fees are not reduced if certain equipment is notused.

ItemsnotincludedintherentalofMSIequipmentinclude:serialcablesthatconnectindividualcomputerstotheCTS(ColoradoTimingSystem),electricalextension cords, paper goods and administrativesupplies.

Feesforequipmentrentalshallbepaidaftercompletionofthemeetwiththeotherfeeson the swim meet accountingform.

HighschoolconferencechampionshipswillhaverentalfeeswaivedifmembersofaMSIclub affiliate run themeet.

2.2.3Radio Rental OnlyFee

When a club rents officials’ radios without renting other equipment, the rental fees are $25forthe first session and $12.50 for each session. There will be a maximum charge of $50 for ameet.For non-sanctioned meets, the radio rental charge will be $30 per session with nomaximumcharge.

2.2.4Priority ofRentals.

MSI Club running an officially sanctioned or approved meet. Meets on theMSIapproved schedule will have firstpriority.

MSI Club running a non-sanctioned meet will have secondpriority.

HighSchoolconferencechampionshipmeetrunbyMSIclubaffiliatewillhavethirdpriority.

2.2.5Equipment Care.

All equipment must be transported in a closed vehicle.Onlyequipment that will fit in a closed vehicle will be released forrental.

Thetimingconsole,cableharnesses,buttonsandstarterwillfitinmostcars.

Thetouchpads(60”or72”)andtimingconsolerequireapick-uptruckwithacap, or a van with the seatsremoved.

Thescoreboard(8feetlong)willonlyfitinlargevansorlongbedpick-upswithcaps.

Touchpadsandthetimingconsolehavespecificstorageandhandlingrequirements.

When not in use, touch pads must be stored in the shipping / storagecasesthat are used for transport. Touch pads may not be stored lying on the faceortouch-sensitive portion of thepad.
