4. PUBLIC HEARING
a. Ordinance # 687 - authorizing the execution and delivery of one or more incentive agreements by and between Marlboro County, South Carolina and ECAPS Corporation, and one or more affiliated or related entities, as sponsor, to the extent allowed by law, to provide for a fee in lieu of taxes incentive and a project infrastructure grant; to provide for the inclusion of the project in a multi-county business or industrial park; to authorize the execution and delivery of a lease agreement by and between Marlboro County, South Carolina, and ECAPS Corporation for certain real property and improvements thereon; to ratify, authorize and affirm all prior acts and actions of Marlboro County and its officers and elected officials with regard to the foregoing, including, without limitation, prior legislative enactments of Marlboro County Council and their content; and to enter into any other necessary agreements with the sponsor to effect the intent of this ordinance; and other related matters.
b. Ordinance # 690 – An Ordinance approving the request of Wallace Water Company for an encroachment for the installation of water lines.
c. Ordinance # 692 – An Ordinance to approve the lease agreement by and between the County and 5-Star USA Corporation.
5. OLD BUSINESS
a. Ordinance # 688 – An Ordinance approving an Alternative allocation method for the Distribution of fee-in-lieu of AD VALOREM Tax Payments among the taxing entities within Marlboro County which are paid by one or more companies located within a Multi-County Industrial Park; and other matters related thereto. – Third Reading.
c. Ordinance # 689 – An Ordinance authorizing Marlboro County to continue an agreement with the Marlboro County Rescue Squad providing paramedic level emergency service and transfer service throughout Marlboro County. – Third Reading.
d. Ordinance # 690 – An Ordinance approving the request of Wallace Water Company for an encroachment for the installation of water lines. – Third Reading.
e. Ordinance # 691 – An Ordinance providing for determining what constitutes a county public road and serves a public purpose allowing for county maintenance. – Third Reading.
f. Ordinance # 692 – An Ordinance to approve the lease agreement by and between the County and 5-Star USA Corporation. – Second Reading.
6. NEW BUSINESS
a. Ordinance # 618B – Amending Ordinance # 618 A entitled “ An Ordinance to provide for the issuance and sale of not exceeding four million dollars ($4,000,000) General Obligation Bonds of Marlboro County, South Carolina, to prescribe the purposes for which the proceeds shall be expended, to provide for the payment thereof, and other matters relating thereto” in order to provide that renovations of the Current Administrative Building; Offices currently providing administrative functions to Marlboro County; renovations of the Economic Development Building; and to provide funds for the construction of a new animal shelter shall be an additional use of proceeds of the Bonds authorized therein, and other matters relating thereto. – First Reading
b. Resolution # 07-11-01 – Resolution of support for Humane Society effort to construct animal shelter.
c. Consideration of staff recommendations to formally request ownership of the existing Blenheim School Gymnasium from the Marlboro County School District.
d. Request permission to accept and relocate a doublewide mobile home donated by Marion County Trinity Behavioral Care to Lindsay Park for the purpose of a office for the Recreation Department along with approval of associated costs.
e. Discussion of I-95 Gateway Industrial Park.
f. Donation of a Police car to Town of Clio.
